## **Objectives and Activities**
Gordon Common Good SCIO exists to help our community thrive. In practice, that means a few connected things:
- We work to advance community development across Gordon and the neighbouring districts, supporting the kind of local life that brings people together and helps the area flourish.
- We provide recreational facilities for the people they're meant for, giving residents places and opportunities to take part, stay active, and enjoy themselves.
- At the heart of all this is a wish to foster real community spirit, through these aims and any other charitable activities that benefit the people living in and around Gordon.
- To make it happen, we manage and maintain Gordon Village Hall as a community centre, keeping it available for activities that further these purposes.
- We also are able to provide community grants, offering financial support to projects, groups, and organisations whose work helps advance what we're trying to achieve.
## **Structure, Governance and Management**
## **Governing Document**
Gordon Common Good is a Scottish Charitable Incorporated Organisation (SCIO), registered with the Office of the Scottish Charity Regulator (OSCR) as charity number SC047182. As a SCIO, the charity is an incorporated body with its own legal personality, established and governed under the Charities and Trustee Investment (Scotland) Act 2005.
Our governing document is a constitution, which sets out the charity's purposes, its structure, and the rules under which it operates, including how trustees are appointed and how decisions are made. The trustees are responsible for ensuring that the charity acts at all times in accordance with its constitution and with charity law.
## **Trustee recruitment and appointment**
The charity recruits trustees from the local community, seeking people who either live in Gordon or have a strong connection to the village. New trustees are appointed by the existing board in accordance with the charity's constitution, and no external organisation has the right to appoint trustees to the board.
We aim to build a board that reflects the community it serves. Our trustees come from a wide range of backgrounds and span a range of ages, which helps ensure that different perspectives, skills, and experience are represented in our decision-making and strengthens our ability to meet the charity's aims.

## **Achievements and Performance**
This has been a year of significant change and progress for the charity.
**A broader purpose.** The most important development of the year was the restructuring of the charity. Previously known as Gordon Village Hall SCIO, with a focus solely on running events at the hall, we became Gordon Common Good SCIO, a change made to widen the work of the charity and to serve the community more fully. As part of this, we took the opportunity to update our constitution to reflect the broader purpose and to increase the number of trustees who can join the board, strengthening our capacity for the work ahead.
**New activities under the charity's wing.** This broadening has already borne fruit. During the year, both the Music Festival (now Gowkfest) and the annual Flower Show became part of the charity after each group voted to come under its umbrella. Bringing these much-loved events together with the hall under a single organisation strengthens community life in Gordon and creates a firmer footing for the future.
**Keeping the hall at the heart of village life.** Throughout the year, Gordon Village Hall remained central to the community, hosting a regular programme of activities including Pickleball, Pilates, and Zumba, alongside private bookings and community events. The hall continues to provide an affordable, accessible space that brings residents together.
**Responding to the ceiling collapse.** In December 2025 a ceiling collapse forced the hall to close for around eight weeks while repairs were carried out. Thanks to the swift response of trustees and volunteers, the building was made safe, repairs were completed, and regular activities resumed without lasting disruption. We are managing an insurance claim in connection with the incident.
None of this would be possible without our volunteers. From running activities and managing bookings to caring for the building and organising events, they give their time freely for the good of the community, and the charity owes them an enormous debt of thanks.

## **Financial Review**
The charity's financial year ran from 1 March 2025 to 28 February 2026. The accounts have been prepared on a receipts and payments basis, in accordance with the Charities Accounts (Scotland) Regulations 2006, as the charity's gross income is below the £250,000 threshold and neither its constitution nor its funders require accruals accounts.
Total income for the year was £9.7k, and total expenditure was £5.9k, resulting in a surplus of £3.7k for the period. Income came from a combination of hall hire and bookings, donations and fundraising.
At the year end, the charity held total funds of £18.3k, comprising restricted designated funds of £5.5k and unrestricted funds of £12.7k. The insurance settlement for repairs and loss of earnings remained outstanding.

## **Statement on Reserves**
The trustees have adopted a formal reserves policy, which is reviewed annually. The charity holds reserves to provide continuity of its essential operations and community programmes during periods of reduced income, to meet unexpected costs such as urgent building repairs or insurance excesses, and to manage the timing differences that arise around grants and event cycles.
The policy provides for reserves in two tiers, an operational reserve, intended to cover between six and twelve months of regular running costs, which resets annually; and a capital contingency fund, set aside for major or unforeseen repairs to the building, with a target of 8% of the hall's insured rebuild value. The trustees recognise that building reserves to these levels will take several years, and aim to retain 25% of any annual surplus each year towards them, subject to the charity's operational needs.

## **Respective responsibilities of trustees and examiner**
The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
## **Basis of independent examiner’s statement**
My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the view given by the accounts.

In the course of my examination, no matter has come to my attention
1. which gives me reasonable cause to believe that in any material respect the requirements:
- to keep accounting records in accordance with section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and
- to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations
have not been met, or
2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
