Structure, Governance & Management

Constitution

The Charity is a Scottish Charitable Incorporated Organisation (SCIO). Relight Church SCIO is a charitable organisation and was registered in its current legal form on 20 March 2024. The charity Trustees control and supervise the activities of the Charity and are responsible for its financial position.

The charity has a single-tier structure and as such the trustees are the members of the charity and operate according to the organisation’s constitution.

Appointment of Trustees

Trustees were originally appointed in the roles of Chair, Treasurer and Secretary on formation of the charity on 20th March 2024. Trustees are elected/reelected at the annual general meeting. The board may convene any other meeting of the charity trustees - in their capacity as members of the organisation - at any time, as required. There must be a minimum of 3 trustees on the Relight Church SCIO committee.

Objectives & Activities

Charitable Purposes

Relight Church SCIO was established for the advancement of religion, specifically the Christian faith, primarily in Dundee, and also throughout Scotland and the rest of the world, by all means consistent with:

  1. The Christian Bible; and

  2. The Charity's Statement of Faith; through worship, ministry, mission, witness, prayer, fellowship, networking, education, community service and the provision of activities and facilities for the community, and the relief of poverty and other social needs, including the support of individuals and other charitable organisations and agencies involved in any or all of these.

Activities

Over the course of our first year in operation, our activities have focused on setting up core services and activities for our members and visitors and establishing the governance, administration and day to day running of the charity.

We held the first Relight Church service in February 2024 and Relight Church was incorporated as a charity with OSCR on 20th March 2024.

Core services:

1) Sunday Services

Since opening our doors on 25th February 2024 we have held weekly Sunday services at Browjam Academy, Douglas Court, West Henderson’s Wynd, Dundee DD1 5BY. Our Sunday services have regularly been attended by between 20 and 40 members and visitors. We start with dedicated fellowship time from 9.30am to 10am providing an opportunity to connect and share before service starts. Service starts at 10am and comprises: announcements, the Relight Story of the week (where a member of the church is invited to share a 5-minute story of an area where their faith in God has been reignited), optional communion, sermon, worship and reflection time. For those unable to attend in person, we also provide an option to attend Sunday services online via a Zoom link which is available via our Facebook page or by reaching out to a member of the Relight leadership team.

On Sunday 29th December 2024 we held our first annual State of the Church Address (SOTCA). The SOTCA is an annual service in which sets out the vision for the Church for the coming year. This year the theme was diligence which has been our guiding principle throughout 2025.

2) Restoration Programme

A core part of Relight Church's mission is Restoration. Restoration is the process of helping somebody out of a hole, back to the point before they lost their energy. In September 2024 we launched Relight Church’s flagship Restoration Programme, a free 11-lesson online journey that helps people with their mental and emotional health through a tailored programme that combines biblical and psychological principles.

The Relight Restoration Programme helps people to:

Participants or restorees , attend online weekly 90-minute sessions supported by two trained Restoration Coaches.

The Programme was originally developed in the U.S. for Music of Life Church in Wisconsin where it has helped over 100 people to transform their lives since 2020. was one of these people. Since experiencing the transformative power of Restoration for herself, she felt passionately called to bring the Programme to Relight Church and the broader community in Tayside, who are in urgent need of the information, tools and coaching offered in Restoration .

In April 2024, (a Doctor of Counselling Psychology with 18 years’ experience of working in mental health) and (Doctor of Theology and former Senior Pastor of Music of Life Church) set about developing and adapting The Restoration Programme for the local Tayside community. The programme teaches individuals how the brain works, how to repair their mental and emotional health, and how to break free from destructive patterns through faith-based principles and cognitive tools.

Initially, trained 10 members of Relight Church to deliver the Restoration Programme. Our first group of Relight Restoration coaches were initially supported by experienced Restoration coaches from Music of Life Church, while we continued to build our team.

