Aultbea Communlty Centre and Football Field Trust {Aultbea Hall Trust) Trustees. Report for the yr ended 31 Decemb•r 2022 Back Aultbea Community Centre and Football Field Trust, Usually known as Aultbea Hall Trust, was established by deed In DeCemts 1960. For almost slxty years, the trustees and management commlttee members fulfllled the purpose of its feu charter In managlng "a hall and a football or sports fleld for the use of the Inhabitants of Aultbea and surrounding dlstrlct . for the purposes of physlcal and mental training and recreatlon and soclal, moral and Intellectual development . However, Aultbea Hall was d4)sed to the public In 2018, the consequents of a vlsual structural survey whlch Indlcated corrosion of the roof supports. The two-storey block was shut down the following year owlng to concems about flre evacuation, should thls be necessary. Proposals put forward In autumn 2021 to sell the slte and dlssolve the Trust were dlscussed at a well-attended public meetlng on 6 October 2021. The overwhelmSng vlew was that the closure declslon should be revisited. Three new tru5tee5 were elected to explore the optlons and opportunltle5 arlslng. As the original Trust was an unlncorporated assoclatlon, the new trustees were limlted In thelr powers, particularly wlth respect to planning for slgnlficant improvements whlch would require financlal support, and they were at rlsk of Incurrfng per50nal liability should matters go awry. A5 a prlorfty therefore, an applicatlon was made to OSCR for the Trust to become a Scottlsh charlty. Aultbea Hall Isaoi sco51608 was reglstwed on 23 February 2022, wlth new constltutlon. The Trust's assets are Aultbea Hall (a.k.a. Aultbea Cornmunlty Centre), a parcel of land once used as a footballlsports field and monles held in the Trust's two bank accounts. In order to facllltate the transfer of these assets to the new oryanlsatlon, Aultbea Hall [SCIO], the trustees were advlsed by OSCR to register the odglnal Trust as a charlty in Its own nght, havlng the same name and same objectlves. The appllcation was successful, wlth recognltlon of the new status being Confined on 22 Aprll 2022. At the Trust's AGM on 7 Aprll 2022, the three new trustees had been confimed in offlce and a further five members elected to the commlttee. On 3 November 2022, after due process, OSCR gave Its approval for the Intended chartty reorganlsatlon scheme. The two property assets of the Trust had already been entered on the Land Reglstry, (R052583 1 & ROS25977), In the names of now-retlred trustees of the unlncorporated assodatlon. The legal work required to transfer the two tttles to Aultbea Hall [SCIOJ was, as of 31 December 2022, In hand. The balance of the two bank accounts of the original Trust were transferred to the bank accounts of Aultbea Hall [SCIO] just after 31 December 2022. The two charftable organisations have operated in tandem through 2022. At the 2023 AGM, It 15 Intended to finalise the Implementatlon of the resolution passed at the publlc meeting, held on 7 April 2022 in accordance with the requlrements of the Deed of Trust, -that the Aultbea Community Hall Trust (established by Deed In December 1960) be dlssolved and its assets be transferred to the Aultbea Hall [SCIO] SC051608, a new thadtable organlsatl¢)n (establlshed
23 February 2022) to retain the Hall and associated land in communlty ownershlp for the benefit of the inhabltants of Aultbea Communlty C4)undl area." The commlttee has met on a monthly basls throUght 2022, with members attending in person or by Zoom. Several other volunteers from the communlty have also regularly attended these meetlngs. They have speclfic functions supporting the projert whlch has been the overriding prlorlty for the oryanisation this year - namely the plannlngl fundralslng for and dellvery of Aultbea Hall Revivall, which aims to fulfil the commitment to explore every opportunlty to reopen Aultbea Hall for communlty use ono It became dear that It dld have viable future. The way forward has been based on the outcomes of extenslve testlng and analysls undertakeni pro bono, by a chartered englneer whose expertlse is In steel structures In exposed coastavsea condltions. HIS report condudes that the work requlred to repalr the roof supports Is both physlcally and economlcally feasible and wlll give the Hall decades more of pr¢xluctive Ille. Other work necessary to brlng the Hall back Into use has also been carefully assessed and costed. Conslderable savlngs have been posslble, thanks to the hundreds of hours of work contributed by an Increasing band of wllllng volunteer5. The actual work on the buildlng ha5 been planned as two Stages. Phase I Is the remedlal work to the fabrlc, kltchens and toilets, and upgradlng of the fire security (alarms and Ilre doors) and electrfcal system to meet current speclflcations, to enable the reopening of the two- storey block. Thls wlll be followed by Phase Il whlch concentrntes on the main hall repalrs and extemal Improvements. Local contractors from the Aultbea Communlty Councll area have been engaged whenever possible and all work has been undertaken by companles based In thls part of the Highlands. As of December 2022, most of the work on the two-storey block Is complete and It should reopen ft)r publlc use in spdng 2023. To flnance the repalrs and improvements for Phase I, the Trust secured grants from the North Highland Inltlatlve and, vla the Highland Councll, the Pla-baSed Investment Programme. Th15 fundlng has been matched by the Income from a number of generous donatlons, and varlous fund-rnlslng (and fun) initlatlves: Monday 2 May BBQ and tea tent at the Boom Car Boot sale organlsed by Aultbea Area Together Friday 3 June Jubllee Flotllla & Street Party @ Pler Road, Aultbea Monday l August BBQ at the Bwm Car Boot sale oryanised by Aultbea Area Together Frfday 30 September Grand Raffle Draw of the 70 winners from the ticket sales ongolng through the summer Frtday 28 OLtober Halloween Dan In Pwlewe Hall. The amount raised through the year has surpassed our most optlrnlstlc predictlons. The trustees and commlttee members are extremely grateful to: the many volunteers who have glven their tlme and skllls to help oryanise and publiase these attivitles and events
all the local buslnesses and organlsatlons which have supported the cause, hosted donatlons boxes, provlded supplies for events, given raffle prize5 and sold tickets - everyone, resident and visitor, who has given encouragement, endorsed the project and, In whatever way, contributed so generously towards the furKI-ralslng. In Dettmberl quotatlons and costlngs were finalised for the repairs planned for the main hall, external drainage, improved access and palntlng and the first applicatlons were made for further grant support from a range of potentlal external funders. Phase Il wlll be the focus of all our endeavours throu h 2023.
