Structure, governance and management
Constitution
The Charity is a Scottish Charitable Incorporated Organisation (a SCIO). The organisation was granted charitable status by OSCR on 20 July 2015.
Trustee recruitment and appointment
The management committee normally meets on a monthly basis and are the charity's trustees. Membership of the management committee is open to all the community.
Trustees are elected at the Board meetings, after a written application for Charity Trusteeship has been considered by the Board. Under the constitution, there must be a minimum of three and not more than seven elected trustees.
Management
The trustees are responsible for the strategic direction and governance of the group, whilst weekly or monthly tasks are delegated in group meetings. We also have several volunteers who assist on a regular basis.
Objectives
To establish an organisation for the advancement of citizenship and community development, the provision of recreational facilities and the organisation of recreational activities, with the object of improving the conditions of life for any persons by reason of their age, ill-health, disability, financial hardship or other disadvantage within Clackmannanshire using the village hall which was trusted to the residents of Coalsnaughton.
Activities
The main activity of the charity is the provision of a recreational building for the use of the community.

Achievements and performance
During this accounting year the Village Hall has continued to be a social hub for the community.
The library is open every Friday from 10 to 12 and there has been regular bingo for the community. It has also become a meeting point for some of the older residents to meet up.
The committee have worked together with the Primary School to arrange end of term and Halloween parties/discos. These have been well received and well supported by children and parents.
There has been fewer booking for social events mainly because of the general downturn in the economy.
Roof repairs, heating repairs, dry rot repairs and alarm maintenance were carried out during the year.
Financial review
During the year ended 30 April 2025, total income of the Charity was £9,354 (2024: £11,412).
Our main sources of funding this year was grant income of £1,333 (2024: £4,267) and income of £8,021 (2024: £7,145) from donations and fundraising events.
Expenditure for the year was £9,865 (2024: £7,072) resulting in a deficit for the year of £511 (2024: £4,340 surplus).
Reserves policy
The trustees’ policy is simply to ensure that sufficient funding is available to cover the costs of any routine expenditure such as utility bills and any minor, but essential routine maintenance. Major problems will be dealt with as separate issues as and when they occur.
Risk management
The trustees have examined the risks faced by the charity and are satisfied that they are able to mitigate significant risks.
Trustee remuneration and expenses
The trustees did not receive any remuneration during the year.

Plans for future periods
There is still much work to be undertaken with the main priorities being the replacement of windows and doors followed by replacement radiators. Applications for charitable grants to a number of organisations is ongoing.
Additional information
Since starting this project four years ago with a new committee of volunteers, our main focus wes preventing further structural damage and attaining a degree of improvement within a very limited budget. The results realised have been beyond our expectations and attracted a high degree of local interest.
Our next objectives are to use this badly needed facility to generate and enhance a more wide spread community spirit. However unless the facility can continue to provide a cost effective and pleasant environment, it will be difficult to attract the resources for future investment.
Grants
Finally, we would like to thank all the organisations that provided us with grants during the year.
Without these funds, we would not be able to carry out most of the work we do.
The trustees’ annual report was approved on 15 December 2025 and signed on behalf of the board of trustees by:

Respective responsibilities of trustees and examiner
The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 (‘the 2005 Act’) and the Charities Accounts (Scotland) Regulations 2006 (as amended).
The charity trustees consider that the audit requirements under Part 16 of the 2006 Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44 (1)(c) of the 2005 Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by
the accounts.
Independent examiner’s statement
In connection with my examination, no matter came to my attention:
1 which gives me reasonable cause to believe that in any material respect, the requirements
-
to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounting Regulations, and
-
- to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Regulations
have not been met, or
2 to which, in my opinion, attention should be drawn to enable a proper understanding of the accounts to be reached.