3) Online Bible Study

In September 2024 we launched the Relight Church Bible Study. Bible study takes place online on Wednesday evenings via Zoom for 90 minutes and is open to all. The first book from The Bible that we covered was the book of Matthew. Meetings typically consist of 30 minutes teaching and 60 minutes discussion time.

During Bible Study meetings, two leaders read through one chapter of a book from The Bible, providing additional commentary and teaching. Leaders then invite participants to ask any questions they have relating to that week’s chapter. The leaders also provide an optional discussion question relating to that week’s teaching. The key aims of Bible Study are to provide a safe space for people to learn more about the truth that God has for our lives and to share and discuss how this applies to our lives.

4) Fellowship Evenings

At Relight Church we believe that fellowship is one of the four causes of church. Fellowship comes from the Greek word Koinonia meaning social intercourse. In addition to the dedicated fellowship time we provide before our Sunday services, we have also hosted monthly fellowship gatherings on the last Friday of every month at a local coffee shop in Dundee. Fellowship evenings are open to anyone including our members, visitors, new people who are

curious to find out more about the church and those who simply want to spend time in a safe community with people who want to learn from and grow with each other.

5) Baptism Events

At Relight Church we believe that Baptism in The Holy Spirit is a special experience following salvation that empowers believers for witnessing and effective service, just as it did in New Testament times. We believe in the ordinance of water baptism after repenting of one’s sins and receiving Christ's gift of salvation, and as a symbolic remembrance of Christ’s death, burial and resurrection for our salvation and sanctification. In our first year we have provided three baptism events on the banks of the River Tay where participants have taken part in water baptisms led by Senior Pastor and Associate Pastor to mark

giving their lives to The Lord and the start of their own personal ministries.

Governance, Administration and Day to Day Running of the Charity

1) Charity Registration

Relight Church was registered as a Scottish Charitable Incorporated Organisation (SCIO) on 20th March 2024.

2) Registration as a UK Employer

Relight Church SCIO became registered with HMRC as a UK employer on 12th July 2024.

Relight Church was granted a Migrant Worker Sponsor Licence (Minister of Religion Route) by the UK Visa and Immigration Department on 31st August 2024.

4) Staffing

Relight Church SCIO employed two members of staff during this reporting period.

was employed in the role of Associate Pastor on a part-time basis (12 hours per week) from 1st September 2024.

was employed in the role of Ministry Consultant and Pastor Trainer (35 hours per week) from 12th December 2024. was formerly a senior pastor and ministry consultant at Music of Life Church, Wisconsin USA. He moved to Dundee with his wife, Morgan, in December 2024 to help facilitate the mission and vision of Relight Church in his new role.

All other roles within the church are filled on a voluntary basis, including that of our Senior Pastor, .

Achievements & Performance

1) Church Membership

Over the course of this reporting period Relight Church grew to 29 members. (N.B. This is not the same as members of the charity, who are the trustees - see P.4 of this report) Relight Church members are people who choose Relight Church to be the community in which they want to grow and undertake an intentional membership process led by Associate Pastor and overseen by Senior Pastor .

2) Restoration Programme

Over the course of this reporting period, we have had:

Self-reports from Restoration graduates highlight the benefits of the Restoration Programme as follows: overcoming addictions; recovery from trauma, anxiety and depression; improved interpersonal relationships; increased confidence; losing weight; and reintegrating into the community as productive and profitable individuals with real hope of a positive future.

One of our aims for the next year is to set up a structured questionnaire to be administered at the start and end of Restoration in order to help us gather further outcome data. We will also be applying for funding to expand the Restoration Programme.

3) Bible Study

Between starting in September 2024 and the end of March 2025, The Relight online Bible study has regularly been attended by 20-30 members and visitors per week.

4) Volunteers

In our first year of operation we are delighted by the support and help we have received from a dedicated team of volunteers.

With the exception of the two paid employees we have at Relight Church, all our services, events and activities are made possible by the time, energy and effort invested by our

volunteers including: Sunday service set up/clean up team, Bible study leaders, event organisers, funding team, and Restoration coaches.

