The Trustees of Kirriemuir & Dean Area Partnership hereby submit their report and accounts for the year ended 31 March 2022.

Structure, Governance and Management

The Kirriemuir & Dean Area Partnership is a Scottish Charitable Incorporated Organisation.

Recruitment and appointment of Trustees

Trustees are recruited from the local groups that the partnership supports, and are appointed at the AGM by the members of the partnership.

Charitable Purposes

The advancement of citizenship or community development (including rural or urban regeneration and the promotion of civic responsibility, volunteering and the voluntary sector) in Kirriemuir and Dean as defined by the local government boundary commission for Scotland through;

Activities and Achievements

Despite the covid causing an incredibly difficult year for all members of the partnership, all group involved managed to achieve things over April20 – March 2021.

The Planter Group managed to continue with their summer and winter planting throughout Kirriemuir during the pandemic. Four new self-watering planters were purchased for the Square, as the existing ones were starting deteriorate. In the next year the group hope to increase the number of hanging baskets around town.

The Dream Festival could not take place due to COVID. Instead, the group delivered a series of cooking kits and skills videos to 40 young people on a weekly basis in partnership with the S-Mart social supermarket in Forfar. This was delivered to Angus Young Carers and 16 plus young people who were just leaving home.

Finally, while the Christmas lights group were also unable to have any public events, they still managed to get the lights up around the town and bring some much-needed Christmas cheer.

Trustees Annual Report

Covid restrictions meant that for another year the work of all the groups involved in the partnership were once again restricted This did not stop each of the groups continuing their work in Kirriemuir.

The planter group had a quieter year than normal, but still kept busy. The group's summer baskets have brought colour to the town, and they have ambitions in 2022 to start work on new garden areas, like the flower beds in Tannage Brae. The group have continued to fundraise, with notable donations this year from Angus Council, the Coop and the Spar.

Due to the covid restrictions, the Dream Festival had to once again cancel in 2021. Instead, the group focused on working in the community, continuing its partnership with the S-Mart social supermarket in Forfar and distributing food kits to young people across the local area.

Finally, while the Christmas lights group were unable to have their public light switch on event again this year, they did manage to have their fundraising Christmas market, raising some much-needed funds for the lights.

Unfortunately, at the partnership AGM on the 28th February 2022, after three of serving trustees stood down, the partnership took the decision to dissolve the charity. The remaining funds will be passed onto the Kirriemuir Regeneration Group, and the Kirrie Planters and Christmas Lights groups will both move their activities to the Regeneration Group.

Financial Review

As the charity has no overheads or running costs it does not currently have a reserves policy.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES


I report on the accounts of the charity for the year ended 31 March 2022 which are set out on pages 5 to 7.

Respective responsibilities of trustees and independent examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.

Basis of Independent Examiner's Statement

My examination is carried out in accordance with Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the view given by accounts.

Independent Examiner's Statement

In the course of my examination, no matter has come to my attention

  1. Which gives me reasonable cause to believe that in any material respect the requirements:

  2. To keep accounting records in accordance with Section 44 (1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and

  3. To prepare accounts with accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations

  1. To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
