a. To advance the Christian Faith, by means of caring, listening and helping people on the streets and at various venues day and night.

b. To advance health by means of caring, including the prevention and relief of sickness and human suffering.

c. To relieve those in need by reason of age, ill-health, disability, financial hardship or other disadvantage.

Structure, Governance & Management

Type of Governing Document

Stirling Street Pastors was set up by representatives of churches in the Stirling & Clackmannanshire area in 2009 and was recognised as Scottish Charity SC042163 14 March 2011. The original constitution was adopted on 8 March 2010 and was replaced by an updated version, approved by OSCR on 19 February 2018, and updated again and acknowledged by OSCR on both 29 March 2021 and 15 December 2021.

This year we applied for Scottish Charitable Incorporated Organisation (SCIO) status, Stirling Street Pastors SCIO. The new constitution for Stirling Street Pastors SCIO was approved at our AGM 5th October 2023 and recognised by OSCR as Scottish Charity SC053257 on 4th April 2024.

The Ascension Trust (Scotland) (ATS) oversees the work of all Street Pastor groups in Scotland, including Stirling Street Pastors/Stirling Street Pastors SCIO.

Trustee Recruitment and Appointment

Appointment and removal of Trustees is in accordance with the applicable constitution that requires election by Members of the Association at the Annual General Meeting. Changes in the Board of Trustees during the year are noted above.

The Trustees form the Board under the constitution, and they meet regularly throughout the year at intervals of approximately 6-8 weeks. The work of the Trustees is supported by the Initiative Coordinator, Mr. Russell Boyd.

Management

The Trustees are responsible for the strategic direction and governance of the Association. Day to day operations and planning are carried out by the Initiative Coordinator, a paid member of staff. The Initiative Coordinator attends Trustee meetings to discuss developments and progress.

There are also meetings for Team Leaders and for all members at which training and updates are provided. Additionally, there are meetings for prayer and these include those who support the street pastors in prayer.

Achievements and Performance

Stirling Street Pastors (SSP) is a voluntary organisation whose mission statement is:

“To show the love of Jesus in the city and university campus at night and during the day, by caring for, listening to and helping the people we meet. We do this by training and equipping our Christian volunteers and working in partnership with the police, local council and other organisations.”

Volunteer teams, typically consisting of three or four practicing Christians, conduct patrols between 10pm and 4am on Friday and Saturday nights. Additional patrols may take place based on need and volunteer availability. The individuals engaged with include pub and club goers as well as people encountered on the streets. SSP provides services such as emotional support and assistance with spiritual needs that are not otherwise covered by existing organisations. In collaboration with the Police, Ambulance, Council CCTV service, and security door staff, the focus is on supporting the safety and wellbeing of those present in the city at night, offering emotional, spiritual, and physical assistance. Teams are equipped with items such as space blankets, water, flip-flops, a phone battery pack, for the protection and wellbeing of people they meet. The teams pick up items that could be used as weapons, principally items of glass, and contact friends and relatives when people need assistance to get home.

The Stirling University campus Friday lunchtime patrols, a team of two volunteers, are now well established as a regular patrol alongside our normal Friday and Saturday nights.

There were 83 Friday/Saturday night patrols and 49 afternoon patrols. Ten new street Pastors joined this year, enabling the increase in night patrols from 68 last year.

Mental health problems and loneliness are widespread and many people have been encouraged and supported simply by having Street Pastors to chat with. The teams engaged with over 1158 people and assisted 56 vulnerable individuals i.e. possible high risk without intervention. Plenty of water, tea, coffee, lollipops, snacks and flip flops were provided to those in need on the evening patrols.

Stirling Street Pastors continues to work in partnership with Stirling Council, Police Scotland and Pubwatch, to promote safety and wellbeing in Stirling city centre.

Police Inspector said, ‘Street Pastors can be relied on to seek out and help those who are in need of care or reassurance when they are at their most vulnerable’

And

Lord Provost added that ‘ The partnership approach of the Stirling Street Pastors with the Council and other originations really does help improve the safety and wellbeing of people’

SSP also continue to work closely with Stirling University Student Services and Estates & Campus Services as they continue to support and welcome our university’s campus patrols. Patrolling Stirling Station platforms has become part of standard nighttime operations, in coordination with Network Rail and British Transport Police locally.

Future Plans

Recruitment: Volunteer turnover occurs each year for various reasons. Recruitment, therefore, remains a primary focus to enable SSP to fulfil the aim of providing patrols almost every Friday and Saturday.

Finance: SSP continues to prioritise sustainable finance and will continue to build relationships with local churches, giving talks and encouraging individuals to sign up to regular giving.

Prayer: SSP will continue to strengthen prayer support with churches in Stirling area.

Public awareness: SSP will continue to look for opportunities to improve public awareness of Stirling Street Pastors.

Key Partners: SSP will continue to work closely with our key partners – i.e. the Police; Council CCTV; door staff; Network Rail; the University

Opportunities to expand patrols: SSP will look for opportunities to expand our patrols, possibly more daytime patrols.

Financial Review

The financial performance is shown in the attached accounts. Although Income is down, c£1.5K on 2023/24, it is still healthily above preceding years, c£15K-16K. Of note is that the number of regular monthly givers has increased by three and six existing regular givers increased their monthly amount in year. Expenditure is up, it reflects an additional cost incurred for SCIO set up.

Reserves Policy

A policy has been established to endeavour to maintain unrestricted funds, which are free reserves of the charity, at a level that equates to approximately six months unrestricted expenditure. Current reserves are slightly above this level.

Donated facilities and services

The charity is grateful for the efforts of its volunteers who have delivered the charity’s activities and services referred to above and is also grateful to our supporters and donors whose continuing support is a great encouragement.

Independent Examiner’s Report to the Trustees of Stirling Street Pastors

I report on the accounts of the charity for the year ended 31/03/2025 which are set out on pages 5 to 6.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the 2006 Accounts Regulations does not apply.

It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner’s statement

In the course of my examination, no matter has come to my attention,

  1. which gives me reasonable cause to believe that in any material respect the requirements:

  2. to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations

  3. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
