A challenge faced by all charities in 2020121 was the impact of the COVID-191"Covid"I pandemic on charitsble
activity and The Hamlet was no exception.
At the start of the financial year, tt became apparènt that we would be facing considerable fi'nancial shortfalls if
we werg lo continu8 with our planned budget. In addition. the needs of the families were changing and Covid
reslridons began to plac8 hugo challenges on our off$r.
The budg81 was changed and adapt8d lo refiect the situation. Cost cutting was instigated to ensurè that
made the most of our resources. The costs includgd moving our Head Office from our rented premises to the
Children's servi￿ buikling, reducing non-essential costs of resources as much as possible and reducing all staff
Jurs by an hour as temporary measure. The local authority revertèd lo a block payment rather than payment
on actual atteniJanGe ￿1¢h gave us a guaranteed income.
The staff tearns have had to fgspond lo th& changing and developing needs of families to provide extra support
even rf they were not able lo attend the ¢entres. The staff were quick to adapt lo providing support over the
phone. through Zoom sèssions and, as time progressed, doorstep visits. Actiwty packs for both children and
adults were provided with funding from COVKJ Support Funds. Our family support practitioners worked wth other
stsff to ensure a high lgvel of support for families continued lo be offered. Slafi and volunteers alike embraced
Zoom as a way of holding meetings and social aclDiilies. Funding enabled this work to continue using different
technologies. We also re81ised that development of a Hamlet at Home service wth Care Quality Commission
registration was a high priority alongside our established parent support work.
Accessing funding to 8UPPOrt our Covid resw)nse was essgntial, and we were successful in several funding
applKalions sijpported by our fundraising consullanl, Fe￿On Fundraising. The funding that we received has
enabled u5 to adapt, look al ways of working and initiate new work St￿amS al a time when we werè faced with
sorious financial shortfalls in our forecasting. Tha rèality has bèen that we are in a strong position to eonllnue our
worf( and reach more families to support in the months and years ahead.
We had lo find addili(x)al premises to allow us lo vrfork th the saTNe numbor of young pgopl8, daspite lh8
restrictions of Covid and so¢lal distancing. Additional PTemise$ that wer8 frt for purpose, spacious and met our
n98ds were found and se¢ur8d for the duratson and we continue to 11sg them. Initialty we had funding from
Nomth Consolidated Charllles and then the Julia and Han8 Rausing as well as SUPPOrt from the k)cal authority
lo support Ihis.
Our salary costs for our communi￿110n and Behawour Dgvelopmenl Lgad were fully mel by the Julia and Hans
Rausing Fund. enabling this important area of work lo continue, vital at 8 time when indmdual needs of very
complex young people with learning (lisabillties were huge. Young people had to be supported to understand the
changes, adapt lo new suffoundings and a new and strange environment.
Part of our development has been to address the needs of those young people wilh disabiliti'es no kjnger able to
access our day cenlres. While previously this has not been something wo have done, we realised that we
needed to move into a home-based service for the present time and for the future. In doing this we have been
able lo appoint a manager to lead the project with funding from varSous tnjsts and foundations. We are in the
process of gaining our CQC reglslration to deliver regulated activi(i8s in the community. a process that has tsken
longer than we expected. With this in place we wll be able lo face limes when for whatever reason a service can
be delivered in the home. reducing Ssolalion. Gaining this registration is a priority for the next 12 months.
For the first 9 months of the paThgemi¢, we were faced large c4)sls aSS￿l81ed wrfh purchasing PPE needed
to carry out our work and we were able lo meet these. Deep deaning was ¢arri8d out on regular basis and
fogging machines were boughl lo enable us to do this ourselves, now and in the future. The cost of 8dditional

