Structure, governance and management
The Group's governing documents are those of The Scout Association. They consist of a Royal Charter, which in turn gives authority to the Bye Laws of the Association and The Policy, Organisation and Rules of The Scout Association.
The Group is a trust established under its rules which are common to all Scouts. The Trustees are appointed in accordance with the Policy, Organisation and Rules of The Scout Association.
There have been a number of changes to the Group management and whilst these are outside of the financial period under review, they are noted in this Annual Report for information. The changes include the retirement of the Chairman in June 2022, the appointment of a new Chairman in October 2022 and the appointment of an assistant treasurer in September 2021.
The group has in place systems of internal controls that are designed to provide reasonable assurance against material mismanagement or loss; these include two signatories for all payments and comprehensive insurance policies to ensure that insurable risks are covered.
The Group is fortunate to have sufficient leaders and volunteers to carry out all of its objectives and activities.
Objectives and activities
The objectives of the group are as a unit of the Scout Association.
The Aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local national and international communities.
The method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult leadership.
The Group meets the Charity Commission's public benefit criteria under both the advancement of education and the advancement of citizenship or community development headings.
Achievements and performance
The Group returned to face-to-face Scouting and were able to run overnight events again. Duke of Edinburgh expeditions were organised to enable Explorer Scouts to complete their Gold, Silver and Bronze Awards before many moved on from the Group. Overall, the children undertook and enjoyed many activities resulting in the following achievements:

Beavers gained 179 badges.

Cubs gained 126 badges including 4 Chief Scout Silver Awards.

Scouts gained 107 badges including 11 Chief Scout Gold Awards.

Explorers gained 6 Leadership badges during the year. Duke of Edinburgh expeditions were able to take during March and April 2022 and this enabled Explorers to complete 1 Bronze award, 4 Silver awards and 4 Scout Diamond awards in April 2022.
Financial Review
The accounts have been drawn up on the receipts and payments basis, which is consistent with the previous year. The Coronavirus pandemic resulted in a substantial loss of income for the Group, however, the Group’s prudent reserves policy meant that the Group continues to be financially sound with sufficient funds to meet its objectives.
The Group's policy on reserves is to hold sufficient resources to continue the charitable activities of the group should income and fundraising activities fall short and to hold a fund for replacement of equipment essential to the running of the Group. The Group Executive Committee considers that the group should hold a sum equivalent to one year’s running costs, approximately £15,000 and a replacement fund of £15,000. The replacement fund is to provide for the potential replacement of minibuses, sailing boats, rescue craft and other equipment.
Major items of income and expenditure in the year are:

English Sports Council Lottery grant of £10,000 was received for the purchase of kayaks and paddle boards. £3,139.06 was spend on kayaks in the year and the balance will be spent in year ending 31[st] March 2023;

Royal Navy Fund grant of £3,750 was received in the year to cover 50% of the cost of a replacement engine for the rescue boat. The cost will be incurred in year ending 31[st] March 2023.

Paddle boards costing £1,076.00 were purchase in the year. This was funded by a Community Foundation grant and donations in the previous year.
