The information given below was correct as at 31$1 March 2021. 11) Reference and adrninistration details: (al The charity is known as Kingston Road Recreation Ground {'the Charity'} (bl The Charity is registered with the Charity Commission, No. 1002800. Ic) The Charity trustee is Mole Valley District Council {"the Council") of Pippbrook, Dorking, Surrey RH4 1SJ, which is the principal address of the Charity. {d) The Council is a corporate body whose Chief Executive for the period up lo 3110312021 was Karen Brimacombe. A list of the current members of the Council is available on request. (el The recreation ground is managed by Alexander Bagnall, the Council's Parks and Landscapes Manager. (fj The Charity's bankers are National Westminster Bank plc of 14 High Street, Dorking, Surrey. (gl Tom Fenlington the Council's Legal Services Manager, acts as solicitor to the Charity. The Council's Financial Services Manager Danae Fiedler acted as its accountant for the period up to 31103121. The independent examiner of the Charity's accounts was Bullimores hartered accountants of Old Printers Yard, 156 South St, Dorking RH4 2HF. {21 Structure overnance and mana ement: (a) The Charity is a recreation ground provided for public benefit for informal recreation and some organised amateur sports. The public are able to gain free access to the open space at all times. The Charity was established on 4th May 1865 by the Leatherhead Inclosure Award 1865, as a pla￿ for exercise and recreation for the inhabitants of the Parish of Leatherhead and neighbourhood. The Award is the Charity's governing document. Most of the charitable land is registered as village green in the Register of Commons and Village Greens (Registered Unit VG961. The remainder comprTses North Leatherhead Community Centre and a strip of land near the railway. Ib) The Council is a corporate body, whose members are elected periodically by residents of the district in accordance with electoral law. Ic) No specialist policies and procedures are adopted for the induction and training of Council members as trustees. However, all members undergo induction training which covers the structure of the Council, how decisions are taken and the code of conduct. In addition, the Member Development and Training Plan also includes training on Equality and Diversity, Risk Management, Finance and Audit. All staff al the Council attend Equality and Diversity and Safeguarding Children courses so that such matters are taken into

consideration. Staff dealing with Charity affairs are made aware of Charity Commission advice on the role of local authorities when acting as trustee. Idl Issues of policy, long leases, and works of significant value are all put before the trustee through the Council's Executive. The public benefit guidance provided by the Charity Commission is taken into account when dealing with the management of the Charity. le) The major risks to which the Charity is exposed have been reviewed and systems have been established ta mitigate those risks. 13) Financial Review: la) The Charity has no disposable reserves. The Charity's surplus expenditure was funded by the Council as part of its normal annual expenditure on parks and open spaces and the Charity's assets are held to fulfil the charitable objectives of the trust. The unrestricted funds cannot be spent as if they were income. (b} The whole of the land and other assets owned by the Charity is permanent endowment. {41 Funds held as Custodian Trustee on behalf of others: Not applicable 15) Ob'ectives and Activities: {a} The Charity's 1865 governing instrument provides that the land shall be held on trust as place for exercise and recreation for the inhabitants of the Parish of Leatherhead and neighbourhood. Ib) The Charity Commission's guidance on public benefit Is taken into account when dealing with the day to day management of the Charity. Icl The land held by the Charity is a recreation ground provided for informal recreation and sorne organised amateur sports. The general public ha5 free access to the recreation ground at all times. Part of the Charity's land is managed directly by the Council as a public open space. In January 2016 the Council forfeited the lease of the community centre as the Tenant was in breach of its lease and was struck off the register af charities. Various community groups such as St Giles Playgroup, local Brownies ar]d Guides, British Legion, a foodbank and bingo groups continue to use the ha11 which promotes the objects of the charity. The public open space is maintained as a regularly mown grass field, along with a fenced children's playground, a skate-park, and some ornamental planting. There is also a football pitch on site, which continues to be used by a local youth team for regular league games and the purposes of a football development plan. Extensive refurbishment took place in November 2005 which included the construction of a new play area and skate-park. new path works, fencing and street furniture, public art and entrance features and a 'wildflower meadow,. The facilities and the involvement of the above-mentioned groups helps to promote

community development, healthier lifestyles and amateur sports. 16) Achievements and Perfomiance: This year the recreation ground has continued to be actively used by members of the public. The Trustees, continued maintenance of this recreation ground as a public open space and recreational area has assisted with the continuing promotion of amateur sports, healthier lifestyles and community development. There have been a number of illegal encampment incidents over the past three years. The Parks team have installed a security gate, strengthened the boundary hedge, and dug a ditch and bund along some of the most porous parts of the boundary to reduce the risk of future occurrence. 17) Plans for future Periods: Looking to the future, it is anticipated that the recreation ground will continue to be retained as a public open space and be maintained for the benefit of local residents. The Trustees are in negotiations to lease the entirety of the community centre to the Leatherhead Community Hub which will promote the charitable objects of the charity. Stocks held for sale as part of non-charitable trade are measured at the lower or cost or
net realisable value.
Goods or services provided as part of a charitable activity are measured at net
realisable value based on the service potential provided by items of stock.
Debtors (including trade debtors and loans receivable) are measured on initial
recognition at settlement amount after any trade discounts or amount advanced by the
charity. Subsequently, they are measured at the cash or other consideration expected
to be received.
Work in progress is valued at cost less any foreseeable loss that is likely to occur on
the contract.