hand sanilisers and other equipment to maintain tho high standards of infection control was met with various
funds tjeiailed below. To date we have had no cases of Covid in our children or young people and only a few
members of staff have been unwell. This is tgStam8nt to the rigorLWS infsclion ￿ntrol procedures pul in pla
and maintained because of Ihe funding.
Going digital, improving our IT infraslru¢lure, and updating to enable staff lo work flexibty and from home was
8180 po$sibl&. W8 have purchased tablets and a care app to record and take the place of paper-b8sgd r8cords.
F8mi1Ses wlll also be able to access this and see what their chlld or young adult has done whllsl at the Hamlot.
Staff will save tlm8 having instant access to the records of those they caro for and more time lo spond face lo
fac8 with service users. This has been a huge investment for us ar￿ would not have been possible wlhout the
funding from the Julia and Hans Rausing Trust. We are also very pleas8d to be able to implement the Me Font
that was developed by Menc8p for people with disabililes and is an accessible font suitable for everyone. This
has been possible through funding from the David Family Foundation. Social Media has been an important part
of our communication with familles, and we have seen a huge growth in all aspects of thls aroa.
Wilh the help of the financial aid we hav8 received over the past Iwelve months. we have bèen able lo continue
our work in supporting families, children and young adults without incurring the deficit on our finances expected
in July 2020. Our families have continued to benefit from the support and Services in most instances. an(J in
others we have offered a new digvcal senrice and increased family support. We have developed new ways of
workin9 Ihat will continue into the future. We have been oble to cr8at8 some additional rèsarves to support us
over the ngxt 12 months. Our long-term aim continues to be a new centre for all the adult day services. However,
the benefit of working in two ¢¢ntres has had unexpected results and better sèNic8 provision for the adults so, in
the interim, we will be ronting an additional space to continue the delivèry of the adult service from iwo sites.
Tt>wards the end of 2020 we were exploring acquiring a new property in a mixed motive investment 8rrang8mènt
th Norwich Consolidated Charities and a possible property was found. Al this time the board ol trustees
decided that it would be morg advantageous to the charity, and financialty possible, if we were to buy this rather
than entering into 8 joint arrangement. Unfortunately planning for change of uso was not granted and therefore
the search continues. The leaming from this experien￿ has been very helpful for Ihe ftjture. One outcome has
been the securing of funding trcffl the Reach Foundation to pay for professional help lo source arbd secure a
property.
Al activf(ies are now (Juno 2021) back to a more normal capacty and we are boking forward to the autumn
when hopefully most, If not all rgstrIGl1¢￿S will b8 gone. and we can retum to offering the face to face care we do
best.

HR and Recruitment
Recruth)ent has been very chalknging over Ihe past year with the reslrictions on staff working in more than one
setting in particular Impac￿ng on us. The firsl lockdown moanl a delay in starting staff who had been recruited,
particularly bank 5UPPOrt and play workers. This is now starting to improve as we move out of lockdown.
As part of our ongoing JT development. we now have an IT ccwrdlnalor working part time to support all $tsff and
volunteers lo access our computer systems and carry out day to day problem solving.
Our adult s*rviL*s have had o $mo11 r¢structure due to operating over two sites and wlth the development of The
Hamlet al Home. Lorraine Ewing, our Senior Manager Adult Services has been promoted to Ihe new post of
Operations Manager (Registered Manager) Adult SeNces. Bev Todd and Sarah Forest are now Servi

With Continued strong financial management and robust monitoring of spending and reporting. we have again,
desptte the challenges of Covid, been able to in¢rttase our reseNes. This has been helped by the reduction in
staffing costs with a smaller offer of activities and with the measures put in place lo redu￿ our costs. Al all tim8S
we have beon awarg of the fraglle natrJr8 of th8 current $i￿ation and prudent spendlng has b8en adhered to by
evaryone.
We w8rg working with a potential £170.694 operational d8fi¢it due to Coviij for Ihe year ending 3110312021 which
we were able to cover through addits'onal income from grant making trusts and foundations. This largely related
to the costs of PPE and renting larger premises lo safely social distance and protect those that we work wrth that
have CoMp￿X heatth needs and are al high risk. We have also experienced additsonal èxp8nditur8 Sn
implementing new forms of service delivery and suffered bsses due lo a roduction in general donations, 8vents
incom8. an¢J personal budgets.
W¢ gxp8ct th8 siiuation to ba much the same for the Ujr￿n1 financial year as. whilst we are now abla to obtain
PPE at m cost through our local authority, we are still having lo rent additional premises and fundraising income

