OBJECTIVES AND ACTIVITIES
Cycling Without Age ICWA} is a movemenl started in Denmork in 2012. At the time of wriling,
the movement hos since grown to become internalional, with over 3,5(J) "chapter5" in 41
countries. The movement's guiding principles are:
Generosity- Cycling Wilhout Age is b05ed on generosify and kindness.11 starts with the
obvious generous act of taking one or Iwo oldef or less-oble people out on a bike
ride.11'5 a Simple act thol m05t people can do.
Slowness.. Slowne55 cyllows you to sense the environmenl, be present in the moment
ond it allows people you meet along the way to be cutlous and gain kr)owledge
about Cycling Wilhoul Age because you make time to slop and talk.
storytelling- Older people have so mony 5toiies that will be forgotten if we don't reach
out ond listen lo them. We tell stories, we listen to slories on the bike and we also
documenl Ihe slories when we share them via word of mouth and on Social media.
Relotionship5-. Cycling Without Age is about creating a multilude of new relationships:
belween generations. among older people, between Pilots and possengers, nursing
home employees and family members. Relolionship5 build trust, hoppiness and quality
of life.
Wilhout Age= Life does not end when you lurn 75. Life unfolds al all ages, young and
old. and can be thrilling, lun, sad, beautilul and meoningful. Cycling Without Age is
obout lelting people age in o posilive context - fully aware of Ihe opporlunilie5 Ihat
lie ahead when inleracling in their local commvnity.
Cycling Without Age Scotland, a "Country Chapler" of Cycling Wilhout Age, is a Scottish
Charitable Incorporated Organisotion1SCIOI which was constiluled on 9 February 2018.
ACHIEVEMENTS AND PERFORMANCE
Wilh continuing support from the Scottish Government, through Aclive Scotland and
Transport Scotland combined (albeit wth reduced funding from Transport Scollandl, we
embarked on the seventh year of operation of Cycling Without Age Scotlond (CWASI. It
proved to be another extremely productive and successful year, spreading our aclivity
further across Scotlond and with a signilicanl increase in porlicipotion. both by passengers
and volunleer5.
We reported losl year thal the feedback from o large number of our c.1,2(K) Pilots Ivolunteer
Trishaw riders) reinforced our realisation that the benefits of our activily ore nol limited to
passengers. which was the locus in our earfy days. The Pilols also benefit substanlially in lerms
of sociol interaction, camaroderie, physical activity ané the fulfilment from supporting others.
Thal CWAS provide5 an invaluable health and wellbeing benelil 10 50 many people in
multiple seclors wtthin our communities 15 cleady recogni5ed by all in government who know
ol us.
CWAS slarted wilh five Trishaws in one branch in Falkirk. Today. our 1,200+ volunteer Pilots,
supported by C.1,5￿ other volunteer Co-Pilots, Co-Passengers, administrators and fundraisers
are operating 140 Trishaws and 8 Wheelchair Transporters in 87 Chaplers Ibranchesl in 28 of
Scotland's 32 local authorilies. Our ever growing volunteer base includes PiSots from oll
geneiotions. Around 35To are in their 50s, c. 50% ore in their 60s and 70s and there are Pilots in
their 80s. More than 60% of our Pilols are women, many of whom have nol underloken
physical exercise for many yeors.

