Welcome to Gosport Scouts AGM!
It has been great to see the fantastic increase in numbers of both youth & leaders across the District. The opening of new Squirrel sections (dreys) and the expansion of other sections has meant so many more young people have been enriched by Scouting in Gosport
I have seen first hand the value our leaders add to the lives of young people with fantastic activities delivered throughout the year including our annual district camp and the revival of Gosport Gang Show.
It is a privilege to continue to act as your District Chair supported by a great District Leadership team and my thanks must go to Robin & team for their continued enthusiasm and dedication.
Finally, a massive thankyou to everyone that has given their time over the past year to Gosport Scouts-you have enriched the lives of our youth.

DC’s Report
Robin Peddell - District Commissioner
Well what a year!
All our activities are relaunched and our district is growing what more can we ask!
We have 5 new Squirrel Dreys across the district with another 2 in wings to start soon we also relaunched the 9[th] Beavers and Cubs with a view to starting a new Scout Troop Summer 2023.
In May 2023 we relaunched the 4[th] Gosport launched a new Squirrel Drey.
The 6[th] Gosport have grown by 100% with two squirrel, two beaver and two cub packs. All Groups across the district have grown since our return and shows how truly amazing and resilient our volunteers are.
One thing stopping our growth is volunteers and we are working hard to raise our profile to encourage new volunteers.
More recently Jess our District Youth Commissioner decided to step down but is still active as a leader in the Scout Section. On behalf of Gosport Scouts thank you for everything you have done during your time as Youth commissioner. We now welcome Marcus as our new youth commissioner and we look forward to working together to ensure we fully consider youth involvement in everything we do.

The amount and quality of activities run by the district team has been absolutely amazing thank you. But, every event has suffered from a shortage, of doers, not organisers. We as a team will work hard to ensure that we can resolve this.

DDC’s (Sections) Report
Trevor Smith – Deputy District Commissioner (Sections)
In what has been an amazing year for Gosport Scouting, I wanted to thank all the trained volunteers for all their hard work in running and supporting their sections, delivered amazing programmes with some truly inspiring activities, and have helped to grow our membership to pre covid levels.
Particular thanks go to my ADCs – Marie and Clive who have supported me and the District by developing and delivering an active programme and providing help to groups and leaders to support them in keeping the mantra of the District – Support, Develop and Grow.
We have grown the District with another group – the 9th opening a Cub Pack and we continue to look to open Squirrel Dreys in the remaining groups wherever we can. I wish you all a great Summer and look forward to seeing equally exciting times in 2023/24.
DDC’s (Adventurous Activities) Report
Pete Giffin – Deputy District Commissioner (Adventurous Activities)
Over the last year we have seen a massive growth in activities being available to young people in the district, which is amazing to see. The activities teams have started to increase and more opportunities for Adventure have been available.
We have seen such a great variety of experiences available this year and that’s all down to our amazing volunteers.
Moving forward we need to work on the recruitment of members into the District Activities Team for both Land and Water activities, to help build on our successes.
Finally I would like to thank Jodie and Allan for all their hard work and commitment in their respective areas.

Youth Commissioners Report
Marcus Chambers – Youth Commissioner
In the summer term I’m hoping to be able to get round the groups to introduce myself and try and push the YOUSHAPE badge and remind the older scouts about link to explorers
After this I will attempt to go back to groups and with the help of others choose a couple scouts aged 13+ to be Youth reps for their group
The youth reps will run a forum with help from their leaders and will report back at a youth forum once a term with me
This will allow me to report back to members of groups and district about what the young people wish to see happen.
Scout Active Support Report
Pat Brown – SAS Manager
When I took over Scout Active Support (SAS) we didn’t have a full meeting until the September (due to Covid restrictions). At the
September meeting we had a good turn out and discussed the way we all wanted to continue with helping the District and Group activities in the future months, with the Carol Service and Christingle being the first, we also discussed how we wanted to structure our monthly meetings.
SAS now meets on the third Tuesday in the month at 2pm and a second meeting at 7.45pm, both these meetings take place at Nobes Hall, we decided on the two meetings per day as many people do not want to turn out in the evening, especially in the winter.

