Welcome to Gosport Scouts AGM!

Its been a difficult year for Gosport Scouting with Covid19 generating a challenging environment for us all to provide quality Scouting to our young people.

The programme of events that I have seen delivered by both the District team and Group leaders such as the on-line District Camp to section cooking evenings has been inspiring. Every leader in the District should be extremely proud to know they have continued to motivate & enthuse the youth of Gosport and worked hard to maintain youth interest & engagement in local Scouting.

It is a privilege to act as your District Chair supported by a great District Leadership team and my thanks must go to Robin & team for their enthusiasm and dedication.

Finally, a massive thankyou to everyone that has given their time over the past year to Gosport Scouts-you have enriched the lives of our youth.

Minutes of Last AGM

Minutes of the Gosport District Annual General Meeting

Held online on 30th July 2020 @ 7pm.

Before the AGM commenced a short prelude to those Scouters who have 'Gone Home' in the Past year were shown.

  1. The evening continued with Robin welcoming everyone to the meeting.

  2. Martin Mackey was introduced by Robin and he gave a short speech. He talked about Lockdown and how it had impacted on the whole of Scouting. Martin said there was no pressure for Districts and Groups to open up, he said that it would be a long time until Scouting got back to normal. Martin thanked everyone for their hard work in keeping Scouting going.

He then went on to talk about The District Commissioners Commendations, (Robin's Award) Lisa Young was nominated for all the hard work she had done in the District with parents and young people. Well done Lisa.

Pete Giffin and Jodie Warner were also nominated for all their outstanding hard work for their Virtual Camp and for all their Camps over the years. Well done Jodie and Pete. Martin finished off by saying to all have a good break and re-charge your batteries.

  1. District Chairman then took over the meeting, saying that last year's minutes and Accounts were circulated to the District Minutes were proposed by Ian and approved by Chris.

  1. Annual reports were proposed by Allan Davey and accepted by Members. 27th Gosport and Gang show reports were not submitted. Pete Phillips also submitted his report as DC from last year. Report accepted.

5. DC no comments to make.

  1. Adoption of the Annual report and accounts. Andrew Chapman attended the meeting. He started the meeting by saying that due to Covid 19 Charities income and expenditures up slightly. He gave praise to Jane saying the accounts were always well prepared. He did say that maybe a change in software would benefit the District

Andrew said that 10,000 grants had been awarded on 2 properties. Andrew asked if anyone had any questions, no questions were forthcoming. The Chairman thanked Andrew for attending the meeting. The order of the Accounts was proposed by Robin and Seconded by Chris,

  1. Zoe Huggins said it was a great honour to be Mayor and Honorary President of Gosport District Scout Council and thanked Robin for inviting her this evening. She said congratulations to Lisa, Pete and Jodie for their achievement and awards this evening. She went onto say it was fantastic to see so many Volunteers and young people taking part in the District Virtual camp, around 200. She also commented on the continuing use of Zoom for groups keeping in touch with their young people. As Coronavirus hit 19 weeks ago, and as volunteers you were all dealing with your own challenges, but you kept your groups going and that is amazing. The Mayor said that she enjoyed the Zoom Gang show. She was amazed at the positive interest and the enthusiasm. She finished by thanking Robin for inviting her to join in the AGM.

AOB:

  1. DC said he would like to thank Dena and Maureen for their outstanding contribution over the years for running the Scout Shop. Bouquets were sent to them in appreciation of their service. Dena has since sent a thankyou letter. Sandra Martin had also been presented with a Bouquet for her service to the Cub Scout section over the years.

District Chairman said he wanted to say he was excited to see Robin's enthusiasm, Robin took over when lockdown appeared, which brought very challenging times. But huge numbers of Scouting Members have stepped up and done amazing things. Bravo to you all. Well done.

  1. District Commissioners closing remarks:

DC said thankyou to everyone, you are all amazing adapting programmes and making them virtual, in these very difficult times. There have been lots of activities via zoom, Virtual Camp, Gang Show, and all the activities you have done throughout the year,

Robin thanked Leaders and Parents. To end the evening Robin put on a fantastic show of scouting throughout the year. Well done to you Robin.

DC’s Report

Robin Peddell - District Commissioner

This is my first report as DC following my appointment in March 2020. Little did we know that two weeks after my appointment COVID would appear, and we all enter a national lock down.

Despite the lock down we have seen some amazing resilience from our volunteer leaders and youth membership across the district, who have adapted to the new restrictions and continued to provide a programme over zoom to serve our community.

Many of us had never heard of Zoom before March last year. Our volunteers have

adapted their programme to support our youth members and provide some much-needed relief. Bravo and Thank You without your hard work we would have not retained 70% our youth membership.

DDC’s (Sections) Report

Trevor Smith – Deputy District Commissioner (Sections)

After what has been a very different year in terms of Gosport Scouting, I wanted to thank all the trained volunteers that have kept sections running, delivered amazing programmes, and have helped to retain over 70% of our membership. Particular thanks go to my team of ADCs – Marie, Clive and Georgie who have supported me and the district in keeping an active programme and engagement with the leaders to support them in helping to keep the mantra of the district – Support, Develop and Grow.

With the growth element we have also begun the setup of a Gang Show Active Support Unit and, subject to DBS and Appointments Panel approval, we will launch this in September. More details to follow so watch this space! Have a great Summer everyone and here is to a more normal start to our 2021/22 Scouting season when we come back in September!

DDC’s (Adventurous Activities) Report

Pete Giffin – Deputy District Commissioner (Adventurous Activities)

This year has been very different and a challenge for so many, however Gosport scouts pulled through, with so many amazing activities taking place, helping young people gain Skills For Life.

It’s been great to see so many young people engaging in the

activities available to them, even though many of them this year have been in a virtual environment. We have seen a fun filled virtual District Camp, various Online activity sessions and also water activities such Kayaking sessions when this has been possible within the guidelines.

I would like to take this opportunity to thank everyone for their amazing efforts in keeping adventure alive in such a difficult time for everyone, with special thanks to my ADCs Jodie and Allan for their incredible commitment in keeping scouting alive for so many. The restrictions in place have also helped us to plan for the future, laying a clear path for us to Bounce Back and look forward to the year ahead.

In September 2021 we will be launching a new Scout Active Support Unit, to help us pool our resources and ideas for the adventurous activities and hopefully in the long term ease the strain on individual scouters by spreading the load.

Youth Commissioners Report

Joseph Dawson – Youth Commissioner

Since taking on the role as Youth Commissioner in January there have been numerous challenges with achieving my goals, not limited to Covid 19 and Exams. However, the last six months I have been familiarising myself with adult volunteering and ensuring young people are represented on our Executive committee. Over the course of the next year, as restrictions lift, I plan to be organising a youth

conference day and continuing to increase the representation of the young people across the district.

Scout Active Support Report

Clive Pittard – SAS Manager Well, amongst many, Many, MANY things “Planned” for this twelvemonth period, Include:

October 2019: We Ran Most of the SuperCub 2019 Heats; Sadly there

was no Kudu/Night Hike for the Explorers this year; And we Organised and but didn’t get to run the Lightweight Hike Weekend and associated competitions for the Scouts as Lyons Copse was badly flooded;

November 2019: Helped out at Gwyn’s Chief Scout Awards Presentations Afternoon; Some more of the Cub’s SuperCub 2019 Heats and the Final too; Attended the local Remembrance Day Parade & Service;

December 2019: Attended & helped out at the District Carol Service, & helped out at the Beaver’s Christingle the next day too; We also had our Fellowship Christmas Party & Quiz & American Supper;

January 2020: Helped Gwyn out at the Cub & Scout Chess Competition; & lots of prep for February and for the St. George’s Day Parade 2020 Celebrations;

February 2020: Reinvented and ran a Re-hashed Lightweight Hike in Gosport for the Scouts; Ran & Helped out at the Scout’s Leadership Training Weekend; and also the Scout Cooking Competition;

March 2020: Robin Introduced himself to the Masses as the New District Commissioner at his “All District Meeting”, and showed us all his Roadmap for the next 12 months, and the following howevermany years; we then Attended the Scout Active Support

County Meeting in Portsmouth followed by the County Quiz too; Helped out at another of Gwyn’s Chief Scout Awards Presentations Afternoons; Spend a few evenings teaching some of the Scouts Knife & Axe & Saw over their Troop nights; and sadly attended the Seeing off of Andy Davis (District Chaplain) as he left Gosport for pastures new somewhere up the A3;……..

……..And then, Everything came to a grinding halt, and as far as Fellowship/Scout Active Support is concerned, despite Robin Rallying the District into new Territory with Microsoft Teams & Zoom Meetings & Quizzes & all sorts of Online Activities, we didn’t and couldn’t meet face-to-face at all, and still to this day cannot, until the Government and Gilwell decide it is safe and sensible for adults to meet indoors face-to-face and swap our stories in an available local neighbourhood Gosport District HQ nearby

So: Our Traditional Outdoor Face-to-Face St. George’s Day Parade was cancelled, but Robin and his Team ran an online version; SuperScout was Cancelled; Camp Skills was cancelled; Raft Race & Water Skills was Cancelled; Elles Camping Competition was cancelled; Water Fun Day was cancelled; Jodie & Pete ran a very popular Online District Camp; Emlyn County Camping Competition was cancelled;

Our numbers are still good, about 4 dozen Members of all ages from late teens/early 20’s right up to 90+ years young too including honorary members and members that still help but have moved away and properly fully paid-up invested Members too;

We have everything crossed that we’ll be able to return to proper face-to-face gettingour-hands-dirty good-ol’-fashioned Scouting as soon as we’re allowed, and to help out wherever and whenever we’re needed

Network Commissioners Report

Chris Smith- Network Commissioners Report

The Gosport Sharks have, like much of the district, faced a number of challenges throughout this past year; none no more so than the frustration at not being able to be present with other other and providing valuable support Gosport Scouting.

While we have remained in a ‘dormant’ status for much of the pandemic, we have been able to stay social and connected via online communication methods, and semi regular virtual games nights.

While many of our core members have been serving their duties helping out with various other groups, and other aspects of scouting life, we remain hopeful that we can build ourself back up soon and return to participating in, and assisting in, the events and activities we are more accustomed to once we see a full lifting of Covid restrictions.

Explorers and Young Leaders Report

Vacant - Explorers Commissioners Report Report by Robin Peddell – District Commissioner

The Explorer Section have been active online including online quizzes and training. Our membership has reduced to approximated 50 land, sea and air explorers. We will be splitting into three sections Sea, Land and Air.

Due to leadership shortages the I am currently running land and air whilst we find new volunteers.

Young Leaders Unit

I have been able to run online Young Leaders Training and we have 17 explorers able to complete their young leaders training.

These explorers will stay with the Young Leader Group, and be supported until they turn 18 , It is great to see young leaders moving to leaders over this year and it is hoped that they will also impart some of their experience to the new Young Leaders. Despite our number reducing by approximate 20, Explorer Scouting continues to remain strong in Gosport and I would like to thank all the volunteer leaders for their help in running the section over the last year.

Scout Section Report

Clive Pittard – ADC Scouts & Gwyn Evans – ADC District Support

The scout section has continued to enjoy a full programme the first which should have been the 3

competitions weekend which was cancelled due to the fields at Lyons Copse being waterlogged. We started the year with the Chess where we could not split 2 of our strong players so they agreed to be joint winners for this year. In February we decided to run a local hike and cooking to replace the October competition, all three events went to the 6th Gosport who entered 3 teams out of the 10 entered. We also managed to hold a Leadership Training weekend where we had 31 scouts taking part. March saw our last competition of the year also being won by the 6th which was the Cooking.

Unfortunately, that was where we locked down due to the Covid outbreak, so as the St George’s Day parade could not take place the yearly trophy was virtually award as follows:

CHIEF SCOUT AWARDS

October 2019 - September 2020

We have held 2 afternoon events during this period where we have presented 49 awards. There were 19 Bronze, 18 Silver, 8 Gold and 4 Young Leader Buckles. These children represented 7 groups within the District and we are very proud of the hard work they have put into gaining their awards.

Beavers and Cub Section Report

Marie Smith – ADC Cubs

BEAVER SCOUT REPORT

This year has been an especially challenging time for the Beaver Colonies of Gosport. With the implementation of lockdown many colonies’ numbers shrank. Some Colonies met online although with the children being younger many found this a definite challenge.

District Camp allowed our beavers to take part in an at home sleepover and a whole range of activities although most of the county activities seem to be aimed at leaders running their own activities such as Teddy Bear’s Picnic.

As restrictions eased many of our colonies returned to face-to-face Scouting and a new colony opened. Numbers of Beaver scouts have again increased, and it is a joy to know that young people are once again enjoying their evenings at beavers.

Currently, our colonies have been set the challenge of colouring in birthday cakes and making handprints on celebration of the Beaver Scout’s 35th Birthday. We cannot wait to get all the birthday cakes together and make a big mural to celebrate.

Although we have met online, we are yet to put any of our district activities in place due to the current restrictions. However, as lockdown eases, I look forward to more meetings to plan some exciting challenges, days out and activities.

I would like to take this opportunity to thank all the volunteers involved in Beaver Scouts across the district. Thank you to all the leaders for their continued hard work.

CUB SCOUT REPORT

This year certainly has not been all I had wished it would be however it has also had some accomplishments. Just like the rest of the District, the cubs ventured into the world of online scouting.

There were plenty of camping at home opportunities including Virtual District Camp, the Great Indoors national event and County’s Virtual Cub Camp. Some packs within the district also ran their own virtual camps providing fun activities for our young people.

Many of our Cub Packs continued to run a weekly programme of fun activities during lockdown (with many experiencing the joys of the mute button on Zoom!). As a District we were able to supplement these activities with many cubs taking part in the crafts, games and challenges of District Camp and we held our first ‘virtual’ scrapheap challenge. It was great to see so many children being creative! County recently held their Photographer competition which a couple of Gosport Cubs entered.

Although we have only managed one cub leader’s meeting, there have certainly been lots of ideas of events to organise and things to try. We now eagerly await the ease of lockdown to allow these to happen.

May I take this opportunity to thank all the leaders that have put time and effort into planning and delivering their programme this year. I cannot wait to see what we can achieve together as lockdown eases.

Land Activities Report

Jodie Warner – ADC Land

At the beginning of this year Land activities were very active and running well, we were able to hold many trial sessions for the young people and we were trying to improve our online presence to

encourage more young people to take part in the activities/events and Activity Clubs offered.

From October 19 – March 20 we had held a number of trial sessions in Archery, Air Rifle Shooting and Climbing for a number of different groups. These sessions were held both at group huts and at our local camp sites (Lyons Copse and Cricket Camp Site). At the beginning of December 19 we held our annual Shooting Competition which was a huge success. Followed by the Cubs Archery competition held in February 2020 which again was a massive success and enjoyed by all that attended.

Unfortunately like many others Land activities had to come to a pause from March 2020 onwards meaning many events including District Camp, Beaver and Scout Archery Competitions, Rifle Shooting Competition all had to be postponed, during this time we did however hold our first ever virtual district camp which had a huge uptake with around 200 people joining us over the weekend for a number of games, crafts, camp fire and so much more. During this difficult period we have made sure not to waste any time in preparing for land activities to be able to restart this included doing some essential maintenance on equipment so we can keep the activities running in the future

I would like to say a massive thank you to all that have helped with activities over the last year especially the Rifle Shooting, Archery and Climbing Instructors. Going forward we are looking forward to being able to return to offering land activities as part of the scouting programme.

Water Activities Report

Allan Davey – ADC Water

Firstly, we want to record the very news that we

heard that Ken Greenwood who founded Gosport Scout Kayaking (in 1982) and was the driving force to develop, grow and drive the success of GSK and who inspired most of the team to take up paddle sports sadly passed away in May 2020. Ken is and will be hugely missed by us all and we hope we can keep up his legacy.

Due to the Covid lockdown all courses and taster sessions were cancelled for the 2020 season, and we have only just been in a position when we can consider restarting them again.

We have maintained our contact with the Broderick Hall committee, and we will be able to continue use of the facilities for the courses, taster sessions and storage of equipment for the year ahead and have booked some slots for the coming months. We want to extend our thanks to both the Broderick Hall team and the Diocese for their continued support and we now have a representative on the Broderick Hall committee so we can support them.

We have just started looking to book in taster sessions for individual Groups Sections and have run a couple for local groups sections so far.

In addition, the instructor team have undertaken some refurbishment works to the existing pontoon which was in poor condition replacing a lot of the scaffold tubes and deck. This does seem to have prompted a request from Crown Estate to ask for rent and an agreement to be put in place for the pontoon and we have challenged this with their representatives, the Diocese are supportive of our continued use but cannot substantiate paying a rent for the pontoon so worst case is that it may need to be removed. We will update the District Executive when we hear more.

Expenditure over the last year has been limited, as we have not used the Broderick Hall for the coaching sessions and this has been credited but we have refurbished the pontoon and paid for the scaffold boards and tubes.

Gang Show Report

Trevor Smith

Due to the COVID-19 pandemic no creative activity has been able to take place during the past 18 months. This doesn’t mean that the team haven’t been busy during that time.

The Costume team have been sorting out the wardrobe and dealing with running repairs of the building and Paul Gutman has been in discussions with regards to setting up an Active support group for Gang Show which we hope to launch in September.

We are hopeful that we can run some sort of creative activity at the end of 2021 and look to do a show of some sort in 2022, especially as this marks the 90th anniversary of Gang Show. Thanks to everyone for their hard work, continued support and patience during these times.

Here’s to a more normal 2021/22 season!

Media and comms have been successful for the district this year, with some local press and close links with county.

As we return face to face we will work harder to empower groups and to create a digital library.

Georgina Scanlon – ADC Inclusion and Diversity

I am and will continue to work towards a more diverse and inclusive Gosport scouting district for all, also hope to work closely with the 27th link. So everyone can enjoy scouting after a very difficult time period due to the pandemic covid 19.

Growth and Development Report

Gemma Shaw – ADC Growth and Development

Since taking on the role at the end of 2020, I have been working to collate days and times groups meet in the district putting together a contact list for groups which also includes their meeting place. This

makes it easier to direct potential new starters when enquiries are made. To support this, a district waiting list has been set up on OSM. Any parent wanting information on joining a group can be sent to this page. I contact them to confirm which group they would like to join and for those who have signed up, I can see which groups have spaces or waiting lists so the parent knows what to expect and can make an informed choice. When they choose which group suits them best, I am able to transfer their details straight to the appropriate group through OSM where the leader in charge is able to then get them started.

The reformed Beaver colony at the 9th have been set up and started meeting face to face recently. Through free advertising on Facebook groups and word of mouth, they went from having no Beaver’s to being full within a couple of weeks.

Over the summer I will be working on recruiting leaders and setting up Squirrels in Gosport.

It has been a busy and difficult year behind the scenes. Many of the leaders in the District have completed online training to become compliant. This has put the District in a very good place as we exit the lock down period and transform into full facing scouting.

It has been a difficult time, but the Groups and District Staff have all done very well. They all deserve a BRAVO.

Appointments Advisory Committee

Nigel Fleetwood – Appointments Advisory Committee Chairman

Having only been in the role for around 8 months my time as AAC Chairman has been ‘different’, joining whilst in the middle of a worldwide pandemic has definitely created a few challenges. However during this period Gosport Appointments Advisory Committee has overcome these challenges and not only continued but moved forward and started on a path of positive change.

Gosport AAC back in November had ceased all panels in response to the Pandemic. However with candidates still presenting, and the waiting list for panels building, we decided to take the AAC virtual. Now meeting monthly via Zoom, we have managed to clear our waiting list whilst maintaining the important standards expected, all from the safe distance of our own homes.

We have also began the work that was needed to create a welcoming and friendly feel to the panels. I’m sure we can all remember the interrogation style panels we all sat. This style must never return and we are working hard to cement this into the committee, enabling this to be carried through generation to generation.

Some of the ways we are achieving this is the recruitment of new panel members to include members from all aspects of scouting. We are a diverse and inclusive organisation and I feel its important to represent this in our panels. I would also like to recruit some younger members onto the panel. This would enable us to pass on the knowledge and skills allowing the younger generations to support the AAC for many years to come.

Lots of positive change has already occurred however this must not stop here. Moving forward, I would like to further develop the infrastructure around the administration of the panels and the panel’s procedures. A few projects are already being developed in the background and more information on these will be released in due course.

One thing we would like to highlight though is the lack of understanding and information provided to some of the candidates, prior to attending their panels. To try and alleviate some of this, a welcome booklet has been produced and is now issued with every invite. This outlines more of the procedural information such as what a panel is, why they attend one, the process and key points of contact… However it is a real common trait that candidates are attending panel having not been shown a role description, have no prior understanding of training requirements, what safeguarding or POR is etc etc. This is not acceptable. The AAC is there to access suitability of individuals for the roles they are in. This becomes increasingly difficult when the panels end up becoming a training session.

I feel due to the above a more symbiotic relationship between the AAC and GSL’s would benefit all parties involved. This is something I would like to establish moving forward.

We have had a positive year under the current circumstances and challenges but are all looking forward to being able to return to face-2-face panels and continuing to develop and grow Gosports AAC.

DHQ Report

Pat Brown – Bookings Secretary

Many changes this year.

Bookings were ticking along very nicely, then from March 2020 onwards we have not been able to use the DHQ due to Covid-19, this means all our overheads are having to be met by the District, looking forward to the restrictions being lifted, so we can all get back to normal.

The grounds and inside the building continue to be kept in good order, but there is still plenty of work to be done.

Many thanks to all who help to keep the hall in tip top condition.

They have done the maintenance on the Tractor, given the Lawrence Toilet Block an overhaul, removed Bees from the Lodge and relocated, the Wasps however still remain for the moment.

The new Showers are operational, the tokens system has been scrapped, and there is now a charge of 30p

The Lyons Copse Committee meetings have all been held on Zoom

Anyone who has booked the site with deposits to the end of this year have been contacted, most have re-booked for 2021
