Structure, Management & Govomance
Oxnam Village Hall SCIO is an indeFendent. Scottish Charitable In(xirporated Organisation and
operates under a Constitution. It was registered on 16 May 2019. The consb"tuts"on was updated
at the AGM on 27 August 2024 to allow meetings to be held virtually rf required.
Appointment & Training of Trustees
Charity trustees are appointed al the publrly advertised AGM every year. Places are reserved
for representab.ves of local community groups who use the hall on a regular basis, others are
local residents elected from the communty of benefiL

As set out in the 'Constitution' and 'The Charities Trustee Investrnents {Scotland} Act 2005.

opinions, ft)r recreation. leisure and educational purposes of all kinds with the object of
improving the conditions of life of the said inhabitants.
b) To promote citizenship and community development in the area of benefit deffin￿ aEK)ve.
Main A¢tivities in Relation to the Charitable Purposes
The main activtties are the managerTEnt and maintenance of Oxnam Village Hall foi the benefit
of local voluntary groups atKJ indiwduals, who are able to hire r( at low cost,. also, the
organisatbon of communrty events aThJ activibes for the benefft of local people.

Achievements & Perfomiance
Regular activities run by various local communty groups during the year have included Oxnam
Valley Voices community choir, Oxnam Water Community Council, Oxnam Kirk. Library Café,
Film Nights. Oxnam Water Ladies (OWLS) and Oxnam Quilters. The Hall continues as the
Polling Station for the Oxnam community and as the Emergency Centre. A new weekly
Burtesque Dan￿ Class was started and has continued successfully throughout the year.
A weekly Youth Drama Group was also held, culminating in a perfonnance for parents and
families before Chrislmas. The Hall website and Fa￿book page are regulady updated.
In common with all village halls. have to
run fund raising events to supplement the
income received from hall bookings by
groups and individuals. During the year we
have pul on three events which have been
well supported and contributed much
needed money to hall funds. The first of
these was a popular Bingo Night in
October. In November we held a concert by
the highly talented duo, Morag Brown and
Lewis Powell Reid which was a great
Stjccess l)oth musically and financially.
These were followed by a very well
attended Ceilidh with music from the
Borders Fiddle Group and their ex￿lIent
caller Magnus in March.
Our solar and battery storage systems have helped reduce our running (x)sls by allowing us to
generate, store and use more of our owri electrtcity. Additional battery storage for which we had
obtained fvnding, as referred to in last year's report, was installed during the current financial
year. Whilsl this will (x)ntribute to keeping the hall running costs down, our regular monitoring
identified some technical issues which have required work by the installers to improve their
performance. Furlher work is still required to optimise their use and is being pursued with Ihe
installers and manufacturers.

We have actively pursued, wth the support of our local MP and MSP, the installation of a smart
meter so that we could benefit from export payments for excess electricity generated by our
solar PV panels. Whist initial attempts to get it to connect to our supplier were not SUC￿SSfUl we
were able to persuade Oclopus to accept manual readings, thanks largely to the persistence of
our Treasurer. I'm pleased to report that we are now on trial of a wi-fi meter hub, so we now
have a fully functioning smart meter. This will make it easier to manage the exporl payments
generaled, which are a valuable financial addition to our income.
Our new aIr-sour￿ heating system has been in operation all year and has greatly contributed to
a more pleasant and wanner environment in the hall. whilst also helping to reduce c()sts
compared to the old radiant panel heating.
Whilst a considerable amount of work had
been done to improve the hall for users it
was fell that the exterior needed attention to
bring it up to a suitable standard. As a result
we had the exterior walls redecorated and
the large accumulation of moss on the north
facing roof cleared by utilising around £3600
of our reseNes. This has greatly improved
the appearance and should protect the
building tabric for many years to cA)me.
If ilPIPIII-
We have an aging community and increasingly our users are
finding it beyond them to get out or put away our tsbles due to
their weight and size. Oxnam Water Ladies, one of our regular
user groups, have kindly offered to tx)ntribute towards smaller,
lighter tables thal will be easier for all users to handle. We are
awaiting the outcome of an application to Scottish Borders
NeightK)urh(K)d Support Fund for fvnding support which will
hopefully allow us to priyJress this for the benefit of the local
community.
It is good to te welcoming a new. and young, member to our
Board of Trustees. who will help us better represenl the local
community's needs going fo￿ard. Finally, I must express my thanks for all the excellent work
put in by the Trustees (and other volunteers) towards the hall improvements and all the many
fund raising and other tasks required to keep a community asset like this operational.

Financial Review & Reserves Policy
We made a planned deficf( on the year of£5.0￿.51 represented largely by sFEnding from our
reserves on maintenance, repairs and minor improvements to finish off the impn)vement works
caffied out kst year. The Iwo most signtficant elements were the blocking up of an unused rear
entrance, finished with ne4Y render {helping to redu￿ heat lossl, and Ihe full exterior
redecoration of the Hall. We generated Hall hire income of £2,725 and received wth thanks a
number of donations tolalling £315. We organised the installation of three additional batteries for
our renewable ene￿Y system and received the balan￿ of the 1 OOQ/o grant funding for this
improvement1£2,417.411. which was awarded in the last financial year.
Total funds held at 30 June 2026 were £10.572.22.
Our Reserves Policy states that. The rrK)nies starKling to the credit of the Account shall be
applied as the Commtttee decide in repaiting and insuring Ihe Trust subjects or the fiJrniture and
effects Iherein, together with the running (x)sts. The Committee shall aim to build up a reserve of
£10,000 for maintenance of the property as a whole.
Nature & Purpose of Funds
All ftjnds raised through hire of the Hall a￿ used for the management and maintenance of the
property.
Remuneration to Charity Trustses
No chaTty trustees or persons cOnn￿d to a trustee receivay any remuneration. No charity
ITUStees received any exFknses during the t￿riOd.

Respective Responsibilities of Trustee & Examiner
The charity's trust*s are resFM)nsible for the preparatton of the accounts in accory1an￿ with the
terms of the Charities and Trustee Investment Iscotlandl 2C(J5 Acl and the Charities Accounts
{Scollandl Regulations 2006. The charity trustees consider thal the audit requirement of
Regulation 10111 Id) of the Accounts Regulations does not apply. It is my responsibility lo
examine the accounts as required under section 44(1 } Ic) ot theAct and to state bthether
particular matters have corre lo my attention.
Basis of Independent Examinerfs Statement
My examinats.on is carried out in accordan￿ wth Regulation 11 of the Charities Accounts
Iscodandl Regulations 21￿. An examination includes a rewew of the accounting records kept
by the charity and a comparison of the accounts presented with those records. It also includes
consideralton of any unusual rtems or disclosures in the accounts and seeks explanations trom
the trustees conceming any such matters. The pr(￿edureS undertaken do not provide all the
