Scottish Charitable Incorporated Organisation (SCIO)

NAVCS was originally registered with the Office of the Scottish Charity Regulator (OSCR) in 2006 as an Unincorporated Association. In 2025, NAVCS applied to OSCR to transfer to the newer legal format of a Scottish Charitable Incorporated Organisation (SCIO). The application was accepted with the SCIO being registered on 13th August 2025 and the Unincorporated Association being dissolved on 25th November 2025.

Recruitment and Appointment of Management Committee Members/Trustees

The Board’ of trustees is elected at the Annual General Meeting. At other times, usually following retirements, new trustees are co-opted, with a preference for experienced volunteer drivers, who are already committed to the Car Scheme's ethos and are familiar with the model of working. All trustees (and volunteer drivers) are required to join the Disclosure Scotland PVG (Protecting Vulnerable Groups) scheme.

NAVCS is affiliated to Volunteer Development Scotland and the Community Transport Association, both of which offer education and support.

Governing Document

The charity is governed by its constitution as registered from 13 August 2025.

Charitable Purposes

Aim: The relief of social isolation and inequality of access to essential services caused by an absence of suitable means of transport for those affected by age, infirmity or other disadvantage.

Objective: To offer a transport service to qualifying residents of North Argyll.

Activity: NAVCS recruits, trains, supports and organises volunteers to use their own cars to give lifts to registered users within North Argyll.

Reserves

All reserves fall into a funding plan and are budgeted to sustain the scheme pending further grants and donations.

Related Party Transactions

During the year elected trustees were re-imbursed for volunteer expenses amounting to an overall total of £980.39.

Activities and Achievements

NAVCS has enjoyed another fulfilling year providing a demand-led service for residents in remote and rural areas who have difficulty with travel to essential services and community activities.

We continue to help these people remain independently in their own homes, managing their own lives as far as possible and keeping in touch with community life.

The most frequent journey requests include Medical Appointments such as Hospital, G.P., Dentist, Optometrist and Podiatry as well as Shopping, Hairdresser and Lunch Clubs.

We continue to monitor journey costs and passenger contributions with the aim of achieving best value while providing an affordable service.

These numbers have fluctuated slightly over the years.

We are currently working on developing a website and have circulated a poster to boost recruitment.

Christina Wills stepped down as NAVCS Chairperson at the A.G.M in November 2025. Christina had been involved with the Car Scheme since its inception twenty years ago and played a critical role in its smooth running and development to the organisation that it is today; both as Secretary and more recently as Chairperson. Mike Perrett and John Twort, two other long-standing members of the committee also retired at the A.G.M, John having been a past Treasurer for many years.

Funding

The North Argyll Volunteer Car Scheme is deeply grateful for continuing support from Argyll and Bute Council via a further grant from the Community Transport Budget.

Generous grants were also received from: GreenPower (Carraig Gheal Wind Farm Community Benefit Fund); Argyll & The Islands Agricultural Trust, and; Taynuilt Medical Practice. Grants received by the former chartiy not fully expended were transferred to the SCIO on 1 October 2025.

These grants along with large and small donations from individuals and a wide range of community sources have enabled us to achieve our aim of keeping a year’s running costs in reserve which offers a level of employment security to the coordinator and security of service to the community.

Independent Examiner's Report to the Trustees of North Argyll Volunteer Car Scheme

I report on the accounts of the charity for the period ended 31 March 2026 which are set out on pages 1 to 4.

Respective responsibilities of management committee and examiner

The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1)(d) of the Accounts Regulations does not apply.

I report in respect of my examination of the charity's financial statements as carried out under section 44(1)(c) of the 2005 Act. In carrying out my examination I have followed the requirements of Regulation 11 of the Charities Accounts (Scotland) Regulations 2006 (as amended).

Independent examiner's statement

In the course of my examination, no matter has come to my attention

1. which gives me reasonable cause to believe that in any material respect the requirements:

2. to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and

3. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 have not been met, or

4. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
