The Trustees present their annual report and accounts for Oxgangs Community Church for the year to 30 June 2025.
STRUCTURE GOVERNANCE AND MANAGEMENT
Structure and Governing Document
Oxgangs Community Church was registered as a charity on 18 June 2018 in the form of a Scottish Charitable Incorporated Organisation with the charity number SC048461. Oxgangs Community Church is governed by a constitution which clearly sets out its purposes and how the Charity is to be administered by the Trustees.
Trustees
The Trustees who served from incorporation and throughout the period are noted on page 1. The Trustees are responsible for the governance, supervision and defining the strategy and objectives of Oxgangs Community Church. The Trustees also have principal responsibility for finance, fundraising, policies and procedures, risk management and contractual obligations. The Trustees engage regularly to fulfil their duties.
The Constitution permits the appointment of up to 7 Trustees and requires a minimum of 3 Trustees. At the year-end and throughout the period, 6 Trustees held office.
Trustees come from a variety of backgrounds and experience with the expectation that they will evidence their commitment Oxgangs Community Church through setting aside sufficient time to participate in regular Trustees meetings in the use of the skills for the benefit of the Charity. The appointment of new Trustees is the responsibility of the existing Trustees.
Risk Management
The Trustees have examined the major strategic and operational risks which Oxgangs Community Church faces and confirm that adequate systems and controls are in place to mitigate such risks. Matters relating to risk management are addressed at meetings of the Trustees and local Leadership.
Aims
We believe that God loves Oxgangs and all the people that live there. There are already so many great things we love about our community, but we also know that we have a part to play in seeing Oxgangs flourish. As a church we exist to call Oxgangsto life.
That means that we want to celebrate all that is good but also continually call ourselves and others to live lives of freedom, purpose and hope. We believe this happens only when we come into a relationship with our creator and understand the bigger story we are part of. That's why we want to be a community where people can belong, where they can seek and find Jesus and grow in all of their God-given potential.
We are a church of different ages, backgrounds, and life experiences but there are some things that we have in common that make us who we are. These are the things that matter most to us:
Local generosity - Oxgangs is our home, and we want to serve this community. Inclusive family - Everyone is invited to belong, and everyone has a unique part to play. Jesus-centred - It’s all about Jesus and we want to follow Him with our lives. Spirit-led - We want to be led by the Spirit and learn to hear and trust in Him. Outward-facing - We want to share the hope that we have with others.
The charitable purposes of Oxgangs Community Church as set out in the Constitution and are

ACHIEVEMENTS AND PERFORMANCE FOR THE PERIOD ENDED 30 June 2025
Introduction and History of Oxgangs Community Church
In 2009 a team from Central Church in the centre of Edinburgh began doing some youth work in Oxgangs. Over the years a number of the people involved moved into the community. Through this the opportunity opened up to begin a mentoring programme in partnership with the local schools. Initially known as Aspire, those who were involved in the mentoring or lived locally began to meet together to share and pray together.
In the years that followed Aspire enjoyed close links with Oxgangs Neighbourhood Centre and increasing numbers of people from Central moved into the area to be involved. God opened up doors and the Hub youth group began in partnership with St John’s Colinton Mains church, the football team began in partnership with AC Oxgangs and lots of local families gathered around a regular Messy Church. Throughout this time there was an ongoing gathering point for food, prayer and worship which met in local homes, hired spaces and even the function suite at the Good Companion pub.
In 2016 the leadership team with the backing of the leaders at Central made the decision to plant a new church with a clear vision to be a community church for local people in the Oxgangs area. A team from Central Church was commissioned in May 2016 and Oxgangs Community Church was born. Although OCC is a new and separate church there is still an ongoing partnership between Central and OCC.
Over time the activities and locations have changed but underneath there is still the same passion to see Jesus at work in the lives of local people in Oxgangs.
Activities in this reporting period
2024-25 has seen a significant leadership transition in the life of the church.RE the founding pastor of the church has moved on from his role and this brings to an end more than ten years of his ministry in Oxgangs. This is a big shift for OCC and comes at the end of a fruitful year of ministry.
Across the year there has been growth in many areas of church life. We had seasonal events for the community at various points through the year and continue to make new connections in the wider Oxgangs community. At Christmas and at Easter we celebrated a number of baptisms and it was a great joy and privilege to celebrate new Christians committing their lives to Jesus. As in previous years there has been a growth in church attendance and at every member meeting we welcomed new members joining the church.
We have also identified and nurtured new leadership. Lots of people were trained through a First Sunday prophesy course and this was followed up by a churchwide focus on the gifts of the Spirit which was explored in Sunday teaching and small groups. It was great to see people growing in their knowledge and expression ofthese gifts and this is something that as a church we want to continue to pursue. There was also a group that participated in a preaching course and several new preachers have begun to regularly speak. Part of the preparations for Keparture has included the creation of[a][Sunday] team to oversee Sunday gatherings.

