INDEPENDENT REVIEWER'S REPORT TO THE MEMBERS OF OPEN WATER RESCUE: 2025 ACCOUNTS

| have reviewed the financial statemants of Open Water Rescue for the year commenced January 1" 2025 and ended December 31" 2025, comprising the daily cash book, bank statements, income stans, expenses and purchase receipts.

This review was carried oul under section 44(1}(c) of the Charilies and Trustee Investment (Scotland) Act 2005,

As a result of my review, | advise that the accounts agree with the records and these are an accurate representation of the company’s financial status as of December 31* 2025,

Nothing has come to my attention which would leave me to believe that there has been any expenditure which is not in accordance with the purposes of the charity or thal any information has been withheld. It is my opinion that correct and proper accounting records have been kept, in compliance with Regulation 9.

Contribute to the preservation of life by delivering drowning prevention
advice and related life saving education through participation in the
Award schemes of the Royal Life Saving Society (hereinafter referred
to as RLSS UK) as well as other qualifications relevant to the skills
required and such other activities as appropriate.
To promote the saving of lives by providing safety cover at open water
events.
Offer appropriate assistance to government, charities and category 1
responders (as defined under the Civil Contingencies Act 2004), via
mechanisms such as the membership of the Community Asset
Register.
Attend meetings with local authorities and category 1 responders as
required to discuss and action matters relating to water safety and
public realm.
Attend meetings with sports governing bodies in relation to water
safety.
Provide safety cover at water based events as required.
Attend community events for public engagement on water safety.
Provide advice and guidance on water safety matters to event
organisers, sports governing bodies, category 1 responders,
members of the public.

Achievements and performance

Summary of the main achievements of
the charity during the financial period
Regular water safety meetings are held with multiple Local Authority
regions within the Greater Glasgow area. We work in partnership with
the Local Authorities, Police Scotland, Scottish Fire & Rescue and
Water Safety Scotland to implement and improve water safety for the
general public and the provision / improvement of Public Water
Rescue Equipment. Our contribution to water safety is recognised
and publicised by these organisations.
As we are registered on the Community Asset Register, we can be
called out for assistance and deployed to any waterway in the
Greater Glasgow area (consisting of 8 Local Authorities). As per our
MOU with Scottish Fire & Rescue, we do not divulge details of any
such call-outs.

An amount agreed by the Trustees is held in reserve to ensure the
continued operation of the charity. This is currently set at £2,000 and
is reviewed annually.
This is to cover any essential equipment maintenance or
replacement, we have operational redundancy by utilising multiple
boats, engines and trailers.

Other optional information

Open Water Rescue volunteers this year have continued to engage with all our partner agencies through the Community Asset Register.

Attending PAWS (Partnership Approach to Water Safety) meetings encompassing 7 different local Authority Areas. Within these meetings our volunteers provide local knowledge on waterways and deliver water safety advice to all the partner organisations.

Volunteers have provided safety cover at events throughout Scotland with our partner organisations.

Volunteers have also attended a number of community engagement events working with the Royal Lifesaving Society UK, providing water safety advice to members of the public. 2024 was our second full year operating as a Charity (SCIO).

Open Water Rescue launched its Community Water Rescue Equipment project, after successful grants from North Lanarkshire Council and the Morrisons Foundation.

This project supports voluntary organisations that work on, near & around waterways, with Water Rescue Equipment.

The project currently focuses on the 8 local authorities of the Greater Glasgow Region.

The charity has supported voluntary organisations that may operate around waterways but might not have water safety at the forefront of their operations. Voluntary groups such as litter pickers, football clubs, cycling and walking groups have all been supported so far.