Over the year we have helped at most of the District Events, and some members are helping out with Groups due to low Leader numbers.
On the 17th May some of us went out for a Cream Tea at Claire’s, which was thoroughly enjoyed by all, I am hoping to get us all out on an outing this year, just need some ideas of where to go.
Network Section Report
Chris Smith- Network Commissioners Report
Network has seen substantial growth since 2022 with a continued focus on link relationships from Explorers. With goals to help support the District and Groups with supplying services to help run activities for our youth lead programs
Network continues to provide a space for our 18-25 members to connect, grow and expand their Scouting journey. I’d like to say a special ‘BRAVO’ to Ryan for all his support over the past few months.

Explorers Section Report
Ryan Mcgarvey - Explorers Commissioners Report
Over the past year, our numbers have steadily risen and have now grown to a remarkable point where it has been necessary to reopen the Air Explorer section, so there is always room to grow and accept all the amazing young people we work with. The permanent introduction of the Air Explorer unit now allows explorers to attend
meetings even if they had commitments on one of the typical meeting days. A massive thank you to our new leaders and a special BRAVO to Lawrence for taking the lead with the section and creating an amazing programme to provide our young people with new opportunities. I would first like to thank the explorer leaders and occasional helpers for their hard work, time and patience
This year has seen some firsts for the unit; with our first attendance at IOW Revolution, an amazing camp with explorers from all over the country, the introduction of the new activity wear, and the exciting new Nighthawks section (Air explorers).
A staggering 50 Explorers for the annual district camp. I cannot overstate the incredible work the explorers put in and we cannot wait to see all of these amazing young people develop and grow with how well they handled themselves and the challenges set before them.
Our current focus is now the retention of young people and providing as wide a range of activities as possible. Both from scouts to explorers and from explorers to network and leadership roles. With the use of link events, we feel very confident about the future of the ever-expanding unit. With a brilliant 77 members with more joining every week.

CHIEF SCOUT AWARDS REPORT OCT 21 – SEPT 22
Great numbers have continued to gain their highest awards in their section. With the start of the Squirrel Dreys we had our first award of the Acorn awards, 12 Bronze awards, 22 Silver and 15 Golds. Well done to all our members who worked hard to attain these awards.
Scout Section Report
Clive Pittard – ADC Scouts
Can I first of all Thank those of you who stepped up and volunteered to help run however many of the Events Gwyn Evans (ADC District Support) & I Organise & Run for the Scouts & the District in this Scouting year, October 1st 2021 up until the end of September 30th 2022, as we couldn’t have done any of it without you, so Thank You, again
There were many events in this period, despite still having some on & off Covid restrictions. I will list some of them, and forget to jot some on the list too I am sure:
We finished preparing and executed our yearly Scout Lightweight Hike near the end of October 2021, where the Scouts plan & formulate their routes from a given start point up until Lyons Copse Scout Camp Site in Shedfield carrying all their kit including tents & food etc, and that for starters is a very hungry event in the respect of needs & musts from Adult & Explorer Help! And in November 2021 we had a good turnout at one of the Remembrance Day Parades & Services outside the War Memorial; Because of the Restrictions being brought back upon and into our lives we sadly Didn’t have the District Carol Service December 2021;

Robin Peddell (District Commissioner) & I Welcomed a new batch of Explorers & Network members to hopefully start their journey onto being DofE Participants for Bronze & Silver and the Scouting equivalent (Platinum, Diamond, and Queens as was then) Top Awards in January 2022; Gwyn also ran the Scout Chess Competition January 2022 which usually attracts around a dozen competitors and in respect is an event that we wouldn’t knock off of our yearly planner;
We planned and ran the Scout Patrol Leader/Leadership Training Weekend February 2022 again at Lyons Copse and despite the time of year had a few dozen Scouts come along and stay for the weekend and hopefully learn some new or reminder of old skills to take away from; and Robin & I ran another Gosport DofE/Top Awards Planning/Training evening in February 2022 too;
We had a few Patrols enter the Scout Cooking Competition March 2022 in the DHQ and as always they never cease to impress us with what they can do in such a short space of time; and again, Robin & I ran another couple of planning/Training evenings for our Gosport DofE/Top Awards in March 2022;
We had a Great turnout for our St. George’s Day Parade in April 2022; more evenings of Training/Planning for our Gosport Bronze & Silver DofE/Top Award participants April 2022 too; and a Practice DofE Expedition for the Bronze’s & Silvers April 2022 as well;
Gwyn Kicked off this year’s SuperScout Heats in May 2022 in and around the District; and we ran the Scout’s Camp Skills Weekend May 2022 where they learn or hone more outdoor skills into hopefully perfecting and safe Knife/Axe/Saw & Fire Building & Cooking & Tent erection etc;
We had more SuperScout Heats continue into June 2022; the Scout Raft Race & Water Fun Day in June 2022; a few more Gosport Explorer/Network Bronze & Silver DofE/Top Award evenings; and also managed to fit in the Gosport District Scout Elles Shield Camping Competition in June 2022 too;
The SuperScout Final came at last in July 2022; and there were many many Scouts attend Jodie Warner (ADC Land Activities) & Peter Giffin (Deputy District Commissioner Adventure)’s District Camp at Lyons Copse totalling many hundreds of Gosport Scouting Members altogether in July 2022;

