Structure, Governance and Management

Background

A consultative survey conducted on behalf of Fossoway and District Community Council in late 2017 provided all households and businesses in the area an opportunity to identify priorities for a new Fossoway community benefit fund. Respondents attached the highest priority to ‘Activities and events to enhance community engagement’. Many free-form responses expressed a desire for the return of the Fossoway Gathering, an annual community event that had last been held in 2006.

From a subsequent public meeting in 2018 a volunteer group emerged to plan and deliver a Fossoway Gathering in 2019. Success and subsequent agreement to continue future events led to the formalisation of The Fossoway Gathering Committee.

Constitution

The Fossoway Gathering Committee is an unincorporated association governed by its constitution adopted on 22 January 2020 and most recently amended on 26 June 2024. The Gathering Committee was granted charitable status by OSCR with effect from 28 June 2024.

Trustee Recruitment and Appointment

Membership of The Fossoway Gathering Committee is open to to all residents of the Fossoway and District Community Council area aged 16 and over and to representatives from local organisations and entities with which the Association has close contact in the course Of its activities.

Office Bearers and up to four additional members are elected annually from the membership to form the Trustee body. Known as the Management Committee, Trustees are responsible for all tasks required to ensure good governance of the financial and other regulatory affairs of the Charity.

Objectives and activities

Charitable Purpose

To carry out annually the organisation of the Fossoway Gathering to strengthen community engagement and cohesion amongst the residents, organisations and other enterprises within the Fossoway and District Community Council area. The related charitable objects are determined as the advancement of citizenship and community development. In support of the above, the Gathering Committee performs an important task in facilitating communication, collaboration and information sharing between local community organisations. Through its fundraising activities it provides opportunities for social

interaction between members of the community. Through the Gathering itself it provides a platform for local groups to reach out to the wider community, strengthen their finances and grow volunteering and related activity.

Achievements and performance

The Fossoway Gathering is a celebration of the many voluntary groups, opportunities, enterprises and talents across the communities of Blairingone, Carnbo, Crook of Devon, Drum, Powmill, Rumbling Bridge and the surrounding farmlands. It is now firmly established as one of the most significant community events on the Kinross-shire annual calendar of events. Acknowledged as such also by Perth and Kinross Council, it engages in the region of 30 local groups and enterprises and attracts c.1,500 attendees annually, equivalent to 80% of the population of Fossoway.

Charity Status Secured

This Trustees Report is the first since the Fossoway Gathering Committee secured charity status through the Office of the Scottish Charity Regulator (OSCR) on 28 June 2024. As such it covers an extended period from that date, through 2025 to its normal year end of 30 November. This encompasses Fossoway Gatherings held in both 2024 and 2025.

Growing the Gathering

We set an objective for the 2024 Fossoway Gathering to grow visitor attendance, attracting more young people in particular, with a view to improving the returns to participating community organisations and enterprises by way of people engagement, increased fundraising / sales income and volunteer recruitment. To that end we gratefully acknowledge grant funding support from the Fossoway & District Community Council Community Benefit ‘Hydro’ Fund' towards the cost of introducing a headline act to the main arena programme. Engaging The Clan, Scotland’s Cycle Stunt Team, met all our expectations, resulting in an estimated 50% increase in visitors, including a noticeable increase in young people.

The 2025 Gathering brought the 12 Century medieval re-enactment group Historia Normannis to the main arena, proving a significant draw for families and delivering sustained high overall attendance.

Increased Impact for Local Groups

The Gathering provides a unique opportunity for local groups to communicate and engage in person with members of the local community. Feedback from community organisations participating in the 2024 Gathering highlighted increased fundraising income on the day. Similarly in 2025 many stallholders reported a further upliff on previously achieved fundraising. A number additionally reported increased volunteer recruitment and sign-ups to activities and events.

Engaging our Community

We engaged with Fossoway Primary School to promote learning opportunities linked to the participation of Historia Normannis. A key output was the introduction of a related themed art competition, which secured participation of more than 100 pupils. We hope the art competition can become an annual event.

We have amassed significant event infrastructure resources and have been pleased to see our equipment being used more widely to support a number of community and enterprise events.

Volunteer Support

The volunteer members involved in our core planning team have provided tremendous service. We extend our grateful thanks and appreciation to all of them, and to all others from our local community and the youth and adults of the 2"? Fife Scout Group who have provided critical help in site set-up, take-down and delivering the Gathering programme.

Financial review

This is our first financial report as a registered charity and so covers a period of just over 17 months. The income reported incorporates the sum of £7,000 carried forward from activities of the Fossoway Gathering Committee prior to OSCR registration, which includes grant income and income generated from fundraising events in support of the 2024 Fossoway Gathering. Notwithstanding the above, our principal sources of income to support delivery of the Fossoway Gathering remain revenue generated from programme advertising, stallholder / food vendor fees and Gathering raffle ticket sales on the day. Hire of equipment generates some limited additional income.

Receipts in the period amounted to £10,165. Corresponding payments amounted to £10,852, resulting in an operating deficit for the period of £687. This deficit arises chiefly from payment of licences required by Perth and Kinross Council for a three year period, to include advance payments in relation to the 2026 and 2027 Fossoway Gatherings and, additionally, purchase of a further marquee, increasing our equipment assets and decreasing dependence on external supply.

Reserves Policy

The Trustees do not currently have a formal policy on the retention of free reserves. Due to the nature of the principal activity, being focussed on delivering a single annual event, the Trustees seek to maintain a reserve sufficient to meet all advance operational costs for the next Gathering. The sum required is reviewed annually. The Trustees are satisfied that the financial balance at the end of the current period is sufficient to meet needs for the year ahead.

Future plans

The annual Fossoway Gathering is scheduled for the first Saturday in September each year. Planning for the next Gathering on 5 September 2026 is already underway.

An important focus for the year ahead will be actions to support volunteer recruitment, increasing volunteer involvement in supporting all aspects of the work of The Gathering Committee.

We will pursue establishment of a Scottish Charitable Incorporated Organisation (SCIO) to take over from the existing unincorporated organisation during the year ahead. This will provide an additional measure of protection for the trustees and facilitate holding property and contracts in name of The Fossoway Gathering Committee.

These accounts have been prepared on a Receipts and Payments basis in accordance with the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).

  1. Fundraising activities undertaken for the 2024 Fossoway Gathering prior to OSCR registration generated income of £1,985, which is incorporated within the funds brought forward to the Charity.