The Hamlet is always striving lo provide the ￿$1 possible support lo the people who use our services. To
provide a high-quality service, we need to secure funds to support the purchase of equipment, buildir4J
improvements and to fund salary costs of specialist posts. Tho Hwe Family SLbPPOrt and Little Bees adiirities are
8ntirely supported by charrtable giving.
To meet these alms we do not have a dedicated fundraising team bul wort closely with our fundraising
consultant who has worked The Hambt for 18 yeais an(J supports us in our applications for funding
alongside our CEO and Sgnlor Managers. Our central offl¢e t8am supports indwklual voluntary fundraisers, and
our Marketing and Communications Lèad develops relationships wth local buslnesses and other inl8ro$t8d
parties in the community.
There have been no complalnts about fundraislng actlvtty. Al fundraisers. families and others irrteresled in our
work are given the option of signing up lo our newsletters and infom)ation on events and how to opt out of this
should they wsh to do that. In accordance wlh our Fundraising Strategy. we hav• si9ned up to the FundraisirwJ
Regulator'5 Code of Fundraising Practice. Voluntary fundraisers are given a pack which includes our Fundraising
Ethics Policy.

The Tnjstees, hav¢ng conyldered the potential rfsks facing The Hamlet and assessed th8 futur8 plans, wish lo
retain reserves sufficient to ensure an orderly wthdrawal from operations, meoling contractual obllgatlons 8fKI
covering rgdun(Jancy payments. Funds of £315,000 have been designated for this purpose followtng a detailed
review of Costs lJ8nuary 20211. Tho charity also has designated funds for Buildings1£40.0001, £200,000 for New
Premises for Adults Services and £50,000 for The Square {rental prop8rty for adult Services). further dalails of
Ipthich are given in note 16 of the Accounts.
At 31 March 2021. the charity had free reswves of £135.962 {2020.- £150,693) (unrestricted funds whith have
not been designaled and are not represented by fixed asselsl.

The next year is going lo be chalkgnging and we have budgeted aGcoTdingly making savings ￿ere we can and
building on the work we have started over the last year. Our main concems are lo establish the Hamlel al Home
and finding a suitable premise to enable us lo move the A¢Jutt Service into a better, more sustainable building for
the future. Meanwhile we are in the proces5 of securing a propety lo rent in the cty Centre. This will enable us to
continue lo offer a service to all our young people and accommodate 8 Small increase in number.

o. Constitution
The comp8ry is constituted under a Memorandum of Association and is a registered charity number
1000653.The organisation was sel vp as a charity in 1972 under the namg of the Norfolk and NoThAch Toy
Library. It changed its name to The Hamlet Centre Trust in 1984. It became a company limited by guarantee
wth charitable status, incorporated on 5 July 1990. Ils Memorandum of Association establishes the objects and
powers of the Company and the organisation is govamed under its Articles of Association. The Memorandum
and Articles of Association were revised in 1993. In the event of the company belng wound up mèmbers are
required to conlritth an amount not exceeding £1.
b. Mothods of appolnlm9nt or electlon of Trust••$
The management of the company Is the responslbility of Ihe truste88, who ara alected and ¢o-opled under the
terms of the Trust deed. The trustees who served during th8 year are shown under Legal and Administrative
Infom)ation on page 1 of the Annual Aocounts. The Directors of the ¢ompany are the trustees. Under the
requirements of the Memorandum and Articles of Association the three longest standing Iru51ees, or up to one
third of the total number, musl resign at each AGM. They are eligible for re-election.
The Hamkt wth*s wth children and young people wtth disabiliti8$ and their familias. Th6 trusteos seek to ensure
that their needs are reflected through the divèrsity of the trustse body. To this end. soma trustees ¢ome from the
families of children or young people with disabiltties and their exporience assists the aims of Ihe charity. The
more traditional business, professional, educational and social care skills are well represented. In the event of
particular skills bging lost lo the Council, b￿aUSe of the retirement of trustees. new trustees are sought from
range of sources.

