Objectives and activities

Our charitable purposes are to provide recreational facilities and organise recreational activities with such facilities/activities being made available to residents of Culloden, Smithton and surrounding areas with the objective of improving their conditions of life.

To do this, we publish a community newsletter, arrange on a bi-annual basis a community gathering and look to improve community greenspaces within the communities of Culloden and Smithton by undertaking litter picks, wildflower planting sessions and other works.

We host a set of gazebos and other community resources, which are available for use of other local groups. This helps to further bring the community together by enabling groups to deliver any of their outdoor events more effectively.

Structure, governance and management

Type of governing document

The charity is a Scottish Charitable Incorporated Organisation (a SCIO). It was registered in its current legal form on 16[th] Feb 2016.

Trustee recruitment and appointment

The management committee, which normally meets on the last Thursday of every 2[nd] month, are the charity’s trustees.

Membership of the management committee is open to all residents of Smithton & Culloden and the surrounding area and those with an interest to further our objectives in the Culloden and Smithton area.

Trustees are elected at the annual general meeting which is held around April time. There must be a minimum of three and a maximum of thirteen trustees.

Achievements and performance

Restrictions in place during the ongoing Coronavirus pandemic have meant that we have not been able to host any events, organise or participate in other community events. Although not able to make any solid plans at the outset of the 2020-2021 year, we had hoped to facilitate seasonal events in each quarter of the year, planting activities at various local green spaces, a summer Treasure Hunt leading to a BBQ in the newly developing Culloden West area, plus an autumn and Christmas event.

We are not alone in this, as most community groups have been brought to a halt for the time being, except for those working to provide frontline support to communities as a direct result of Covid-19 impact. Some of our trustees have indeed been working with these groups to help deliver food, and provide other support for vulnerable people over the last year, but PARCS has not played a formal role in that.

As an organisation, this has been a season of being able to pause and reflect on all that has been achieved in the past, as well as looking to the future. In particular, wondering how community activities and engagement will be reshaped as we emerge together from the impact of a global pandemic, and what, if any role there is for PARCS to play in that future. PARCS began as Culloden PARC, with an enthusiastic group of trustees and interested supporters with a vision to upgrade the facilities of a local playpark in Culloden. Later becoming PARCS to reflect our focus on working with the communities of both Culloden and Smithton, the vision was expanded to promote and provide opportunities for community to grow. Hence the development of our apt tag line ‘Bringing community to life’. Improvement to the Culloden playpark remained a flagship project and we were delighted to finally see the installation of high quality seating and picnic tables installed, as well as a community notice board.

Our desire to bring people together, saw the growth and success of our #intheavenue events, taking place in a community space which is a physical link between Culloden & Smithton. We hosted these for several years both at Christmas and in the Summer. Many good times were had, memories made, games played, and community groups spotlighted in these wonderful events. Even in 2019, which also turned out to be our last event, the scaled

down Christmas Lantern parade was enjoyed by a significant number of people that even the rain could not put off.

Promoting and improving green spaces was also one of our priorities, and we are pleased that thousands of snowdrops, bluebells and various plantings and gardening gatherings still stand as testament to that and hopefully bring joy as well as a positive environmental impact to local people.

A key element of building community of course is communication. Our noticeboards at both Smithton and Culloden shops, and the one at Culloden playpark, give local groups and businesses a space to advertise what they are up to. The well named Juggernaut newsletter also served the purpose of sharing news and info around the growing and busy communities. Although, the rise in use of social media platforms, and especially with more people becoming digitally active in the past year, has made communicating news and events much easier and naturally saves a lot on printing costs.

Although the circumstances of the last year have kept the community resources locked down in our hub, the eight colourful gazebos, litter pickers, 2 popcorn machines, giant games, tables and flasks among other things, are ready and raring to help bring community to life when restrictions finally ease enough for communities to gather in-person again.

PARCS income for the reporting period [total £254]:

The charity completed the year holding £6,007 in the bank.

Given our charity’s limited activity during the past year, our only spend and income related to the provision of Covid community support activities and our group insurance.

Future plans

A lack of capacity, even amongst our small core of trustees, who are already stretched with a number of other commitments (many with other local community groups), has been a frustrating theme for most of PARCS journey, although it has come into sharper focus during the last year or two.

This in part led to the scaling down of our events and activities even preCovid. Over time we made every effort to promote and encourage wider participation from community volunteers, unfortunately to no significant

impact. As stated above, the pandemic, although we would not have sought it this way, has given us space to seriously consider the future of PARCS as a charity, even after all restrictions have eventually been lifted.

Whilst we never felt there was a lack of community groups in our area, it has always been a core aim of PARCS to attempt to foster and develop better links between groups and organisations working in Culloden & Smithton. To some extent, those relationships have naturally grown, outside of PARCS events and activities. One example being that local churches, residents’ associations and Community Councils have been working in partnership to serve the community during a very difficult year.

It is with mixed feelings then that the trustees propose to formally wind down PARCS as a charitable organisation following the 2020-2021 A.G.M and cease all our activities by the end of June 2021. In order for the communities of Smithton & Culloden to benefit from resources that PARCS has gathered and grown over the last few years, we will seek to transfer our assets to other community groups, to support good work for the benefit of the community going forward.

Ownership of our Hub and all of its contents will be transferred to The GoodNESS project, an ambitious new community project employing a fulltime co-ordinator in the local area, operated by a partnership between the Barn Church and kings Inverness. Having recently opened the first Community Fridge in the area, and gathered 20+ volunteers to help run it, there are mentoring programmes being established for young people undertaking Saltire or Duke of Edinburgh awards, and a large Community Garden is planned in the future. We believe the GoodNESS project to be well placed to host our community resources and ensure that they remain accessible to a wide range of community groups and events going forward.

Our financial assets, once all outstanding costs are settled, will be equally split between the Smithton Community Council and Culloden Community Council, both of whom we trust will put the funds to good use for the benefit of their local community. Our noticeboards will also be managed by the Community Councils respectively.

The current trustees would like to sincerely thank everyone who has been part of the PARCS journey, past and present, including the many hundreds of local people who attended our events, and the many folks who have

encouraged us along the way. It has been a privilege to serve the local communities that we love, to see people coming together, and to play our part in ‘bringing community to life’. We say goodbye and lower the PARCS flag for the last time, with some sadness, but also plenty optimism for the future. We wish everyone involved in the hard but rewarding work of community activity (which will still include most of us, just with a different hat on) all the very best for the future.
