Trustees’ report for the year ended 31 December 2024

The Trustees present their report and financial statements for the year ended 31 December 2024.

The financial statements have been prepared in accordance with the accounting policies set out in note 1 to the financial statements and comply with the charity's governing document, the Charities and Trustee Investment (Scotland) Act 2005, the Charities Accounts (Scotland) Regulations 2006 (as amended).

Structure, governance and management

Lochee Sports & Community Hub SCIO is a Scottish Charitable Incorporated Organisation (registered number SC047986) and was incorporated on 7 December 2017.

Trustee recruitment and appointment

The Trustees at the date of this report are noted on page 1.

The Trustees represent business management, corporate management, administration and construction — along with many decades of experience in operationally running sports clubs. They come from diverse and complimentary backgrounds and experiences.

This mix will allow the Trustees to develop a strategy consistent with the charitable purposes of the charity and ensure the delivery of a facility that offers the local and surrounding communities and sports clubs, access to a facility that currently does not exist within the location.

The charity has a clear procedure for the recruitment, appointment, induction and training of Trustees. The Trustees are provided with an Induction Pack with information on the charity, the Trustee's role in relation to governance, and his or her responsibilities under charity law.

Objectives and activities

Lochee Sports & Community Hub was set up in December 2017.

The charity aims to provide recreational facilities and organise recreational activities, in each case with the object of improving the conditions of life primarily for people living within the community or communities served by such facilities — and to advance public participation in sport. The charity works closely with community groups and encourages people from all backgrounds to participate in the sporting and community opportunities. The hub provides a platform for the local sports clubs to develop their memberships and encourage more people to participate in sporting activities. The charity aims to provide a sports and community hub, whereby local sports clubs and community groups can access the facility in parallel to the anchor tenants who are St. Francis ABC and Lochee Harp J.F.C.

Users continue to come from a broad spectrum of society including kids / adults (both men and women) / over 35s / Seniors walking football / men’s mental health / kids summer sessions and the continued use by St Johns RC High School pupils / SFA Performance school and Dundee FC Performance school

During this reporting period, we continued to engage with a number of local sports clubs and community groups to identify and plan for extended usage of the facility.

We are continuing to work closely with the local Scottish Football Association to weave into our forward planning, strategies that are consistent with the development of football for people of all ages.

Achievements and performance

The partnership with Dundee United Community Trust makes the future much more secure and hopefully moves us forward towards our ultimate aim of securing sufficient funding to allow us to construct a new building not only for users of the pitch but also to provide a social space for the local community to use.

Financial review

During this financial year, the charity made a deficit of £1,333 (2023 £4,602). Balance sheet funds stood at £3,889 (2023 £5,222) which are all restricted.

Reserves policy

The Trustees' policy on reserves is to hold sufficient cash balances, equal to 3 months of core expenditure, to allow the charity to meet its day-to-day working capital requirements and remain as a going concern. This amounts to £358 (2023 - £1,151) and the policy has been met.

The balance held as unrestricted funds at 31 December 2024 was £3,889 (2023 £5,222).

Future plans

In parallel with our ongoing ground development initiatives, we continue looking to identify funders and grant providers to allow us to apply for the funds we require to build out the permanent clubrooms. This is work in progress as we develop our strategies to bridge the capital expenditure gap.

During the next 12 months, working along with Dundee United Community Trust, we will continue to engage with local sports clubs and community groups and local schools. We continue to develop a management structure and operational delivery team to manage the operational side of the Hub.

Architects have now been engaged to review the original building plans (planning permission is in place for this plan) and recommend any changes. Changes of a significant nature will require a new application for planning permission

Unfortunately in early 2025 Dundee United Community Trust informed us that it was their intention to withdraw from the facility

This unexpected decision leaves the future of the site uncertain. We are currently actively seeking new partners / clubs who may be interested in taking over the facility with a view to ensuring it remains open.

What that means for LSCH remains to be seen

The Trustees’ report was approved by the board of Trustees on the 14 October 2025.

I report on the financial statements of the charity for the year ended 31 December 2024, which are set out on pages 5 to 7.

This report is made to the Trustees, as a body, in accordance with the terms of my engagement. My work has been undertaken to enable me to report my opinion set out below and for no other purpose. To the fullest extent permitted by law I do not accept or assume responsibility to anyone other than the Trustees, as a body, for my work or for this report.

Respective responsibilities of trustees and examiner

The charity's Trustees are responsible for the preparation of the financial statements in accordance with the terms of the Charities and Trustee Investments (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's Trustees consider that the audit requirement of Regulation 10(1)(d) of the 2006 Accounts Regulations does not apply. It is my responsibility to examine the financial statements as required under section 44(1)(c) of the Act and to state whether particular matters have come to my attention.

This report is made to the Trustees, as a body, in accordance with the terms of my engagement. My work has been undertaken to enable me to report my opinion set out below and for no other purpose. To the fullest extent permitted by law I do not accept or assume responsibility to anyone other than the Trustees, as a body, for my work or for this report.

Basis of independent examiner’s statement

My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeks explanations from the Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the view given by the financial statements.

Independent examiner's statement

In the course of my examination, no matter has come to my attention

  1. which gives me reasonable cause to believe that in any material respect the requirements:

  2. to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Regulations; and

  3. to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Regulations have not been met; or

  4. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1 Accounting policies

Basis of accounting

These financial statements have been prepared on the Receipts & Payments basis in accordance with the Charities & Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).

2 Nature and purpose of funds

Unrestricted funds are those that may be used at the discretion of the Trustees in furtherance of the objects of the charity.

Restricted funds are funds that can only be used for particular restricted purposes within the objects of the charity. Restricted funds arise when specified by the donor or when funds are raised for a particular restricted purpose.

Transfers are made in the year from unrestricted funds to restricted funds which would otherwise be in deficit.

3 Related party transactions

No remuneration was paid to the Trustees or to any connected persons during the year (2023 £Nil). Expenses totaling £Nil were repaid to the Trustees during the year (2023 - £697).