5) U.S. Mission Trip - Illuminate Women’s Conference 2024

At the end of October 2024/early November 2024 five members of Relight Church took part in a mission trip to Wisconsin, USA. (then treasurer of Relight Church) and (then Secretary of Relight Church) were invited to speak at the inaugural Illuminate Women’s Conference at St Norbert’s College on 26th October 2024.

During the same trip, Senior Pastor was invited to preach a sermon and Associate Pastor was invited to deliver the communion message at Sunday service at Winneconne Christian Fellowship on 27th October 2024.

This trip gave Relight Church the opportunity to invest in the mission and vision of the Illuminate Women’s Conference, whilst also strengthening our relationships with Music of Life Church and Winneconne Christian Fellowship in Wisconsin.

Having experienced the transformational power of the inaugural Illuminate Women’s Conference in Wisconsin and working closely with the event organisers and sponsors, Relight Church will be hosting an Illuminate Scotland Women’s Conference in Dundee in May 2025. The theme of this conference is helping women to unlock lasting happiness.

6) Funding Team

While we have been incredibly fortunate to receive start-up funds and donations from our members and visitors this year (see financial breakdown), we recognise that we also need to apply for grants in order to maintain and expand the reach of Relight Church’s mission and vision.

We have therefore set up a funding team to identify and apply for potential funding opportunities. Funding applications that are currently being prepared as of 31st March 2025 include:

The funding team will continue to identify and submit funding applications on a rolling basis over the coming year and update progress/outcomes in future reports.

One of our aims for 2025 is to establish a Kids Church alongside our Sunday services. Kids church will be volunteer-led and provide a safe and engaging environment for children aged 3 years and above to learn, share and play while their parents/carers attend Relight Sunday services. As of 31st March 2025 we are currently in the process of applying for Protecting Vulnerable Group Schemes (PVGs) for our initial Kids Church volunteers and negotiating room hire for holding Kids Church.

Financial Review

The main source of Relight Church funding in the financial year 2024/2025 has been through donations.

Income totaled £30,217.45, consisting of £15,388.95 received in start-up donations from Music of Life Church and Winneconne Christian Fellowship (both in Wisconsin, USA) to help set up Relight Church and we have also generated £14,828.50 in income from donations from church members and visitors.

Expenditure on running costs totaled £24,869.06 resulting in a surplus of £5,348.39. At the 31 March 2025 Relight Church SCIO held restricted funds totaling £0 and general funds of £5,348.39 and held no reserves.

Reserves Policy

Relight Church SCIO did not hold any reserves in 2024/25. The trustees will seek to develop a review policy in 2025/26 to agree a minimum retention reserve to cover salaries.

Plans for future period

Relight Church SCIO has since prepared funding applications and has been successful in attracting grant funding for future financial years from 2025/26 which will be reported on in detail in subsequent annual reports. The Church has increased donations from members tithing during 2025/26 and seeks to continue to grow the Church membership to become less reliant on grant funding in future years.

1 Basis of accounting

These accounts have been prepared on the Receipts and Payments basis in accordance with the:

(a) The Charities & Trustee Investment Act (Scotland) Act 2005, and

(b) The Charities Accounts (Scotland) Regulations 2006 (as amended)

The Charity has no fixed assets or investments that require to be reported at market value.

2 Nature and purpose of funds

The Charity maintained one fund for accounting purposes in 2024/2025:-

(a) A general unrestricted income fund for the day-to-day running of the charity

Unrestricted income funds are those which may be used at the discretion of the trustees in furtherance of the objectives of the charity.

In 2025/26 and subsequent financial years the charity will maintain two funds for accounting purposes:

(a) A general unrestricted income fund for the day-to-day running of the charity

Restricted Funds may only be used for specific purposes. Restrictions arise when specified by the donor/funder or when funds are raised or donated for a specific purpose.

3. Related party Transactions

No remuneration was paid to Trustees during the year.