Our annual funding from Active Scotlond has remained constant al £150,000. However, last
year Transport Scotland decreosed ils funding from what had been a 'standard' annual
£150,CYJO lo £135,000 and this year to £1 00,000, to be administered by Polhs For All. As we
reported last yeor, Ihis hos mostly impacted our development of sites within our TRIIP (Trishaw
Rides in Iconic Place51 programme as we do not hove the human resources required for the
expansion we would like ond 15 undoubtedly merited. As our TRIIP programme enhances
Scotland's accessible tourism and Iherefore its reputalion ond local and national economies,
this limilation is disappointing. The opening of our Helix Hub in Helix Park in April this year
demonstrated just what an impact our TRIIP programme con have.
With funding received from Ihe Community Schoo15 2008 Chority, administered by
Foundation Scotland, we were able lo build o bespoke eye-catching chalet at the entrance
to Helix Park. From there. we ore able lo serve o large number of local care facilities for
whose residents a Irip to the 5-acre park. home of course lo the magnificent Kelpies. is a ITue
highlight. Many of those residents have become regular visilors. As importantly as our care
facility beneficiaries, however, we can enoble hundreds of visitors lo access the park,. ￿lthou1
CWAS, Trishaw Iranspoit, they simply could not do so. Not only has the response to the Helix
Hub's service been overwhelmingly posilive but a community of volunleer Pilots hos grown -
a real club - and visitors lolk glowingly of the "tetrific buzz" they get there. What made the
opening of the Helix Hub on 29.4.24 even more special was that if was carried out by Andy
Scoti, the sculplor who crealed Ihe Kelpies. He even sketched a large mural of Duke ond
Boron Ithe Kelpies) on the interior back wall ol the hub which is unique ond very special.
We had been successful in a funding bid to NLCF Awards F(Y All which covered 50% of the
solarylcosts of a Helix Hub Co-ordinator ond we had appoinfed Marion Rodenburg lo the
post in Morch 2024. Maryon was olreody a volunteer for CWAS Clackmannanshire. Her skills.
enthusiasm and commitment have been a major factor in the success of the Helix Hub and
She achieved both Bronze and Silver level Velotech cycle mechonics certification over
November and December 2024 to equip her wtth odditionol skills lo ensure that the Helix Hub
can function at full capacity at all times.
TRIIP hub developmenls are under way in Dundee Waterfronl,. Glasgow Bolanic Gardens; the
Riverside Museum of Transport in Glasgow (to access Clydeside and the newly opened
active travel bridge thal now links Partick lo Govan from Ihe museum's location): and
Holyrood Park. Edinburgh, and there are numerous other options thal we ore considering. For
reasons stated above, pace of progress on these first lour hos been reduced but we are
determined Ihat at leasl two will be up and running next year.
Meanwhile the development of non-TRIIP Chaplers around the covnfry has continued at an
extremely heallhy pace. During this yeor we conducted inlroductory sessions at locations
around the country, including Eyemoulh Iseothechange Commvnily Group) which
accelerated quickly towards launch,. Forres 15ed by a local Rotary Clubl.. Albany Court
(Denny).. Kelso,. Pollok Park la potenlial Glasgow Life partnership).. Insch community groLJPS;
Turriff Academy; Manor Gronge Care Home Corstorphine., and St. John's Hospilal Livingston
lan important development as this is potentially our firsl NHS Chapter).
Also during the year. the official launches took ploce of our Chopters in Levengrove Pafk

CWAS now delivers C.32,(￿ rides annually across the country, enriching and enhancing the
lives both of at least 45,000 passengers each year and Ihe also 1,200+ volunleer Pilots.

However. the support offered by CWAS HQ exlends well beyond fundraising. The main
requirement by the Scoltlsh Government when in 2017 it asked our CU￿ent CEO,
to devise a progiamme to roll-out this activity ocross Scolland was that il 51iould be ali
"assured" project, in porticular operating consislently everywhere ol the highest possible level
of safety. We have always delivered that and conlinue lo do so.

in this year we introduced "Train Togelher" a series of occosions when new volunteers from
any port of the country would corne fo an official training session, rather than us go to them.
Four such sessions happened in this yeor at our Helix Hub in Falkirk and were hugely
Successful. with some 33 volunteers altending. Apart from undeilaking the Ihorough Iraining,
participants meet volunteers from olher parts of the counlry and Ihe benefit ot camaraderie
and learning fromlinspiting each other is substantial. These "Train Together occasions also
include 'Train the Trainer sessions when a represenlolive of a Chapter can train to become
a Iiainef in Iheif own righl. This Iuflher dishibules the workload.
Parlicipanls are provided with comprehensive information before altending Ihe sessions.

"Move More" piogramme which enooles Pilots to encouTaqe and direct passengers during
Trishaw rides to move and stretch. This can be as simple os helping the Pilot to indicate turns
with arm signals or pulling on their own seat belts. Feedback from care facilily stall is thol Ihi5
can be invaluoble in encouraging older people who moy not norrnally be inclined to do
useful stretches etc. to do so. as they are molivaled by porlicipoling in the rlde.
We olso put in place and mointain insLKance for every volunteer and every Trishaw operating
under the CWAS banner anywhere in Scolland - and we provide every Chapter wilh ongoing
advice on every aspecl ol ils operalions, from publicity and marketing (including assistance
with Social media and any/all design requirements for publicilyl lo route assessments and
guides and pro-forma templole5 for administrative lasks.
Cnjciolly importantly, we olso provide unrivolled technical support, Every CWAS Trishaw
receives an annval technical inspeclion and any resulting maintenance need is met, More
Ihon l(K) onnuol inspections weip carried out this year. This repiesenls a substantial worklood,
yet it 15 ochieved. mainly b

2025-26. spread across Scotlond, so that wothload is going to increase. However, at least one
CWA5 Ambassador hos now achieved Velolech quolification and 15 therefore able to 05sisI in
corrying out some of these in5peclions: Ihot assislonce is proving involuable. In addilion to
those predicled lechnical requirements, there have been more than 60 call-out5 in the year-
15 in May 2024 alone - ronging from dealing with damaged wheels to boltery ￿SueS. All are
deall with promptly and. il limescale indicates the necessity. Ihe Chapler wll be lent a
Tiishow whilst its own is in for repair.
The training and technicol support aspects are just two examples of why Cycling Without
Iland is not just considered o iole model by Chapters in the other 40 covntries within
the global Cycling Without Age organisation headquartered in Denmark, bul is also Ihe envy
ol Ihose chapters. Whal CWAS has and does is unique. No othef country has on over-arching
umbrella organisallon to supporl and serve its Chapter5 and no other Country Chapter
receives central government funding. Though she has a first class team around her, the
success to dale of CWAS, and its ongoing
olentiol, musl be altiibuted to the vision, energy,
strategic skills and commitment of Ihe CEO

