It was registered in its current legal form on 5 July 2021. It has a two-tier structure. Members have the right to attend members’ meetings, appoint people to serve on the board and take decisions on changes to the constitution. The Board hold regular meetings and generally control the activities of the organisation eg. the Board is responsible for monitoring and controlling the financial position of the organisation. The people serving on the Board are the Charity Trustees. Membership is open to any individual aged 16 or over who support the organisation’s purposes with a particular focus of those living in South Ayrshire. ## **Initial Charity Trustees** The individuals who signed the charity trustee declaration forms which accompanied the application for incorporation of the organisation are deemed to have been appointed by the members as charity trustees with effect from the date of incorporation of the organisation. ## **Appointment of Charity Trustees** At each AGM, the members may elect any member to be a charity trustee. The Board may at any time appoint any member to be a charity trustee. At each AGM, all of the charity trustees shall retire from office- but shall then be eligible for re-election. There must be a minimum of 3 trustees and a maximum of 12. ## **Objectives and Activities** ## **Charitable Purpose** The advancement of citizenship and community development and in furtherance of this using the principles of asset based community development, residents in South Ayrshire will be supported to discover their inner flair, skills and interests and develop this into something meaningful for individuals and communities. Through this residents will – Be better connected into a community Have increased social connectedness Develop support networks Be supported to achieve their aims for their own community Improve health and wellbeing which will allow them to flourish ## **FLAIR (SCIO) SC051097** ## **Activities** FLAIR (SCIO) - Flourishing Lives through Assets, Innovation and Regeneration use Asset Based Community Development (ABCD) principles to be a catalyst and build and strengthen communities that are struggling to do this themselves, particularly due to effects of poverty or rural disadvantage. In Ayr North (an area of high deprivation) we aim to provide space within the community to be utilised by the community as a Hub as well as finding other useful spaces within the area. CPWs can co-ordinate community groups based on the conversations with and the skills, flair and interests of the residents and provide support to people from all walks of life in the community to access the groups and be welcomed in. FLAIR (SCIO) works inclusively in communities. This will be replicated in the villages where the project will have a base in the village halls and a focus on developing and supporting groups to utilise the halls and ensure they become sustainable for the future. CPWs will work in partnership with the community associations that have responsibility for the halls. By building connections within local neighbourhoods and discovering the skills and assets inherent to these communities, local residents will be supported to focus on what is strong in their area rather than what is wrong. Local networks are created between community groups which strengthen communities and empower residents to come together to achieve their aims for the area in which they live. Through a theory of change this will develop social connections, reduce social isolation, develop a sense of belonging for individuals, relieve effects of poverty and improve health and wellbeing. Communities will have the opportunity to develop their own micro-economy. FLAIR (SCIO) is currently operating on a voluntary basis while the board source funding to employ staff and for project running costs. ## **FLAIR (SCIO) SC051097** ## **Achievements and Performance** FLAIR (SCIO) achieved charitable status in July 2021 and since this time the Trustees have been working towards sourcing funding to allow the project to become fully operational with staff. We facilitated a Community Spaces Network which allowed voluntary associations that look after premises in their community ie. Village halls, Community Centres and Community Shops to come together on a regular basis to share information and experience. This initiative has been handed over to South Ayrshire Council to take forward. ## **Financial Review** No funding has been received within the last financial year. ## **FLAIR (SCIO) SC051097** ## **Reserves Policy** No reserves policy has been put in place. **Plans for Future Period** The project has not been successful with funding for staff costs. The Board is considering winding up the charity. This will be done in accordance with the constitution and the Trustees will seek guidance regarding the process. ## **FLAIR (SCIO) SC051097** ## **INDEPENDENT EXAMINER’S REPORT TO THE TRUSTEES OF FLAIR (SCIO)** I report on the accounts for the year ended 31 July 2024. ## **Respective responsibilities of trustees and examiner** The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention. ## **Basis of the independent examiner's report** My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters.