The charity has intangible fixed assets, that is, non-monetary assets that do not have

scientific, technological, geophysical or environmental qualities that are held and
maintained principally for their contribution to knowledge and culture. The depreciation

Investments held for resale or pending their sale and cash and cash equivalents with a
maturity date of less than 1 year are treated as current asset investments
This is included in the accounts when receipt is probable and the amount receivable
can be measured reliably.
Insurance claims are only included in the SoFA when the general income recognition
criteria are met (5.10 to 5.12 FRS102 SORP) and are included as an item of other
income in the SoFA.
These are included in the Statement of Financial Activities (SoFA) when:
• the charity becomes entitled to the resources;
• it is more likely than not that the trustees will receive the resources;
• the monetary value can be measured with sufficient reliability.
Grants and donations are only included in the SoFA when the general income
recognition criteria are met (5.10 to 5.12 FRS102 SORP).
Gift Aid receivable is included in income when there is a valid declaration from the
donor. Any Gift Aid amount recovered on a donation is considered to be part of that gift
and is treated as an addition to the same fund as the initial donation unless the donor
or the terms of the appeal have specified otherwise.
There has been no offsetting of assets and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP or FRS 102.
Membership subscriptions which gives a member the right to buy services or other
benefits are recognised as income earned from the provision of goods and services as
income from charitable activities.
Membership subscriptions received in the nature of a gift are recognised in Donations
and Legacies.
AND LIABILITIES
The charity accounts for basic financial instruments on initial recognition as per
paragraph 10.7 FRS102 SORP. Subsequent measurement is as per paragraphs 11.17
to 11.19, FRS102 SORP.
Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.
Liabilities are recognised where it is more likely than not that there is a legal or
constructive obligation committing the charity to pay out resources and the amount of
the obligation can be measured with reasonable certainty.
The depreciation rates and methods used are disclosed in note 14.
Accounting policies
They are valued at cost.
No material item of deferred income has been included in the accounts.
A liability is measured on recognition at its historical cost and then subsequently
measured at the best estimate of the amount required to settle the obligation at the
reporting date
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be
the fair value of those gifts at the time of their receipt and they are recognised on
receipt. In the reporting period in which the stocks are distributed, they are recognised
as an expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in
'Income from other trading activities' with the corresponding stock recognised in the
balance sheet. On its sale the value of stock is charged against 'Income from other
trading activities' and the proceeds from sale are also recognised as 'Income from
other trading activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.
The charity has received government grants in the reporting period
Legacies are included in the SOFA when receipt is probable, that is, when there has
been grant of probate, the executors have established that there are sufficient assets in
the estate and any conditions attached to the legacy are either within the control of the
charity or have been met.

The charity has incurred expenditure on support costs.
This includes any realised or unrealised gains or losses on the sale of investments and
any gain or loss resulting from revaluing investments to market value at the end of the
year.
Support costs include central functions and have been allocated to activity cost
categories on a basis consistent with the use of resources, eg allocating property costs
by floor areas, or per capita, staff costs by the time spent and other costs by their
usage.
Support costs have been allocated between governance costs and other support.
Governance costs comprise all costs involving public accountability of the charity and
its compliance with regulation and good practice.
Donated services and facilities that are consumed immediately are recognised as
income with an equivalent amount recognised as an expense under the appropriate
heading in the SOFA.
The charity has creditors which are measured at settlement amounts less any trade
discounts
These are capitalised if they can be used for more than one year, and cost at least
Gifts in kind for use by the charity are included in the SoFA as income from donations
when receivable.
Fixed asset investments in quoted shares, traded bonds and similar investments are
valued at initially at cost and subsequently at fair value (their market value) at the year
end. The same treatment is applied to unlisted investments unless fair value cannot be
measured reliably in which case it is measured at cost less impairment.
Where there are no conditions attaching to the grant that enables the donor charity to
realistically avoid the commitment, a liability for the full funding obligation must be
recognised.
The charity has investments which it holds for resale or pending their sale and cash
and cash equivalents with a maturity date less than one year. These include cash on
deposit and cash equivalents with a maturity of loss than one year held for investment
purposes rather than to meet short-term cash commitments as they fall due.

The charity made no redundancy payments during the reporting period.
Where the charity gives a grant with conditions for its payment being a specific level of
service or output to be provided, such grants are only recognised in the SoFA once the
recipient of the grant has provided the specified service or output.
In the case of performance related grants, income must only be recognised to the
extent that the charity has provided the specified goods or services as entitlement to
the grant only occurs when the performance related conditions are met (5.16 FRS 102
SORP).
The value of any voluntary help received is not included in the accounts but is
described in the trustees’ annual report.