RideGlasgow Free Cycle event19.6.241.

arld buildings of Glasgow in Ihe June sunshine alongside thousands of other cyclisls - tiny lols,
teenager5 and odults on bikes of all shapes and sizes. Many of our passengers hadn't been
inlo the city centre for yeats and the sighls and sounds triggered special memoiies and funny
stories which were enjoyed by everyone. In mariy ways. Ihis event encapsuloled the "CWAS
spirit" bringing logether fovr Trishaws, one CWAS staff member, nine volunleers, four care
homes, eight care home staff, fourteen residents {including 0 96 year old) and Iwo family
members.. enhancing and enriching everyone's life.
On 14th ond I Slh March 2025. we were back in action of the Kelpies for the SvperNova SK
Tun. this time as 'back leaders, or 'scoopers' for Ihose who may not be oble to finish or were
injured en route elc. We were cleoriy very useful. il was enormous fun for oll Ihe CWAS
volunteers involved and mighl leod to us becoming affiliated 'scoopers' ot olher Scotlish
Supemovo events, e.g. Forth Road BFidge, Edinburgh Marathon, Glasgow, Dundee elc.
Through this Ihere is potential for us to become an affilialed chority for sponsorship5 of
runners.
Howevet, never losing sight of the fact Ihal we are 100% a gfassroots organisalion, every
event is important to us - no mollei whal the scole- ond we know how important any event
is lo Ihe Chapter or group. Some examples Ihis year include supporling Grangemouth Glitter
Team in its enlry into KSB (Keep Scollond Beautiful} nalional conlest 11.8.241 and newly
developed Lorg5 Chcpler at the Largs Viking Festival 11.9.241, os well as William Simpson's
Christmas Lights switch-on event122.11.241 and the YPI Awards at Lenae Academy which
had won £3,IK)O for CWAS128.8.241. CWAS Chapters 0150 Participated in several parts of the

Partnerships are extiemety important lo CWAS and this year we both progressed and
slrenglhened existing ones and initialed new ones. The firsl cotegory included working
closely again with Visit Scotland, thi5 time on whot the new Helix Hub will offer: great publicity
for CWAS which reflects our contribution lo the counlry's accessible toutism. In the context ol
new portnerships, we have also been working with Glasgow Life to establish connections with
local cycling groups and other Service providers for CWAS, developmenl in the city in 2025;
existing cycli5t5 of course represenl a polentiolly rich supply of new Pilots.

i.e. how partnering and
supporling us wll strengthen another organisalion's demonstralion of offering sociol volve.
This can be purely cynical bul we are extremely careful that those orgonisalions with whom
we do consider partnership are genuine in Iheir commitment to pioviding social value. The
reciprocal benelit to us is that those organisolion5 may open doors to which we don't hove
access ond/or help us in challenges we are undertaking anway

share tips and advice.
We remain os active as we can be on HQ'S social media and with our video outputs but
humon resources. lime and budget remain chollenges. However, wherever we Can. we
maintain and promote our presence. We were especially pleased with the substantial and
excellent video Series we created fo celebrole Active Scotlond's 'Scoltish Women and Girls
in Spoft Week 2024, from September 30th to October 6th 2024. Trls was seven films under the
banner of 'Seven Days
Seven Women - Seven Generations, which demonslraled how
CWAS can be hugely beneficial lo women in each of the seven generolions. Our video of

A major development ir) the coming year wll be our adopfion of CWAS" Ipronounced
'Seewoss'I as the principal element in branding. This is piimorily to overcome the
cumbersome nalure of Cycling Without Age Scolland" both in written ond spoken
communications, especialty when repeated in o senlence or paragraph. As with all re-
branding, it will lake time to bed in and our approach will be subtle and incremental. We
decided thal, as soon os possible, we will attempt to acquire the domain "cwas.org and
then launch a new web51te on it.
We ore extremely confidenl in our govemance. As Tru51ees. we ure kept fully informed on
any mollers that arise that might concern u5 and our quortedy Board me&ting5 are open and
constructive. The Board papers that we receive are clear and informative - in particulor a
"Chapters by Local Authorities" chart which was introduced this year and is extremely helpful
in moniloring the complex developmental progress of Chapters around the country. We will
be updoting both our Safeguarding and EDI policies and a review of all policie5 lokes place
anyway towards the end of each financiol year. We are anticipating Ihal a new Trustee,
Alison Neilson, will be joining the Board Ilater: this has been confirmed). Changes in Charity
Law hove been discussed fully and the changes required by OSCR will be made during 2025.
A pleosont '5urpr15e bonus during the year was an opportunity to submit an oddilional grant
application lo Path5 for All for its Transition Fund. fhis secured an additional £6k ol funding for
the purchase of Ihree eBikes and cycling accessories lo offer long-lerm lrials to CWAS
volunleers and to also host Ihiee CWAS roadshows to be delivered by the end ol March. All
was achieved.