The Hub continues to provide a home for the local witness and mission of the church as well as providing a space for the advancement of community development in Oxgangs. The Soul Food meals continue to provide a good meal, belonging and support to local people, especially those who are marginalised or isolated. There are also support groups operating from the Hub serving a broad range of people in the local area. This past year the Hub has hosted a regular breastfeeding support group and gamblers anonymous group as well as the ongoing provision of one-to-one support for those facing addiction or those who have experienced childhood sexual abuse. The Hub is also home to interest groups — from gardeners to board gamers — that create belonging for a wide variety of individuals.
The development and future provision of the Hub has been significantly bolstered by significant funding secured this year. From internal giving, funding has been secured to employ a community worker to operate from the Hub and at year end this role has been created but not yet filled. The running costs of the Hub have also been supported by external funding and rental costs for the shop space have been secured until 2027. This work is in a healthy and exciting place and will be capably led by a Hub team who will take on the managing of the day-to-day operations. With the employment of the community outreach worker, the Hub is primed for growth anda strong future.
The end of the year was an opportunity to mark the departure ofRe: celebrate all that God has done through the life of OCC since it’s beginning.
Financial Review
In the period reported in these accounts, unrestricted income amounted to £52,605 (2024 £55,603) Unrestricted charitable expenditure of £46,753 (2024 £55,792) was incurred resulting in an overall unrestricted surplus for the period of £5,852 (2024: Deficit £189).
Restricted income was received during the period for (2) (2024: 2) projects amou nting to £89,653 (2024: £19,702), and £29,016 (2024: £20,349) was spent which together with funds brought forward leaves £86,866 (2024: £26,029) restricted funds held at the end of the period.
Reserves Policy
The Trustees have set a Reserves Policy to hold funds for three months of unrestricted expenditure. Unrestricted Reserves of £16,624 (2024: £10,772) were held at the end of this year which is £4,936 (2024: £3,176 less) better than this goal. Restricted funds of £86,666 (2024: £29,029) will continue to be used for the purposes specified. Combined these funds totalled £103,290 (2024: £36,802) held at 30 June 2025.

Plans for future period
The year ahead is significantly impacted by the vacancy both ofa minister and the community outreach worker post. The trustees of the charity have suggested the following pathway as next steps in this journey:
e A season of prayer A time for the church to pray together and listen to the Holy Spirit.
e Planning for ministry during vacancy
Teams have already been put in place to oversee various areas of church life and this is an opportunity for people to step into leadership in new ways and grow in this inevitable time of stretch.
e Creating a profile for the church and next season of ministry A chance for the church together to express their hopes for the future and priorities for the next chapter of ministry.
e Recruitment
The chance to consider candidates and discern who God is calling to take on the role as minister of the church and also the community outreach worker role.
Despite this transitional time, it is still our expectation that God will be working and that the church will continue to pursue a collective devotion to Jesus, a mutual support and love for one another, and a shared mission to reach out to the community of Oxgangs.

Independent Examiner's Report to the Trustees of Oxgangs Community Church

Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).
The charities trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have some to my attention.
Basis of independent examiner's statement
My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review ofthe accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.

In the course of my examination, no matter has come to my attention (other than disclosed below)
- which gives me reasonable causes to believe that in any material respect the requirements: to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations

1 Accounting Policies Basis of Accounting
- e The accounts have been prepared on receipts and payments basis in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).

Nature and purpose of funds e Unrestricted Funds are those that may be used at the discretion of the trustees in furtherance of the objects of the charity. The trustees maintain a single unrestricted fund for the day to day running of the organisation.

e Restricted Funds may only be used for specific purposes. Restrictions arise when specified by the donor or when funds are raised for specific purposes. During the year, the SCIO held or received grants restricted for the following purposes:

a) Soul Food Fund — to fund regular lunches open to the local community where we can show hospitality and kindness to our neighbours

b) New Mission work- a fund for any new missional work (any group or project within its first few years) and fund one-off community events / projects

c) Community Event is a fund for a local community event arranged by several community groups

d) Shop Rent is a donation received to pay three year’s rent on a shop the Trustees entered into in the local area after the year end.

e) Community Hub Fund - is a fund of donations given towards refurbishment and running costs of the Community Hub shop.

f) Community Worker Fund — donations received to fund staff working in the Community.

- e Donations, legacies and similar incoming resources are included in the year in which they are received. No legacies were received during the period covered in these accounts. The charity benefitted from the accumulated funds generated by the organisation prior to becoming a charity.
