At the start of the financial year, tt became apparènt that we would be facing considerable fi'nancial shortfalls if we werg lo continu8 with our planned budget. In addition. the needs of the families were changing and Covid reslridons began to plac8 hugo challenges on our off$r. The budg81 was changed and adapt8d lo refiect the situation. Cost cutting was instigated to ensurè that made the most of our resources. The costs includgd moving our Head Office from our rented premises to the Children's servi￿ buikling, reducing non-essential costs of resources as much as possible and reducing all staff Jurs by an hour as temporary measure. The local authority revertèd lo a block payment rather than payment on actual atteniJanGe ￿1¢h gave us a guaranteed income. The staff tearns have had to fgspond lo th& changing and developing needs of families to provide extra support even rf they were not able lo attend the ¢entres. The staff were quick to adapt lo providing support over the phone. through Zoom sèssions and, as time progressed, doorstep visits. Actiwty packs for both children and adults were provided with funding from COVKJ Support Funds. Our family support practitioners worked wth other stsff to ensure a high lgvel of support for families continued lo be offered. Slafi and volunteers alike embraced Zoom as a way of holding meetings and social aclDiilies. Funding enabled this work to continue using different technologies. We also re81ised that development of a Hamlet at Home service wth Care Quality Commission registration was a high priority alongside our established parent support work. Accessing funding to 8UPPOrt our Covid resw)nse was essgntial, and we were successful in several funding applKalions sijpported by our fundraising consullanl, Fe￿On Fundraising. The funding that we received has enabled u5 to adapt, look al ways of working and initiate new work St￿amS al a time when we werè faced with sorious financial shortfalls in our forecasting. Tha rèality has bèen that we are in a strong position to eonllnue our worf( and reach more families to support in the months and years ahead. We had lo find addili(x)al premises to allow us lo vrfork th the saTNe numbor of young pgopl8, daspite lh8 restrictions of Covid and so¢lal distancing. Additional PTemise$ that wer8 frt for purpose, spacious and met our n98ds were found and se¢ur8d for the duratson and we continue to 11sg them. Initialty we had funding from Nomth Consolidated Charllles and then the Julia and Han8 Rausing as well as SUPPOrt from the k)cal authority lo support Ihis. Our salary costs for our communi￿110n and Behawour Dgvelopmenl Lgad were fully mel by the Julia and Hans Rausing Fund. enabling this important area of work lo continue, vital at 8 time when indmdual needs of very complex young people with learning (lisabillties were huge. Young people had to be supported to understand the changes, adapt lo new suffoundings and a new and strange environment. Part of our development has been to address the needs of those young people wilh disabiliti'es no kjnger able to access our day cenlres. While previously this has not been something wo have done, we realised that we needed to move into a home-based service for the present time and for the future. In doing this we have been able lo appoint a manager to lead the project with funding from varSous tnjsts and foundations. We are in the process of gaining our CQC reglslration to deliver regulated activi(i8s in the community. a process that has tsken longer than we expected. With this in place we wll be able lo face limes when for whatever reason a service can be delivered in the home. reducing Ssolalion. Gaining this registration is a priority for the next 12 months. For the first 9 months of the paThgemi¢, we were faced large c4)sls aSS￿l81ed wrfh purchasing PPE needed to carry out our work and we were able lo meet these. To date we have had no cases of Covid in our children or young people and only a few members of staff have been unwell. We are also very pleas8d to be able to implement the Me Font that was developed by Menc8p for people with disabililes and is an accessible font suitable for everyone. This has been possible through funding from the David Family Foundation. Social Media has been an important part of our communication with familles, and we have seen a huge growth in all aspects of thls aroa. Wilh the help of the financial aid we hav8 received over the past Iwelve months. we have bèen able lo continue our work in supporting families, children and young adults without incurring the deficit on our finances expected in July 2020. Our families have continued to benefit from the support and Services in most instances. an(J in others we have offered a new digvcal senrice and increased family support. We have developed new ways of workin9 Ihat will continue into the future. We have been oble to cr8at8 some additional rèsarves to support us over the ngxt 12 months. Our long-term aim continues to be a new centre for all the adult day services. However, the benefit of working in two ¢¢ntres has had unexpected results and better sèNic8 provision for the adults so, in the interim, we will be ronting an additional space to continue the delivèry of the adult service from iwo sites. Tt>wards the end of 2020 we were exploring acquiring a new property in a mixed motive investment 8rrang8mènt th Norwich Consolidated Charities and a possible property was found. Al this time the board ol trustees decided that it would be morg advantageous to the charity, and financialty possible, if we were to buy this rather than entering into 8 joint arrangement. Unfortunately planning for change of uso was not granted and therefore the search continues. The leaming from this experien￿ has been very helpful for Ihe ftjture. One outcome has been the securing of funding trcffl the Reach Foundation to pay for professional help lo source arbd secure a property. Al activf(ies are now (Juno 2021) back to a more normal capacty and we are boking forward to the autumn when hopefully most, If not all rgstrIGl1¢￿S will b8 gone. and we can retum to offering the face to face care we do best. The firsl lockdown moanl a delay in starting staff who had been recruited, particularly bank 5UPPOrt and play workers. This is now starting to improve as we move out of lockdown. As part of our ongoing JT development. we now have an IT ccwrdlnalor working part time to support all $tsff and volunteers lo access our computer systems and carry out day to day problem solving. Our adult srviLs have had o $mo11 r¢structure due to operating over two sites and wlth the development of The Hamlet al Home. Lorraine Ewing, our Senior Manager Adult Services has been promoted to Ihe new post of Operations Manager (Registered Manager) Adult SeNces. It changed its name to The Hamlet Centre Trust in 1984. It became a company limited by guarantee wth charitable status, incorporated on 5 July 1990. Ils Memorandum of Association establishes the objects and powers of the Company and the organisation is govamed under its Articles of Association. The Memorandum and Articles of Association were revised in 1993. In the event of the company belng wound up mèmbers are required to conlritth an amount not exceeding £1. b.
