Structure, governance and management

Constitution

The Arbroath Town mission is governed by its constitution. The centre is registered as a Scottish Charitable Incorporated Organisation (SCIO) and was registered in its current legal form on 17 July 2017.

Trustee recruitment and appointment

The centre recruits on an ad hoc basis when required. The trustees are responsible for approving the policies and direction of the charity.

The board may, at any time, appoint new trustees onto the board. Trustees vacate office after three years but are eligible for re-election at the annual general meeting (AGM). Trustees may also be appointed by election at the AGM.

Trustees must profess a Christian faith and be a member of Arbroath Town Mission unless they are appointed on the basis of any specialist skills or experience that they can offer.

The main activities of the organisation are the organising and running of Sunday worship services and other church gatherings, and the running of various projects for the community, including a children’s clothes bank and Girls Group.

Achievements and performance

Summary of the main achievements of the charity during the financial period

We have seen a year of steady progress. Our numbers have grown to a congregation with over 50 attending our Sunday morning meeting. Our Girls Club has proved very popular and each Thursday around fifteen girls meet with a variety of activities on offer. We also have weekly Bible study and prayer meetings, which around twelve of the congregation regularly attend. Coffee mornings have also been held that opens up the Mission to the public and we are seeing increasing numbers attending these events. We have also been able to repair various parts of the building towards making it wind and water tight, although we face further expenses in this area, but are confident in surmounting this challenge.

Subsequent to the reporting period, The Lighthouse Kids Clothes Bank has since been taken over by the church into whose building it moved last year.

Looking back over the year, we have overcome many challenges and problems because of the commitment and hard work of the membership acting together for the benefit of the Town Mission.

The Trustees consider the charity to be in a stable financial position and are confident they will have sufficient funds to continue operating and meet all liabilities for the foreseeable future. Therefore, they continue to adopt the going concern basis in preparing the financial statements.

Reserves Policy

The trustees of the Mission seek, as a general rule, to maintain at all times adequate funds to cover against essential building repairs as well as - should it ever be necessary - the potential costs of winding up of the charity and any associated expenses.

Plans for future periods

The Town Mission will continue to be a place of worship in the current premises and look to reach out to the community in various ways as and when financial constraints allow.

Basis of independent My examination is carried out in accordance with Regulation 11 of the 2006 Accounts examiner’s statement Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the view given by the accounts.

In the course of my examination, no matter has come to my attention

  1. which gives me reasonable cause to believe that in any material respect the requirements:

  2. to keep accounting records in accordance with section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and

C1 Basis of accounting The accounts have been prepared on the Receipts and Payments basis in accordance with the
Charities & Trustee Investment (Scotland) Act 2005 and the Charities Account (Scotland) Regulations
2006 (as amended).
C2 Nature and purpose of Unrestricted funds are those that may be used at the discretion of the trustees in furtherance of the
funds objects of the charity. The trustees maintain a single fund for the running of the Church and all related
charitable activities.
Restricted funds may only be used for specific purposes. Restrictions arise when specified by the donor
or when funds are raised for specific purposes.
