STRUCTURE AND MANAGEMENT
The Charity is regulated by a Scheme made by the Secretary of State for Education and Science on the 3[rd] September, 1968 as altered by an Order made by the Charity Commissioners for England Wales on the 19[th] September, 2003.
The freehold of the Village Hall is vested in Isfield Parish Council which is the Custodian Trustee of the Village Hall Charity and it is administered and managed by the Isfield Village Hall Management Committee.
The Management Committee is made up of five elected Trustees and has the power to appoint 10 representative Trustees from organisations within the village of Isfield and up to two co-optative Trustees. The Management Committee holds six meetings each year and an Annual General Meeting. All Trustees resign and can stand for re-election at the Annual General Meeting. Trustees are recruited from local organisations by invitation and from local residents by word of mouth or advertisement.
OBJECTIVES AND ACTIVITIES
The objective of the Village Hall Charity is the provision and maintenance of a village hall for the use of the inhabitants of the Parish of Isfield without distinction of political, religious or other opinions for meetings, lectures and classes and for other forms of recreation and leisure time occupation with the object of improving the conditions of life for the said inhabitants.
ACHIEVEMENTS AND PERFORMANCE
As custodians of a beautiful early 20[th] Century former Church of England school that needs careful attention the Management Committee continued to monitor the condition of the building and carry out any maintenance
work as and when needed. Outgoings were consistent with management of an old building.
The Friends of Isfield Village Hall continue to make an important contribution to reserves. Donations for 2021 were similar to those for 2020 in spite of a fairly significant number of new houses in the village. Gift Aid has been received on the donations
The Funding Committee which was set up in 2020 to look into the availability of grants for major projects has held a number of meetings and discussions have taken place with the Partnership and Funding Officer at Wealden District Council which indicate that funding could well be obtained for a project. It will be necessary to obtain Planning Permission and three estimates before making any applications for funding.
Plans have therefore been drawn up for the construction of a small extension to provide disabled toilets and improved storage for chairs and tables and a folding stage. The plans were unanimously approved by the Management Committee at its December meeting. It is proposed to present the plans to Isfield Parish Council at its January meeting and it is understood that the Parish Council will support the proposal both as freeholder and through the planning process
It is considered that the Charity has performed well thanks to the efforts of the Management Committee in maintaining the premises in a condition that makes them very attractive to hirers. Fortunately Government restrictions were lifted in time for a very successful Frost Fair to be held in November raising significant funds for the Village Hall.
The availability of the Village Hall has proved to have a significant public benefit and regular users have remained constant. Its availability was much missed during lockdown and bookings rapidly returned to normal once restrictions were lifted. Public confidence in the safety of the Hall was improved by the purchase of a “Fogger” which has been used regularly to mist all surfaces with an anti viral/bacterial liquid. In addition to regular users the Hall is used by all ages in the community for parties, wedding and anniversary celebrations, funeral teas, receptions, arts and crafts workshops, AGM’s and meetings, exhibitions and flower shows. The search for additional new and interesting activities will continue.
FINANCIAL REVIEW
The continued loss of income was very worrying but it emerged that the Village Hall was eligible for further small business COVID grants from Wealden District Council amounting to £18,708.
The Charity ended the year with a profit of £19,756.65 which is a healthy position in which to start the new financial year.
Donations from the Friends are held in a deposit account and had accumulated to the point where it was decided to spend the funds on replacing the original windows with upvc double glazed units which would reduce both heating and maintenance costs. A local firm undertook the work and the units are such good replicas that it is hard to tell the difference.
The Charity has a reserve of £54,880.53 invested with the Charities Official Investment Fund. This sum can be drawn on if necessary. It has an Endowment which is valued at £52,325.03 which is also invested with the Charities Official Investment Fund on which it receives the income.
The Trustees declare that they have approved the Trustees’ Annual Report above.
