Objectives and activities

Tarland Community Housing group was formed after initial public meeting in June 2017. This volunteer group included local people in housing need, representatives from Aberdeenshire Voluntary Action, Tarland Development Group, and the MacRobert Trust. This initiative was sparked by the local landowner, the MacRobert Trust, seeking to identify local housing need and opportunities for partnership working with the local community in order to develop a housing site. Over the past seven years, the group has worked to develop communications, community engagement, and partnerships with key organisations, as well as to identify other possible housing sites/options to meet local housing need. This has been undertaken by paid project officers as well as a volunteer steering group. In 2021, the Tarland Community Housing group applied to OSCR to become a Scottish Charitable Incorporated Organisation and was finally registered as a SCIO in May 2023.

The organisation’s purposes relate specifically to the Parish of Tarland and Howe of Cromar in the Marr Area of Aberdeenshire, and are:

In summary, Tarland Community Housing seeks to maintain a dialogue within the community, and with key actors such as local landowners and the local authority, in order to identify opportunities to overcome issues of local housing need. The group aims to help all those in our community who may be in housing need, primarily by representing their need and the impact on the wider community.

Structure, governance and management

Type of governing document

Tarland Community Housing’s governing document is a constitution. This sets out the purpose of the organisation, its structure and describes how it will operate.

Trustee recruitment and appointment

As described in the constitution, all members of Tarland Community Housing are eligible to be Trustees, and up to two members may be co-opted as Trustees by the board. To ensure community control over the activities of the organisation, no more than one-third of Trustees (including co-opted Trustees) may be appointed from outside the Parish of Tarland and the Howe of Cromar in the Marr Area of Aberdeenshire.

In August 2024, our Treasurer, Mr Michael McMillan sadly passed away. We were so grateful for all the fantastic work he provided to the establishment of Tarland Community Housing as a SCIO and supporting its mission. We miss him a great deal.

A new Treasurer has not yet been appointed. We are grateful to David Hirst, Treasurer of Tarland Development Group for his help with accounts for TCH.

Achievements and performance

In the past year, Tarland Community Housing has continued to engage with Communities Housing Trust to develop the next steps in identifying and facilitating opportunities that could address local housing need. Grant applications have focussed on seeking support for updating housing needs analyses.

Tarland Community Housing Trustees have also met with the Chair of Cromar Community Council regarding potential development of a Local Place Plan (LLP), in particular supporting identification of potential affordable housing sites. Tarland Community Housing offered provide community engagement support for the LLP and other community consultations relating to community development (e.g. ‘Tarland- Have Your Say’). As yet, the development of a LLP and ‘Tarland – Have Your Say’ events have not been taken forward by Cromar Community Council.

TCH board members have updated the Tarland Community Housing website and Facebook page in order to keep in touch with members and provide relevant information for those seeking local housing options. TCH board members have also maintained communication with other key local groups such as Cromar Community Council and Tarland Development Group (who continue to hold TCH funds in the TDG bank account).

Financial review

Tarland Development Group continues to hold the funds for Tarland Community Housing, until the time that TCH has its own bank account. The balance of TCH funds at the beginning of the financial year reported was £ 1584.60 (1[st] June 2024) and at the end the balance was £1,439.28 (31[st] May 2025).

Only two transactions occurred during this period – payments to Aberdeenshire Voluntary Action for their Independent Examination of Accounts and reimbursement to Aileen Longino for credit card payments required for website hosting. Fundraising is a priority in the coming year.

Statement of the charity’s policy on reserves

The main running costs for Tarland Community Housing relate to website hosting and maintaining funding available for community engagement activities. The Board has not yet defined a reserves policy, but would be mindful of the anticipated costs of these activities and seek to ensure sufficient funds for the coming year.

Future plans

In the coming year, Tarland Community Housing will continue to seek support from the Communities Housing Trust to develop the next steps in identifying and facilitating opportunities that could address local housing need.

Tarland Community Housing will continue to engage with the Cromar Community Council and to provide community engagement support for community consultations relating to community development (e.g. ‘Tarland- Have Your Say’).

Tarland Community Housing will also seek to engage with the MacRobert Trust regarding their future plans for affordable housing.

Tarland Community Housing will also seek new Board members, in particular recruitment of a new Treasurer, and ensure more regular Member meetings. Board capacity has been limited during the financial year due to family illness and caring responsibilities. Previous members of the TCH Steering Group have offered welcome support. We would also like to take this opportunity to extend warm thanks to Tarland Development Group for their continued support.

Nature & Purpose of Funds

Funds are mainly raised through grant funding and are used for the purpose of communicating and engaging with the local community and other partnerships to develop housing sites and options to meet local housing needs. Restricted funds are spent in accordance with the funder's terms and conditions.

Trustee Remuneration & Expenses

No remuneration was paid during the period to any charity trustee or person connected to a trustee in this period.

Direct reimbursement of purchases on behalf of the organisation was paid to 1 trustee. These payments amounted to £73.32.

Independent Examiner’s Report to the Trustees of Tarland Community Housing Registered Charity Number: SC052546

I report on the accounts of the charity for the year ended 31[st] May 2025 which are set out on pages 9 to 11.

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the 2006 Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

Independent examiner’s statement

In the course of my examination, no matter has come to my attention

  1. which gives me reasonable cause to believe that in any material respect the requirements:

  2. to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations

  3. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations

have not been met, or

  1. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