We look forword to another year of delivering Cycling Withoul Age Scotland with the people
of Scotland lor Ihe people of Scotland. Fulvre funding is however a concern. We ore
delighted Ihal Active Scotland oppears solidly supporlive and we have had indications that
its funding will continue - ond at the some level. However, ollhough Transport Scollond has
provided funding for 2025-2026 through Palh5 for All, there is no certointy of funding in the
future. Our CEO has been advised by Ihe Cobinet Secretary tor Transport thal any fulure
Transport Scotland funding, should il become available, would be distributed lo us by the
RTPS (Regional Transport Partnerships). CWAS would need to negotiate individually with each
of the seven RTPs. all of whom have different struclure5 and procedures. We are concerned
Ihat this is unlikely to be o successful proces5 ond is without doubt going to be a complicoled
and Icborious one. In fact we have already had experience in this year of applying for

funding through an RTP. It slrongly advised vs lo apply, wormly received our Expression of
Interest (which took not insignificant time and ellortl and then, aller consideroble lime and

opinion fhal we have received from a number of people with considerable experience in this
field Ihat this RTP approach is very Unlikely to be successful. We are therefore continuing to
negotiale wilh Government lo see if a revision to Ihis plon can be achieved.
Oiganlsational Structure
The Charity is a Scottish Charitable Incorporated Organisation la SCIOI. It was constituted on
9 February 2018. The Board may al any time appoint any person to be a charity Irustee by
woy of a resolution passed by mojority vole at a board meeting. There musl be o minimum
of 4 and a maximum of 12 truslees.
The Board of Trustees is responsible for the overall operotions of the Charity with doy lo day
operations managed by the Chief Execulive Officer. The CEO is responsible for the
manogement of staff and enlisting professional services as required.
Local chapters are enlilies separate from the Charily and are run by local committees or
individuals who comply wilh CW A Scotland licence agreements and issued policie5.
Rlsk Management
The Board has continued to focus on governance and operational and financial risk
managemenl ond on ensuring that, though local Chapters maintain their autonomy. which 15
important to their motivation, they comply with Cycling Wilhovl Age Scotlond polices and
requirements. Each Chopter is provided with all the key policy and procedL)ral documents
thot are required to ensure 5ucce55ful operation,. all svch documen15 are regvlarly monitored
to ensure thal they are up to dote.
As referenced above, the major organisotional risk remains loss of govefnment funding ond
Cycling Without Age Scolland works extremely hard to mitigate Ihis risk by achieving and, in
several areas of octivily, exceeding government expectation. The Risk hAonagemenl Report
is o formal ogendo item for each Board meeting. The identification of immediate, longer-
lerm and any emerging/potential risks and measures to mitigale them ore discussed and
minuted and aclion5 agreed, implemented and reviewed.

The finoncial stalements have been prepored in accordance with the Financial
Reporting Standard applicable in the UK and Repvblic of Ireland IFRS1021, the Chorilies
SORP IFRS1021, the Charities and Trustee Investment (Scotland) Acl 2IJ05 and the
Charities Accounts (Scotlandl Regulations 2006.
The chority meets the definilion ol o public benefit entity under FRS 102.

The Trustees are ol the opinion that sufficient funding is in place lo cover their planned
activities for 2025126. It 15 the considered opinion of the Irustees that the charity hos in
place a business model which will enable il lo continue lo operole for ol least o period
of 12 months from the approval dole of these financial 5talemenls. Assumption5 hove
been made regarding continued grant funding Ihot is currently awarded to March 2026
and is renewed annually. As a result, the going concem basis ol accounting hos been
odopled.

All incoming resources are included in the staternenl of financial activities when the
charity is entilled lo the income and Ihe amount can be quanlified with re050nable
accuracy. The following specific policies are applied lo particular calegories of income..
Voluntary income is received by way of gronts. donations ond gifls and is
included in full when receivable. Gronts, where enlillement is not conditional on
the delivery of a specific performance by the charity. are Tecogni5ed when the
charity becomes unconditionally entitled to the gront. Donated services and
facilities are included al the value lo the charity where this can be quontified.
The volue of seNices provided by volunteers has not been included.
