Chairs Annual Report

There have been no significant changes to the charity structure or membership since the last report. Finances remain stable and have improved in the last 12 months.

Work continues with our cycle path project. We have a signed agreement with Aberdeenshire Council in place to use the part of the old rail line that they own, from the Waters of Philorth to Fraserburgh, and to convert it into a cycle path.

The remainder of the path, from the Waters of Philorth to the Cairnbulg library, is split between two other landowners. One landowner requires us to purchase a portion of their land, and we are looking into how we could achieve this. The main issue is securing the funding to purchase this land.

The middle section of the path route now lies in a portion of land that has been earmarked for a new golf course. We are in constant communication with the project team behind this new course and they are very willing to work with us to ensure that the cycle path route is beneficial to both their project and ours.

We have a bridge design ready to cross the Waters of Philorth using the old rail bridge pillars and abutments, this has been designed to all the proper standards and in consultation with Aberdeenshire Council engineers. As the bridge pillars and abutments are split ownership between Aberdeenshire Council and one of the other landowners, we can’t place a bridge until we have signed permission from that other landowner to use the pillars/ abutments owned by them.

Planning has been approved for a majority of the path route; this is subject to further revisions to the path design that will allow for suitable drainage of rain water away from any residential areas along the path route.

We secured £50,000 in funding from the renewable energies company Ocean Winds. This has been utilized as match funding for a funding application to the Active Travel Infrastructure Fund. No decision is yet forthcoming from the fund. If there is no funding reward, then we will use the £50,000 to start work on phase 1 of the project.

Challenges continue regarding the two remaining landowners, due to this we have decided to split the path into three phases. Phase 1 being the section of the route from

Fraserburgh to the Waters of Philorth. Any funding and planning is being focused on this section for the time being. Talks continue with the team behind the planned new golf course and the option of purchasing the required land from one of the landowners is being investigated.

We have options in mind should things fail to move along in this regard, but we still hope to get all those involved onboard. We still have the support of Aberdeenshire Council, the local councillors and our MP/ MSP and we’re determined that this project will go ahead.

It’s important to stress that every penny donated to this project so far has either been used towards the path project already or is still held in the project bank account for future exclusive use in the project.
