The Trustees have pleasure in presenting their annual report together with financial statements and independent examiners report of the charity for the year from 1 June 2024 to 31 May 2025.

Structure, Governance and Management
Constitution
The KCFP SCIO is governed by its constitution. The Board of Trustees of the Partnership administers the KCFP SCIO, controls the finances and decides the use of the funds within the aims and objectives of the Partnership as set out in the Constitution. KCFP SCIO was awarded charitable status by OSCR on 28 September 2021.
Recruitment and Appointment of Trustees
The KCFP SCIO is administered by a Board of Trustees composed of a maximum number of twelve Trustees and a minimum number of three. The Board in its number as at 31 May 2025 is currently composed of eight representatives of member clubs and in conformance to the Constitution independent individuals who are not representatives of any membership club. There is one co-opted Trustee. Nominations are in hand for election and appointment to the Board vacancies at the 2025 Annual General Meeting. The Board of Trustees will elect from among themselves:

Under the requirements of the Constitution, members of the Board of Trustees are elected to serve for a period of three years and will be eligible for re-appointment for a further three years. A Trustee who has served two consecutive terms (6 years) will not be eligible for reappointment until a break of one year has been observed unless circumstances dictate otherwise.
The Board of Trustees has power to co-opt specific persons with specialist skills for specific events. Such persons need not be members of the KCFP SCIO. Such temporary Board members will be co-opted without voting rights.

The underlying principles and purposes of the KCFP SCIO

The obligations of Board of Trustee Members setting out how the principles within the Charities and Trustee Investment (Scotland) Act 2005, particularly the duties on charity trustees to act in the interests of their charity, dictate the way in which those running a charity must behave. From 30 June 2025, charities must inform OSCR of all trustee appointments and changes, as a legal requirement under the 2005 Act.

Risk Management and Internal Control
The Board of Trustees has initiated a risk management process in order to manage and mitigate risk. This involves identifying the types of risks faced, prioritising them in terms of potential impact and likelihood of occurrence, and identifying a means of management. As part of this process the Board has introduced a suite of policies and procedures where these are required, and otherwise ensures that appropriate steps are being taken to manage the key risks.
The Board of Trustees has overall responsibility for ensuring that we operate an appropriate system of controls, financial and otherwise, to provide assurance that:

Organisational Structure
The KCFP SCIO operates organisationally and communicates in the following ways:

The Board of Trustees meets regularly to continue to develop and move the KCFP SCIO forward. The Board of Trustees are accountable for progressing the club vision, managing the overall development plan, acting in the best interests of the charity and overall governance of the KCFP SCIO.

In line with the constitution there is representation from each of the members club on the Board of Trustees. The Board of Trustees have committed themselves to meet with each of the Partnership Teams on an ongoing basis and as members of the Partnership invited to attend the Annual General Meeting of the KCFP SCIO.

Communication chat groups are set up and administered by the club coach co-ordinators to support discussion and key information on topics such as coach education courses and player development.

The KCFP SCIO Secretary retains an information flow across Partnership Clubs through the Notes of Meetings.

A commitment has been made to develop a KCFP SCIO website to share information across clubs and members.
A memorandum of understanding is in place between KCFP SCIO and member clubs that distinctly highlight the requirements, responsibilities and expectations of the KCFP SCIO and Member Clubs
The organisation comprises solely of volunteers. There is no paid staff.
Membership
Membership is open to all individuals regardless of sex, age, disability, ethnicity, nationality, sexual orientation, religion or other beliefs, who have an interest in furthering the purposes of the KCFP SCIO. Membership of the KCFP SCIO is contingent on acceptance of the Constitution.
Related Parties
In so far as it is complementary to the KCFP SCIO objectives, the charity is guided by both local

and national policy. At a national level this may be steered by the Scottish Football Association and other national football affiliations whilst at a local level this may be through regional football affiliations and Fife Council.
During the period the KCFP engaged with a range of related contacts, particularly Fife Council, the Kirkcaldy MP and the SFA for funding guidance and support.
The representation of independent Trustees on the Board is proving invaluable to the KCFP SCIO in establishing links with the community and identifying relevant policy, gaining charitable benefits, programme development, prospective funding and resourcing.
Objectives and Activities
Mission
The Kirkcaldy Community Football Partnership SCIO aims to create, manage and operate a Community Football Club that:

Is open and maximises footballing opportunities for all in a safe environment;

Meets the long-term footballing and sporting needs of the local community;

Engages the volunteer base;
-
Is relevant to the wider community;
-
Is financially sustainable; and
-
Incorporates the highest level of corporate governance.
Charitable Purposes
The charitable purposes as defined in the constitution are:

The advancement of education,

The advancement of public participation in sport,

The provision of recreational facilities, or the organisation of recreational activities, with the object of improving the conditions of life for the persons for whom the facilities or activities are primarily intended,
In furtherance of the stated charitable purposes the principal objects of KCFP SCIO are:

To work with and through local football clubs and like-minded organisations to develop a Community Football Hub through which it can design and progress community programmes and facilities that will provide a central focus for developing participation in football within the Kirkcaldy catchment area to help strengthen community belonginess and wellbeing.

To support the advancement of the education of children, young people, coaches and adults by providing opportunities to engage in community learning which develops their spiritual, mental and physical capacities to support the health, social and life skills developed through participation in football and enable them to improve their conditions of life;

To support citizenship, community development and community learning through the power of participation in football, whilst working in partnership with members of and stakeholders in local communities, to empower individuals to improve their lives and their environment.

To deliver football orientated programmes, projects and initiatives that aims to achieve four key outcomes and areas of focus by:

Raising sporting achievement;

Creating progressive pathways in an effort to allow individuals the opportunity to realise their full potential;

Building healthier lifestyles;

Bringing communities together.

To advance health in Kirkcaldy by the promotion, alone or in conjunction with others, of the benefits of physical activity and provision of assistance in relation to sports-related and healthy lifestyle matters;

To provide training for employment/apprenticeship opportunities;

To support, where appropriate, disadvantaged or underprivileged children, young people or adults to participate in football and community learning opportunities which foster and develop a community spirit;

To work in partnership with other agencies, businesses, clubs, community bodies and/or organisations to support other similar schemes and projects that will enhance participation in sporting opportunity through football in the Kirkcaldy area;
The objectives and activities of the KCFP SCIO are exclusively charitable for public benefit.
Achievements and Performance
Behind-the-scenes and front-line hard work continues in the developmental and evolutionary process in building the partnership. Significant credit is extended to all volunteers who continue to manage ground maintenance and facilities improvements, implement and act upon charitable benefits on rating relief, reduced liability on energy as well as engaging on SFA Quality Mark Accreditation.

Over the 4 partner clubs the KCFP SCIO has engaged with 18 partnership team across a range of age groups that are in place across the various player pathways that involve 480 people – young and older alike. Within this number there are 130 volunteers and over 340 registered players
Additionally, development work has been ongoing and a newly formed Kirkcaldy and Dysart YMCA Amateur Football Club has been entered into the Scottish Amateur Football League commencing season 2025/2026
It is also worthy of note that enquiries continue with regard to a ladies team and underrepresented groups joining the partnership.

Memorandum of Understanding
The formal Memorandum of Understanding agreed between KCFP SCIO continues to define the mutually accepted principles and operational relationship of the specific requirements, responsibilities and expectations between KCFP SCIO and Member Clubs.
Policies and Procedures .
A range of policies and procedures have been established and lodged with SFA as part of the Quality Assessment requirements for accreditation. Such policies include but not limited to code of conduct policies, Health and Safety policies, children and vulnerable adult policies including Child Wellbeing and Protection, ethics policy, and social media policy amongst others.
The range of policies and procedures continue to be embedded into the Member clubs.
Strategic and Development Plan
There is now a strategic plan and development plan that outlines the short-, medium- and longterm objectives being managed between the KCFP SCIO and member clubs that aims to effectively build, develop and improve club infrastructure, practices, development pathway and drive club partnerships within Kirkcaldy and the community programme that creates the best possible environment to play, socialise and develop and builds a strong sense of community.
Planned Infrastructure Improvements
A needs assessment has been undertaken to determine and prioritise the planned Infrastructure improvements to ensure the success of the Partnership in its overall strategic and development plan. The Trustees have identified the following as key needs to infrastructure development and will continue to progress these within the next year and beyond.

Improve the quality of the pitches and training areas.
-
Laying a full-sized pitch 4th Generation Synthetic Turf (STP) Pitch with full floodlighting, subject to available funding. The STP surface would naturally then allow a seven-day operation, with massive advantage of already having the excellent community hub facility in place.
-
Provision of a floodlit grass training area subject to available funding, Investigating the feasibility of hiring/purchasing mobile floodlights to maximise the number of weeks that the Hub facilities can be used for training rather than hiring the floodlit facilities at the local secondary school.
-
In added preparedness beyond the fence repairs, there will be general ground tidy supported by volunteer support

Upgrading of light facility from Car Park to Pavilion
Access Travel/NHS Connection
To improve accessibility to the grounds the Partnership has been in consultation with Fife Council and NHS Fife to give connectivity to Denfield Park from Victoria Hospital through to Dunnikier Road, with both improved walking, cycling and bus routes giving significantly improved access to the Hub facility at Den Road. The proposal takes the new 3G pitch and existing second pitch into account with a revised path layout that reroutes the pathway down the east side of the park.

Development: 3G Pitch and Accessories
Following a Feasibility Study commissioned by KCFP SCIO with a remit within the leased ground to consider options solely of constructing a 3G synthetic pitch with ancillaries such as fencing, floodlighting etc. the Trustees recognised that the extension of the dilapidated ash park to full size would deliver greatest benefit not only to the Partnership but to the wider community: -, it can be multi-use, for full size matches; partitioned for various user groups. more people can benefit etc and taken in the context of a facility that will generate a significant benefit to the local community, sports clubs and groups in delivering improved facilities in deprived catchment areas such as Smeaton, Templehall and Gallatown, support multi-sport use and increase participation among currently under-represented groups
The restoration of the ash park will generate a year-round playing surface, able to withstand intensive use and all kinds of weather providing significant community benefit. Notwithstanding the capital costs that require to be funded there would be revenue consequence of operating the facility that require to be funded through income streams.
Fife Council, consulted as landowners, have given their professional support to the project for progression including funding of a topographical survey
Fife Council
The Kirkcaldy Area Committee at their meeting of 19 December 2023 and in advance of the Scottish FA funding bid submission agreed to an Area Budget Transfer of £159,000 from the Area Capital Improving Health Through Leisure &Sport fund to the KCFP SCIO towards the construction of the new 3G synthetic pitch and all associated work, with funding only to be released to KCFP SCIO once all agreed funding from other sources had been secured.
The KCFP wholeheartedly welcomed the Council funding approval which contributes around 17% of total estimated capital costs and is not time limited.
Community Ownership Fund
KCFP Trustees were notified on the 19 December 2024 by the new Ministry of Housing, Communities & Local Government on the outcome of our Community Ownership Fund application, that was submitted under the former Conservative government on 10 April 2024 which regretted to inform us that our application was on this occasion unsuccessful.
Scottish FA Community Football Spaces Fund
The SFA made contact in November 2024 advising of a forthcoming funding opportunity within the Community Spaces Fund giving advance notice of the mandatory documents required. Following a series of meetings with SFA Club Officers a subsequent Community Football Spaces funding announcement a most comprehensive application, in full conformance with the terms and conditions, was submitted by the due date of Monday 21 April 2025.
In advance of the submission substantial support was received from local constituency MP Melanie Ward who raised significant awareness twice within the House of Commons, raised the need for investment with the Secretary of State for Culture, Media and Sport for project support and who also facilitated arrangements for an on-site visitation by the SFA President and SFA Club Officers. The outcome of the site-visit, based largely on the influence of the SFA President, was a change in the project plan from the 3G pitch on the disused ash park to a conversion of the main grass pitch to 3G surface. Despite the short timescales in adjusting the plan to meet this new

proposal a full detailed application was submitted. This included, as a mandatory requirement, a video submission as supporting evidence. Our superbly produced video shared our story and brought our project to life.
Community Asset Transfer
The Trustees of the KCFP SCIO have approached Fife Council for community ownership through a Community Asset Transfer. This includes for all ground of 3.01hectares, outbuildings and pavilion within the existing lease plus additional ground to resize the 3g pitch to full sized and resite adjacent to the main pitch, as recommended by the Scottish FA and car park
The Trustees have progressed to Stage 2 of the application process in a project that is fully supported by Fife Council but remains on hold until the financing of the 3G pitch development is secured.
There is real benefit to the Kirkcaldy community if this ownership is realised

Improve active travel routes with connection to Victoria Hospital

resolve current flooding issues

future projects in partnership with NHS Fife-rain Garden being considered and Forbo Nairn for facilitating their gala day.
The transfer of the lease to ownership will lead to a wide range of benefits not only for KCFP but also the local Kirkcaldy community. These include the long-term social, economic and environmental transformation of communities aligning to Fife Council's Plan4 Fife Recovery and Renewal Strategy focusing on themes consistent with the objectives of CAT

Fife should be a place where communities really matter and where people set the agenda with fairness at the heart of everything and to be a place of healthy connected communities where people thrive, have enough money and contribute to a sustainable and attractive environment.

Investing in grassroots football facilities, programmes and activities involving club, public, and partners helping address inequalities within the most deprived areas of Kirkcaldy.
-
• a more confident and robust community organisation that enables KCFP to develop diverse and long-term revenue streams under our own control, and thereby become more sustainable
-
• A renewed sense of civic pride, responsibility and belonginess where all users have a greater sense of ownership over the asset, tends to be better used and protected mitigating anti-social behaviour.

The involvement of multi- users in shaping and regenerating the 3G pitch development can be a catalyst for further volunteering and increasing community cohesion.
-
• Creating new opportunities for learning and capacity building in the community, developing stronger governance and business skills.

• Developing quality relationships across the users, the community and Fife Council through the transfer of responsibility.

• Can create new partnership and collaborations at a local level and be a strong partner strong partner in local service delivery.
Scottish Football Association (SFA) Quality Mark
Following on the work commenced last year the KCFP SCIO continued to engage with the Scottish Football Association in their Quality Mark accreditation programme.

The Scottish Football Association announced in October 2022 that the KCFP SCIO had achieved Bronze Quality Mark accreditation. Work is now being finalised in seeking silver quality mark accreditation.
Community Use
Beyond the use of facilities by the Partnership Clubs the pavilion was made freely available to the Smeaton Tenants Association for their meetings whilst the grounds were made available for other community users and use by schools including planned use for school sports day.
DJK Ingolstadt Under 12 Football Team
Arrangements were put in place for a visit of DJK Ingolstadt Under 12 Football Team from the twin town of Kirkcaldy. DJK Ingolstadt had a long history of football connections previously with Kirkcaldy YMCA but had lapsed over a number of years but were keen to reinvigorate this twinning arrangement through the power of football.
Full preparations were made by the Partnership to present and host this international friendly between Kirkcaldy FC U12 v DJK Ingolstadt U12 at Denfield Park on 9 June 2025. The Provost of Fife agreed to both lead the players onto the park and make players presentations after the match.
Financial Review 2024/2025
The outturn for the year from 1 June 2024 to 31 May 2025 resulted in a surplus of £261(2024 deficit of £3,730). Total receipts for the year were £8,100(2024: £3,150) whilst payments totalled £7,839(2024: £6,880).
The surplus of £261 for the year is represented solely as unrestricted funds (2024: Unrestricted Deficit £3,730).
The receipts of £8,100 were generated by unrestricted grants of £3,000 and partnership club fees of £5,100.
The total payments of £7,839 in year were represented by the running costs of £5,589 and, lease rental of £2,250.
Thae cash and bank balance carried forward as at the year-end is £476 represented by the opening balance brought forward of £215 plus the operating surplus for the year of £261.
Of the carry forward balance of £476 a sum of £152 is restricted in its use with a sum of £324 being an unrestricted fund balance.
The Trustees welcomed with significant thanks the funding awards from the Ore Valley Housing Association of £2,500 and £500 from Kingdom Housing in support of the KCFP SCIO activities.
Reserves Policy
The reserves consist entirely of the cash and bank account where funds are retained towards operating KCFP SCIO. The reserves policy is to works towards a level of unrestricted funding that, at minimum, provides a working capital of £1,000. The Trustees are developing an income policy and fundraising strategy that will enable reckonable reserves move towards sustaining the target sum.

Plans for Future Periods
The Kirkcaldy Community Football Partnership’s vision is to offer the opportunity for football for all but aiming for quality at all levels, attracting and serving both football and social users and providing a sporting facility that the entire local community can benefit from.
In fulfilment of the vision the Trustees of the Kirkcaldy Community Football Partnership SCIO are committed as its next steps are to:

Implement the strategic and development plan that will set out the short , medium and long terms plans that will support the development of a financially sustainable, communityfocused, football hub in Kirkcaldy that will provide a progressive player pathway from grassroots to amateur and higher Scottish Football Association pyramid structure playing levels for males and females in a safe and supportive environment that encourages skill development, fitness, fair play, teamwork and sporting opportunity.

progress the planned infrastructure improvements by upgrading pitchside and training areas and consider options of constructing a 3G synthetic surface to the primary pitch and to the redevelopment of the ash park to a full size 3G pitch subject to Fife Council support, success with the SFA Community Spaces Funding application and other available funding to bridge any funding gap.

Working with partners teams to attain within the next period not only the SFA silver quality mark but the gold quality mark that will provide a benchmark in attracting new partners, teams and clubs.

Develop an income charging policy and fundraising strategy that ensures the generation of sufficient incoming resources aligned with examining cost reduction opportunities to meet the operational costs of the facility.
The Trustees remains determined to generate success in attracting external funds that reflects funders confidence in the KCFP SCIO ability and an increasing reputation in the delivery of quality programmes that meet the ever-increasing needs of the community.

I would like to take this opportunity to thank the entire Board of Trustees, for their continued hard work, desire and passion that each and every one of them puts into the strengthening of the Partnership. Not many people get to see everything that goes on behind the scenes but you have to trust me when I say that all involved do an inordinate amount of work, and as an entire Partnership we should be extremely grateful. There is also significant acknowledgement to those who fulfil other roles outside of the Board of Trustees and in particular those who offer up their time in various volunteering capacities within the Partner clubs. I report on the financial statements of the KCFP SCIO for the year ended 31 May 2025 which are set out on the Pages 12 to 14
Respective responsibilities of trustees and examiner
The KCFP SCIO trustees are responsible for the preparation of the accounts and have been prepared in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006 (as amended). The KCFP SCIO trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. I have discharged my responsibility to examine the accounts under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
I have carried out my examination in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the KCFP SCIO and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the view given by the accounts.

1. Basis of Accounting
These accounts have been prepared on the receipts and payments basis in accordance with the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended)
2. Accounting Reference Period
The statement of accounts reflects the operating period from the 1 June 2024 to 31 May 2025.
3. Nature and Purpose of Funds
Funds, unless restricted in purpose, may be used at the discretion of the Committee of Trustees in furtherance of the objectives of the charity. The Committee of Trustees maintain unrestricted funds for the running of the programme activities.
Restricted funds may only be used for the purposes as prescribed by the donor. During the year the charity received donations and grants toward specific programme activities and have either been utilised in year or retained as restricted funds for future specified use.

5. Trustee Remuneration and Expenses
There was no remuneration and expenses paid to any Trustee during the reporting period to 31 May 2025.
