Objectives and activities

The BCSC was formed as a voluntary, non-profit organisation with the aim of promoting and organising children's sports and activities in the local community. The BCSC plays a key part in the local community, encouraging grassroots activity in sports and helping the community stay fit and healthy. BCSC carries out the following roles:

During the period under review, the BCSC awarded £10,146 in sports funding to the local community, compared to only £2500 last year. Children who benefit from the awards range from toddlers right up to senior school level. The types of sports funded included, swimming, table tennis, athletics, hockey, netball, tennis, outdoor camping and yoga. Preference is given to funding for equipment and coaching fees. As well as individuals receiving awards, funding goes towards local groups where the benefit is spread across a wider number of people. During the period under review for example, groups supported included Blackhall Athletic Club, Blackhall School Netball team, Blackhall Football team. This year we made a special $5k award to the Blackhall primary school for the sports pitch/playground area.

Every year the BCSC open an awards application process whereby local sports groups and individuals can apply for funding for their chosen sport. Awards are given to help with the costs of equipment, coaching, membership fees. Most years, the BCSC receives requests totalling around £3,000 (although this can vary). BCSC advertise the awards process through the school email portal, Social Media, communications to local clubs, BCSC events and word of mouth.

Structure, Governance, and Management

Type of governing document:

The BCSC is governed by its Constitution.

The BCSC is a committee of approximately 16 local volunteers. Each committee member serves on the BCSC for a maximum of two consecutive years and the committee recruits on a 12-month rolling basis. Members in their second year of membership are known as Senior Members, and those in their first year known as Junior Members. Junior Members are responsible for the recruitment of new members for the following year to replace the outgoing Senior Members. Due to covid it was agreed that senior members would stay on for one further year.

The Office Bearers of the BCSC comprise a Chairperson, Secretary and Treasurer. Only Senior Members are eligible to hold office. The committee is led by the Chairperson, who is supported by the Treasurer, Secretary, and the other Senior Members. Junior Members 'shadow' Senior Members during their first year, following which, they would assume Senior Membership and train the newly appointed Junior Members.

The committee would divide into sub-committees to organise and lead each BCSC event. However, the whole committee would be available to staff events and draw upon for ideas, experience and skills when required, and meet approximately every six weeks. A sub-committee is also appointed to take decisions on the annual funding awards.

Trustee recruitment and appointment

The BCSC seeks to have four Trustees serving in each financial year, made up of two Senior Members and two Junior Members. Two Trustees are appointed at each BCSC Annual General Meeting, to replace the outgoing (resigning) Senior Members.

Trustees are appointed at the discretion of the BCSC Senior Members. No external organisations are employed to appoint Trustees.

Achievements and performance

• The BCSC were delighted to award the sum of £10,146 in sports funding to local groups, clubs, and individuals to assist with the costs of sports equipment, coaching, training and membership fees. Preference was made to groups and clubs to spread the benefit across as many children as possible.

• The BCSC sports funding awards will assist with supporting local children of all ages to participate in sports, from 'taster sessions' to equipment for regional/national championships.

Financial review

We had a strong start to the year and strong end with The Ceilidh and Sports day together earned over £17,000.

The cash position is very strong with £27,282.57 of cash in the current account as of 30 August 2024, and another £10,0019.87 in a Savings account. This is more than sufficient funds required to be retained under the BCSC's reserve policy. There maybe one more sports award to be paid out for the Royal High Rugby tour but this will be confirmed later in the year.

The only asset of BCSC is cash at bank, as above. BCSC did not have any short- or long-term borrowing as at 30[th] August 2024 or throughout the period under review.

Statement of the charity's policy on reserves

The BCSC decide the amount of funds available for eligible projects in each financial year. The available funds are to be calculated as follows:

As at 31st January there shall be retained in the Sports Committee's account a sum equal to –

a) the highest amount of any excess payable on any policy of insurance obtained by the Sports Committee for the most recent calendar year in which a sports day was held (£250);

b) the cost of such most recent calendar year’s insurance premiums plus an additional 10% of such cost (Est £800, 2023-24 cost £725+10%);

c) an amount to be decided at the discretion of the Sports Committee for the purpose of providing for an operating float (£5,000);

d) an amount to be decided at the discretion of the Sports Committee for the purpose of meeting the cost of hosting the first community event of the following financial year (Celidh est. £4,050); and

e) the cost of staging the most recent sports day (£8,400).

The cost of the annual Sports Day in 2024 was £8,400, The funds to be retained for next year should therefore equal no less than £18,500. As at 30 August 2024, BCSC had £27,282.57 of cash in the current account as of 30 August 2024, and another £10,0019.87 in a Savings account

The BCSC Annual Funding Awards are made using available funds. Should there be less than the above amount then a Sports Award donation can be made subject to a maximum of £500

Future plans

The BCSC committee will be working hard to organise further fundraising events. As always, the committee members will strive to fully engage with local community and raise the BCSC profile. This in turn should encourage continued sports award applications.

The charity’s trustees are responsible for the preparation of the accounts in accordance
with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the
Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees
consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations
does not apply. It is my responsibility to examine the accounts as required under section
44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent
examiner’s statement
My examination is carried out in accordance with Regulation 11 of the 2006 Accounts
Regulations. An examination includes a review of the accounting records kept by the
charity and a comparison of the accounts presented with those records. It also includes
consideration of any unusual items or disclosures in the accounts and seeks
explanations from the trustees concerning any such matters. The procedures undertaken
do not provide all the evidence that would be required in an audit and, consequently, I do
not express an audit opinion on the view given by the accounts.