The board of trust8es have six full board m8•tings a year as well as holding an annual 'away d8¥ (not possiblè
this last y8ar due lo Covid restriction$l. There is a standing group for policy Teview. Task groups meet to work
on dlfferant asp8cts of activity as ￿qU￿red throughout the year.
Staffing structure.. Th8 charity currenlly has 81 staff across the different sites. This is lower than in pr&vious years
due lo the reduction In casual slaff during the pandemic. The day-l￿aY operation of the charity is delegated lo
the Chief Exeeutive. The Chi8f Executive Is supported by the Operations Manager {Registered Manager) for
Adutt SeNices and th8 Chlldren's Service Senlor Manager. Thg tsams consist of contracted staff and ￿SUal
workers. over 50 staff ar8 casual workers. Th8 t8aTllS at th8 Childien and Adults Centres arg supported by the
Finance Manag8rs. HR administrator and training team based in the H&a(J Office.
Volunteers.. The charity has a long history of engaging volunteers to work with both chlklren and adults. Currently
there are up to 40 volunteers, engaged in various actNities across the organisalion.

The trustees have oonsKlered the operational and ffinanclal Impact of the COVID-19 Pandem￿ and
are satisfied that the charity will have adequate resources lo rneel its liabilities as they fall dug for a
period of al least twelve months from the date of approval of the financial statements. The trustees
Ih8r8fore consider it appropriate lo prepare the financial slalements on the basls that the charity wll
continua as a going concern.

instruments. BasSc financial instruments are inilialty recognised at transaction value and subseq(Jenlly

measured at amortised cost using the effectlve interest method.
2.12 Pensions
The charity operate5 a defined Gontribution ppnsion scheme and the pension charge rgpr8$ents the

General funds are unreslricled funds which are available for use al the discretion of the Trustees
furtherance of tho general objectives of the charity and which have not been designated for other
purposes.
Designated funds comprise Un￿$triCte<l funds that have been set aslde by the Trustees for particular

the date of transfer. Ihg Truslees consKl8red that il had negligible gross value to the charty and have
therefore not included a valug for this gift in kind in the financial statements.

National Lottery training bursary - this fund has been set up to provlde trainlng for parents and carers
of children and adults who access The Hamlet. It will enable the charity lo offgr fr8e places on tralning
courses for paren15 to attend.
Johnson Place Dad's Wellbeing group - this fund supports th8 work of Parenting Praditioners aimed
specifically al fathgrs. The fund w711 pay for specialist training for Staff lo work fathers and a series of
workshop events and other activities involving fathers.
COVID Respon$• Fund - this fund has been set up for funding towards the purchase of PPE and other
associated costs of COVID-19 on the work of the charty-
PPE Fund - this fund has been set up for funding towards the purchase of PPE during the pandemic lo
allow actNtties with Hamlet users lo continue safely within govemmenl guidelines.
COVID Lottery Fund - this fund has been set up for funding toward$ tho pur¢hasg of PPE and other
associated costs of COVID-19 on the work of the Charity.
NCC Infectlon Control - this fund was set up to support stsff costs incurred by Covid and 8daplalioDs lo
premises lo enable infection control and social distancing, includirig rent for addilional pr8mis8s and
equlpment.
Proporty ront - this fund was sel up to 8nabl8 th8 charity to secure additional premises during the
pandemic.
AF Reslllancè - th18 fund was set up to support the deVe￿pment of The Hamlot at Home serwce an(J
Impad of COVKI on the charity.
Julia & Hans Rau$ing Trust this fund was sel up to support losses in revenue incurred by Covid
including the rent for addilional premises, the salary costs of the B8haviour arKI Communicakn'on
Specialist and IT improvement cosls incurred during the pandemic.
Garfield Weston- this fund was sel up for core costs impacted by the pandemlc.
