Objectives & Activities
Roseisle Hall Charity exists to:
Own, manage, and maintain the facility known as Roseisle Hall and its immediate grounds. Organise and deliver a range of community events for residents of Roseisle and surrounding areas.

Appointment of Trustees
Following the planned resignation of the previous Chair in March, two further Trustees stepped down in April. Both of these vacancies, and a long standing vacancy, were filled in the same month. Following the resignation of a Trustee in October the position was filled in November; therefore all Trustee positions have remained filled since April 2025.
Achievements & Performance
Roseisle Hall’s income is generated through the combination of hall lets plus coffee mornings and events organised and run by the Trustees. The Trustees are supported in all endeavours by a reliable team of helpers who undertake everything from baking to repair works and improvements — without their generous donation of time and resources the hall’s expenditure would be far higher and it would be difficult to maintain our momentum.
Similarly, throughout the year the Trustees have been able to rely upon the generosity and goodwill of the community; we have bakers who donate items for our coffee mornings, some on a monthly basis. A team of volunteers mow the considerable area of grass within our grounds and another willing team carries out the gardening maintenance, often aided by other local members of the community, keeping the grounds beautiful for all to enjoy. A few of the hall’s neighbours quietly weed, tidy and remove litter regularly.
Roseisle Hail is an old, prefabricated building which requires regular maintenance. A maintenance team keeps on top of all minor works and can call upon the skills of others in the community when undertaking any larger tasks — amongst many other jobs, this team has cleared fallen trees, fitted sound baffles, repaired a broken fire door, excavated to locate the septic tank, cleared sewerage blockages, treated and painted a neglected porch, and tiled kitchen splashbacks. Without this substantial free work, the hall’s resources would have been severely stretched, the fire door repair alone would have cost in excess of £700.
Hall Improvements & External Funding
Heaters
The Trustees have been successful in securing funding this year for the replacement of the main hall’s 20 year old heaters, through support from Fred. Olsen Renewables and Heldon Community Council, improving warmth and energy efficiency.
WiFi

Full high-speed fibre broadband has been installed through WiFi Scotland and the Rural Broadband Initiative. This ongoing internet service is provided free for the community by WiFi Scotland and is available to all hall users. Sound Baffles
Members of our community were being deterred from attending some of our events due to the excess noise reverberation of the hall. The Trustees have sought to alleviate this by securing and fitting acoustic sound baffles. The purchase of these was funded by Moray Local Action Group through Third Sector Interface Moray (TsiMoray) on condition of the hall meeting the first £1,000 — one example of how our community’s contributions are facilitating the securing of external funds. The Moray Local Action Group grant did not include the installation cost. This was saved by the work being carried out before Christmas by a number of willing and capable volunteers. We are very grateful to them.
Further Improvements
Dehumidifier
As a result of poor insulation in our old building we do have an issue with condensation in the toilet area, a potential safety risk which we have taken action to mitigate through the installation of a dehumidifier.
Grounds Maintenance
Following storm damage, a professional tree survey was commissioned and remedial work completed by volunteers. This included the felling and removal of a seriously damaged elm and some crowded cherries. A local tree surgeon headed this work and will keep a close eye on the remaining trees going forward.
Administration
Since April 2025 ali hall documentation, policies and website have been moved to an online workspace secured by the Trustees and provided free through an application to Google for Nonprofits. The new online workspace is hosted by Google and provides a more robust way for all Trustees to manage, store, archive and delete documentation at no cost.
Policies
All hall policies and procedures have been overhauled and rewritten to be in line with current regulations, relevant and user friendly. All other documentation has been updated; databases cleaned and brought into line with data protection legislation.
Website
As part of the free provision from Google the Trustees have designed and created a new website, Roseislehall.com, which is user friendly, provides our class and event details, our

policies and booking information along with information about the area for locals and visitors.

Social Media
The Facebook group page has been revamped to be more inclusive and allow community chat, this has been very successful, and we now have over one thousand members and a healthy level of engagement.
Community Events & Activities
Roseisle Hall 75" Anniversary
2025 marked the 75th Anniversary of Roseisle Hall, celebrated with a community party and barbeque coinciding with VE Day. This event was paid for through hall funds as a ‘thank you’ for all members and supporters of the hall. The Kinloss Military Wives Choir made this event truly memorable performing a medley of songs, war era and contemporary. The Trustees were delighted to have past office bearers join the celebration and everyone was invited to sign a guest book, which is now a record of the day with many wonderful comments and reminiscences.

A series of speakers entertained us throughout the year with talks ona range of subjects, all of which were well received, and we are most grateful to our contributors:

Bruce Keith - Beneath the Surface: Hidden Bunkers and Tunnels Karen Darke - Hand Biking to Everest Base Camp
Anna Christie - Fyvie Castle Gardens
Other events included quiz nights, a curry night in support of Highland Hospice and a Spanish tapas night.
We also supported Outfit Moray’s Spirit of Adventure Festival, providing the hall free for this popular charity’s event.
Monthly Coffee Mornings
These providea vital social hub for residents and the wider community, plus a regular income. Always popular and well attended, the coffee mornings would not be possible without those who donate baking and/or their time to help. Our raffles are a valuable source of income which are ever supported by all the trustees and substantial donations from our community, both in respect of prize donations and ticket purchases. Over the course of the year these have raised £4389.

The volunteer-run ceilidh group holds five ceilidhs throughout the year, purely as charity fundraising events, with a free event at Hogmanay for club and hall members. This group has donated £655 this year to Breast Cancer Now, Help for Heroes and Roseisle Hail.

Financial Review
Fundraising events, coffee mornings, community talks and quizzes generated income, enabling donations to local and national charities as noted above.
The trustees received an award from Moray Local Action Group through Third Sector Interface Moray (TsiMoray) for sound baffles. Due to an issue with the original providers of the baffles another third party provided the baffles at a better price. This resulted in an underspend of £1621 of the award which currently shows in the accounts but will be repaid in February 2026.
An additional restricted grant totalling £3413 was received from Fred.Olsen Renewables and Heldon Community Council which were used for the installation of new heaters.
Ground improvements included the removal of trees which were damaged during the storms. The purchase of two commemorative benches to mark the 75" anniversary of the hall at a cost of £394 was funded from the 100 club profits.

Reserves Policy
The trustees maintain minimum reserves of £10,000, including £5,000 for essential maintenance and one year’s operating costs (insurance, licenses, electricity, and maintenance).
Plans for Future Periods
We aim to further develop hall usage by community groups, reinforcing our belief that Roseisle Hall is owned by and for the community.

Independent Examiner’s Report
For the Year Ended 31 December 2024
| report on the financial statements of the charity for the year ended 31 December 2025, which are set out on pages 8 to 9.
Respective responsibilities of Trustees and Examiner
The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 (“the 2005 Act”) and the Charities Accounts (Scotland) Regulations 2006 (as amended) (“the 2006 Regulations”). The charity’s trustees consider that the audit requirement of Regulation 10(1)(d) of the 2006 Regulations does not apply. It is my responsibility to examine the accounts as required under section (44)(1}(c) of the 2005 Act and to state whether particular matters have come to my attention.
Basis of Independent Examiner’s Statement
My examination is carried out in accordance with Regulation 11 of the 2006 Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, | do not express an audit opinion on the view given by the accounts.
Independent Examiner’s Statement
In connection with my examination, no matter has come to my attention:-
- which gives me reasonable cause to believe that, in any material respect, the requirements:-
~ to keep accounting records in accordance with section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Regulations, and
~ to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Regulations have not been met, or