We Restarted the Gosport Explorer/Network Bronze/Silver DofE/Top Award Participants group off again in September 2022 enabling them to get their Expedition done & dusted and under their belts giving them a fighting chance of completing their chosen Award by the end of the year;
None of this is Possible without not only the young people coming forward to take part and enter these events, But ALSO, FROM YOU, the Leaders & Young Adults & not-soyoung adults & Explorers etc, and dare I say, the list of volunteers putting their hands up and putting their names down to help us run safe & successful events is getting smaller and smaller, with the same few people coming along and helping (Thank You So Very Much! ) over & over, and the list of registered Gosport Scouting Members becoming longer this really isn’t fair
I Know that Many of you run your own Dreys or Colonies or Packs or Troops or have your own regular Scouting commitments, and massive hats off to you, Seriously, But I’m Sorry, and possibly sounding selfish perhaps, WE NEED MORE OF YOU to please step up and help us out with an event or Better Still a few events of ours too, or we simply won’t be able to run a full & Successful Safe Engaging Programme of Events across the Scouting Calendar, Please Look Forward to seeing a lot more of you sometime Soon Please.
Beavers and Cub Section
Report
Marie Smith – ADC Cubs
BEAVER SCOUT REPORT
This year has been my first full year of activities and it has been busy!! We have held competitions (connect 4, sports day, Super Beaver) as well as events like the activity sleepover, Christingle and the Christmas party. Both the events and competitions have been well attended although this coming year the programme will be different to accommodate the wishes of leaders and to add variety.
A massive thanks as always to the amazing leaders and those that have helped me run these events- without them it would not be possible.

CUB SCOUT REPORT
Just like the Beavers, this has been the first year of a full activities and competitions. The competitions included a joint sports day with the Beavers, a Go kart competition and a cooking competition. As part of the additional activities arranged there was an outdoor day and sleepover at Lyons Copse and a district hike. Again, these activities and competitions will vary for this year to allow some variety. As part of my role since Easter I have also been supporting 7th Gosport Cub Pack to continue running while we look to recruit a section leader. As always my thanks goes to the many leaders but also to those who have helped me run these activities.
Land Activities Report
Jodie Warner – ADC Land
We kick started this year with another incredible Climbing Competition for the Explorer Section, despite the pouring rain, the competition was a huge success, and the explorers all had a fantastic time.
Throughout the year we have been working on expanding our activity equipment so that we can continue to offer a variety of adventurous activities for all sections. This year we have invested in some brand-new activities predominantly for the Squirrel Section, these being Soft Archery and Soft Tomahawks, the young people have had a brilliant time having a go at both of these and we are hoping to promote the hiring of these more next year. We have also invested in 4 brand new air rifles so we can decommission the old rifles. Although we had a few issues with these at first, they are now looking to be in good use.
Over the past 12 months we have been encouraging Groups within Gosport to book us for a variety of activity sessions this could be during their normal evening meetings, at camps or at other events. We have this year visited 1st Gosport, 6th Gosport, 7th Gosport, 12th Gosport, 1st Lee, Network and Explorers to run a variety of activities. We have also run a few sessions for out of the District including Fareham East, Itchen and Farlington Brownies. Next year we are going to try and visit every group to run an activity session.

We have also been working on expanding our team of instructors this year to ease the load off of everyone. In June 2022 we managed to arrange an Archery Permit Course for 12 members of the District this has helped expand the amount of archery sessions we have been able to offer as a district. We also had 2 members of the District successfully pass their NRSA Air Rifle Qualification which has helped massively in the running of air rifle shooting. Moving forward we are still looking for members to join our activity team so if you are interested please let me know.
The most exciting event that was finally able to take place this year was the return of District Camp!!! We have received nothing but positive feedback from the camp and It was incredible to see all the young people and adults back to being able to camp with some freedom. We were blessed with the sun (even if it was a little too hot) and it looked like everybody had a brilliant time!

