Background
It has now been 5 years, since 2017 when WDC (West Dunbartonshire Council) proposed the build of a new hall and £675,000 was ringfenced for this project. This was on the condition that public volunteers could demonstrate that they could meet the criteria in proving they could manage, maintain and be responsible for the running of the new hall under the provisions of The Community Empowerment (Scotland) Act.
Achievements
So far, the Trustees have been successful in the following:

Becoming a Registered Charity Registered on 18[th] July 2018

Approval of Asset Transfer by WDC on 15[th] May 2019

Funding obtained.

Planning Permission approved 18[th] June 2021.

Building Warrant Stage I submitted.

Operational policies developed

Approval of initial Budget
Covid-19 Pandemic
The Covid Pandemic set us back considerably as our project was on the back burner, although the Trustees used this time in developing our policies and in setting up a strategy for Funding.
Architectural Progression
Having achieved Planning Permission for the build of a new hall WDC Architect, Janet Cameron, continues with matters on site arranging surveys and interacting with the Structural Engineer and the Quantity Surveyor and other professionals. Additional members were added to the Architectural Team, namely, Landscape Architect and a Coordinator responsible for overseeing that all work is carried out to specification, also in compiling a detailed operation manual.
Approval of Budget
Initially our budget approval was due to be submitted for approval by Council in December 2021, however this was then put back until March 2022 when, disappointingly, it was decided to defer this decision until after Council Elections when the incoming Council would make a decision.
Finally, the decision for approval of funds was granted on August 2022.
{2) Current Situation The initial funding has been approved and Planning Pernlission granted and the Building Warrant is in progress. on the Building Warrant is complete. we should be ready to put out to tends. Additional funding has still to be obtained for the remaining buil(fJng costs of the hall and we are working hard with VIDC to obtain further funds This is not helped by the current finanaal situation and with the strain on the Council's situation in having to Iriake cuts irw public funding and there beiii g a current oversnd. However. we have worked through this proieLt with determlnation and enthu5ia5m and have encountered many setbacks and with the supp*Nt of C04TÈmunity are confident that we will achieve out goal. The surrounding three high storey flats, houslng 185 families and the town artd surroundiw areas in Dumbarton are in much need of this facility as they are sadly lacking in community engagement and this would allthv people to congregate and enjoy the facilitles suth 35 a cafe. a community h-11 whith could provlde. sport& parties. functions entertainment d educational needs and SUPPGrt in these thfficult tlmes.
