The 2019/20 academic year has been an
unprecedented time for all those involved in
the Pre-School due to the Covid-19
panademic. This caused the Pre-School to
close on Thursday 18thMarch 2020 in
accordance with Government guidance.
Throughout “Lockdown”, the Committee met
regularly (via Zoom) with our absolute priority
being the health and well-being of the
children and staff members. A core team of
three staff members was made available to
offer vital support to the children and their
parents and continue with the operational
aspects of the Pre-School. Each week the
children were sent “e-communications”
together with curriculum plans and the
Teaching Manager was available, on-line or
by phone, to answer any questions and
concerns from parents.
During “Lockdown”, we launched our new
website. The refreshed design is aimed at
promoting awareness of the Pre-School’s
activities to both current and future parents.
Following extensive planning by our staff
team, including parents’ surveys, risk
assessments and introducing new health and
safety protocols, the Pre-School was able to
re-open on Monday 15thJune.
The Pre-School continues to provide a high
quality care and education to all the children
attending. We have always had more
teachers each session than government
guidelines recommend which enables the
‘pack away’ pre-school to run smoothly but
also have plenty of staff on hand to meet the
children’s needs.

number of fundraising projects, the most
significant being the “Bags-of-Help” scheme
sponsored by Tesco. Parents and friends
enthusiastically supported the events which
we were able to hold prior to the
“Lockdown”.

Para 1.21 .
The 2019/20 Academic Year has certainly
proved to be an extremely challenging time
for all those associated with the Pre-School.
The enforced closure of the Pre-School on
Thursday 19thMarch, following the
Government’s announcement of
“Lockdown”, created a set of circumstances
of which none of us had any previous
experience. It is a credit to the Committee
and Staff, together with the continuing
support of the parents, that we were able to
survive the extended period of the
“Lockdown” and re-open the Pre-School on
15thJune to complete the Academic Year
with a very creditable financial result albeit a
small loss.
Whilst total income for the year equalled our
original budget, it was £3,500 less than the
previous year. No parents’ contributions
were received during the period of the
“Lockdown” and there was, understandably,
a much lower level of contributions received
when the Pre-School was re-opened for the
final few weeks of the summer term.
Support from OCC was maintained
throughout the year and Fundraising
projects received a very healthy contribution
from parents and members of the local
community.
The continued welfare of our loyal staff was
a key objective of the Committee and we
were grateful to receive support from the
Government’s Job Retention Scheme.
A satisfactory level of cost control was
maintained in all areas during the year with
Staff salaries being our most significant cost
centre.
Despite the recorded loss of £3,296, we
closed the academic year with a Bank
balance of £44,441 which is approximately
£9,000 above our stated Reserves.
We will be able to move into the new
Academic Year in good financial health and
keen to continue to provide a safe and
caring environment for children within our
local area.

Para 1.22 The policy of the Pre-School continues to be
to have a reserve, which would allow it to
operate for at least up to six months without
income. This would ensure that fixed
overhead costs could be honoured, staff
could be paid and both staff and children
would have sufficient time to make other
arrangements should the Pre-School need to
close. The Committee has reviewed this
policy and believe it appropriate to retain the
current level of reserves.

The hourly rate for government funding
continues to be lower than the running costs
of the Pre-School therefore to cover costs
we ask for a voluntary contribution. The
increasing trend of children attending
multiple setting makes it hard to predict
specific numbers per session per term. We
will continue to monitor whether the hours
we offer at our setting meet the needs of
our parents and prospects.
We will continue to monitor the business
aspect of the Pre-School on a regular basis
tomitigate therisk.

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (the Charities Act) and that an independent examination is needed

Having satisfied myself that the charity is not subject to audit under company law and is eligible for independent examination, it is my responsibility to:

Basis of independent examiner's report

My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view' and the report is limited to those matters set out in the statement below.

Independent examiner's statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that in, any material respect, the requirements:
