The District’s governing documents are those of The Scout Association. They consist of a Royal Charter which in turn gives authority to the Bye Laws of the association and The Policy Organisation and Rules of the Scout Association.
The District is a trust established under its rules which are common to all Scouts.
The Trustees are appointed in accordance with the Policy Organisation and Rules of the Scout Association.
The District is managed by the District Executive Committee. The members of which are the charity trustees of the District which is an educational charity. As charity Trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate.
The committee consists of 3 independent representatives, Chair, Treasurer and Secretary together with the individual sectional leaders and meets every 3 months.
Members of the Executive Committee complete Essential Information training within the first 5 months of joining the Committee.
The District Executive Committee exists to support the District Commissioner in meeting the responsibilities of the appointment and is responsible for:

The maintenance of property, if applicable

The insurance of persons, property and equipment, where appropriate

The administration of District finance

Assisting in the recruitment of leaders and other adult support

Appointing any sub-committees that may be required

Appointing Administrators and Advisors other than those who are elected
Risk and Internal Control
The District has in place systems of internal control that are designed to provide reasonable assurance against material mismanagement or loss; these include 2 signatories for all payments and where comprehensive insurance cover is provided by the Scout Association.
The Purpose of Scouting
Scouting exists to actively engage and support young people in their personal development, empowering them to make a positive contribution to society.

The Scout Method

Maidstone East District encourages both young people and adults to challenge themselves to explore new and exciting activities within their sections and overseas. Where appropriate the district will make a financial contribution.
The District meets the charity Commission’s public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Recent changes in management of the District is a continuing process as appropriate
Financial Review
The District’s policy on reserves is to hold sufficient resources to continue the charitable activities of the District to support its member Groups should anything happen to require such support.
Income and Expenditure is monitored regularly, reconciled monthly and reported to every meeting of the Executive committee.
Future plans are to add to the list of Trustees following new appointments to the Executive committee, and to increase support for Groups/Units throughout the District as required. The District’s sections overall increased in growth by 33%. We are now looking forward to increasing growth again by opening new sections for 4-6 year of age within the groups for the following year. Training, safeguarding and safety for all concerned still a priority. Planning for future events within the district are in hand with financial help available if required.