Water Activities Report
Allan Davey – ADC Water
Following the Covid break we ran a number of taster sessions
during 2022 with Guides, Rangers, Cubs and Scouts mainly from Gosport and a number are planned over the Summer. A bit late but we will also get some advertising out locally to run some more tasters in September and we already have some interest for some tasters during August.
We have again actively supported the Gosport Marine Festival held in May 2023 working with the organisers and the Sea Cadets and this year we held the District Scout raft Race at the event which went very well. Thanks also to the team that ran the Scout recruitment area supporting us on the day.

The Crown Estate license for the pontoon and access to the water is in place and we paid the license fee for the current year which secures access to the water for Scouting.
Expenditure over the last year has been limited, as we had limited use of Broderick Hall during 2022 and are using the DHQ for activities going forward.
Planning ahead we need to attract some water helpers / coaches to support our team and start to get plans in place to get courses back on for 2024
Gang Show Report
Trevor Smith
We have managed to successfully reboot Gosport Gang Show after the enforced break due to Covid. The Show was very well received by members of the public and was well supported in terms of Gang Members both on and off stage.
Bringing the show back to its roots of Thorngate Theatre and returning it back to Gosport has also proved popular with lots of people able to reminisce about the old days while also embracing the future of the show and the Theatre.
he Show team guided by Bill have worked to improve the facilities at the theatre and make it more usable for all – this we hope to make use of for the 2023 show!

Report
Lisa Young – ADC Media and Communications
It's been another good year with coverage on both social media and in the printed press. Lots of groups are embracing the branding with fantastic signage for their HQ's, which is smart fresh and modern.
4500 people saw the post about district camp, and our Ambassador Caroline Dinenage has also provided the District with some positive publicity.
Most groups are using social media well, and support is available for those that would like it.

Growth and Development Report

Growth and development
Another busy year with lots of parents getting more involved with the movement, volunteering as occasional helpers then extending their
roles. We have had interest from both adult volunteers and youth members at various events and a couple more booked towards the end of this year. County have supported the 9th Gosport who now have both Beavers and Cubs with Scouts in the pipelines. County have also supported re-opening the 4th Gosport Squirrels with hope to open Beavers in the Autumn.

Squirrels
There are now 7 Dreys in the district. Plans to hold a Squirrel leader meeting in the Autumn term to introduce District Squirrel events, starting with a Christmas party.
Inclusion and Diversity
During the last few months, I've been supporting a number of individuals within the district to help integrate strategies from their homes and EHCPs into their scouting.
Adult Support Report
Rick Dickinson – ADC Adult Support
It has been another busy year. Leaders in the District have actively completed both online and face to face training. Face to face
scouting is now the norm and the Groups and District Staff have again done very well. First Aid training continues and there has been a good take up with the courses. I would like to thank everyone who has worked so hard this year.
Appointments Advisory Committee
Nigel Fleetwood – Appointments Advisory Committee Chairman
Over the last year the AAC has adapted to the increasing number of adult volunteers joining Gosport Scouts. With an increase in applicants again this year we continue to see Gosport Scouting thrive, delivering Skills for life to even more youngsters across the whole of Gosport.
Sitting before the panel we have had an average of four adult members per month, with approximately ten more still waiting to be invited from the different Groups within our District. However availability of panel members due to the multiple hats worn by every single member, has been problematic at times. We are a fresh and

modern committee and we are actively recruiting members of all ages and backgrounds and implore anyone who wants to help shape the future of Gosport Scouting to get in touch via your GSL's.
We are continually reviewing the AAC process and adapting to the changes of modern life and modern scouting and also at how we can make the process an enjoyable/less daunting experience. This has seen small group sessions with a more friendly environment be established, whilst ensuring the important task of reviewing the candidates suitability and ability to carry out the roles assigned, remains at the forefront of our minds. This new approach has assisted with reducing the waiting times for new leaders to meet with the committee members. This is until such a time as the process is changed by Headquarters.
We would also like to take this opportunity to pass on our gratitude to Pat Brown, as she steps down as AAC Secretary, handing the baton over to Helena. Pat has done a fantastic job as our secretary for many years and she will be missed. We wish her all the best for her future and her change in direction within Scouting in Gosport.
Meeting all the new members of our Scouting family has been an honour and a privilege, and on behalf of the committee members we wish them well.
DHQ Report
Pat Brown – Bookings Secretary
Many changes this year.
Bookings are ticking along very nicely.
The 9th Gosport Scout Group is now using the DHQ for their HQ, just Beavers at the
moment, Cubs are starting up shortly and then Scouts hopefully next year (2023)
Explorers continue to use the DHQ as their HQ

The grounds and inside the building continue to be kept in good order, but there is still plenty of work to be done

Lyons Copse Report
Mike Brown, Carl Pettit, Charles Nunn Gosport Lyons Copse Representatives
This has been a full on year for the site with the full on return following the lockdowns. The site has seen a real surge in bookings especially all site district camps, to that end we are proposing a change to whole site bookings , the main part being owner Districts only. A big part of this is ensuring our impact on the locals is kept to a minimum, i.e – traffic flow . There is also a proposal to ease numbers on the site to help the volunteers cope with keeping the site running. Our wild life this season has also been magical with Kingfishers, Deer, Badgers and foxes plus squirrels and countless birds. As a Brownie group found out Fox Cubs love Spag Bog!
Site Overall:
Camping is heading back to our pre- covid numbers and as mentioned we have seen a real increase in whole site bookings. Our plans are still to aim to keep the camping numbers under control, with keeping to one group per field. This will allow for toilet allocation to each group and also young people and leaders to get back to the camping experience without competing with another group. Comments from many leaders have been how hard it has been to get everyone back to camping.
What has taken off big time is evening bookings with groups using the site to get out into the fresh air.

The tower, rafting, Barn etc has never been used so much. Again we are having to restrict numbers to 2 groups per night. We are also asking for host groups to let themselves into the site, otherwise the local volunteers are turning out every night. We are also now flood lighting the Tower.
Buildings:
Toilets.
We are back to general toilet use and this has eased the work for the cleaning team. We have fitted all the toilets with stock cupboards so groups can keep them clean and refill items as needed. Groups camping are allocated toilets to keep clean over the weekend etc.
The Lodge:
The Lodge now has new sliding front doors, a far better option than the old folding ones.
Pine Cabin:
The cabin has started its refit to the toilets to increase the options as to who can use what toilet etc.
General items:
Looking at our ongoing fuel costs and trying to keep or fees as low as we can we are now exploring the use of green energy options, solar power etc. More info to follow.
Moving forward as a site we now need to start looking at the future and trying to get new people on board to start having back up support in

As part of this financial year was still covered by covid restrictions, naturally, this year has seen a reduction in both the income and the expenditure compared to last year. You will notice, however, on page 8, that the difference between last years and this years’ income is far greater than the difference between the expenditure for the same period. (If you turn to page 13) you will see that as Gang Show were unable to put on a production this year, they obviously didn’t record any income from members, plus the overall youth membership recorded on the census was reduced at this time, hence the large difference from last year in membership income. There is also a marked difference in the ticket sale figures which, again, was due to the restriction of activity from Gang Show. The income from camp fees is showing as a negative as fees which had been paid in advance had to be repaid. We were, however, fortunate enough to receive additional Government Grants for both the DHQ and Scout Shop.
(If you turn to page 14) The reduction in expenditure is largely due to the lower capitation payment. With fewer youth members the invoice from Headquarters was much lower than in previous years. For obvious reasons the activity expenditure is

lower than last year, however, you will notice that the premises and management and administration expenses remain virtually the same as the previous year. Many of the categories which make up these figures are fixed costs; these need to be paid regardless of whether we are operating fully or locked down.
Page 12 shows our fixed assets. There have been a number of assets purchased within the year, but the largest expense was for a new District Trailer. Some of the climbing equipment was also replaced in order for activities to begin again once all restrictions were lifted.
The prepayments are camp site deposits which have been paid during this, or previous, financial years, but don’t take place until next year. The debtors are explorers who pay through Go Cardless. Their membership fees are collected a month in arrears.
During this financial year the District have moved funds to cover the cost of the rent for the Gang Show costume store. Without the ability to stage a performance, Gang Show where unable to finance this themselves, as they have done for many years previously. Moving forward, with the relaunch of the show and other fundraising activities Gang Show are now in a more financially stable position.
I would like to draw your attention to the information on page 15, regarding funds held by the District on behalf of 9th Gosport. The District account was used until their own bank account could be established. You will note that at the end of this financial period they owed the District £33, but this deficit has now been cleared.
In conclusion, there was an overall surplus of £3,688, however, we must remember that we did receive approximately £17,000 in grant funding and without these funds we would have been in a deficit.
I would like to personally thank Mandy, for doing such a wonderful job with the accounts at a local level and making my life much less stressful.
