Constitution:
The ChariLy is a Scottlsh Charitable Incorporated Organisation. It is governed by its
constitution which was accepted by members on 12"January 2015. Lothlans
RAYNET SCIO was granted charitable status by 05CR on IO" April 2015.
Appolntment of Trustees:
Trustees are elected at the Annual General Meeting which is normally held around
October. Under the constltution there must be no less than three and no more than
seven elected trustees.
Management:
The trustees are responsible for the strategic direction and governance of Lothians
RAYNET SCIO, There are no pald employees.
The trustees are aware of their responsibilities for Health and Safety. All members
of Lothians RAYNET SCIO have insurance under the group insurance provided by
RAYNET-UK.
The management committee are the charity's trustees, plus elected members.
Membership of the management committee is open to all members of the group.
The management committee are responsible for the day to day running of the
group.

Objectives and Activities:
Charltable Purpose:
The principal purpose of Lothians RAYNET SCIO is to assist the UK statutory and
voluntary emergency and rescue service, public utilities, and the local and national
government with emergency radio communications in times of need.
Additionally, to promote training and development of members radio
communication skills and abilities, and to protect human life and property by
providing radio safety communication for outdoor events.
Activities:
The activities of Lothians RAYNET SCIO are concerned with raising skills and
expertise levels within the group so that members are competent to perform their
volunteer role with safety and professionalism.
Achievements and Performance:
Lothians RAYNET SCIO has Mutual Aid Memoranda of Understanding with Lothian
4x4 Response and have supported this organisation during the period in The City
of Edinburgh, West, Mid and East Lothian, Falkirk, Stirling. Clacks, and the Scottish
Borders. Lothians RAYNET SCIO is also party to national Memoranda of
Understanding with the Maritime and Coastguard Agency, and the British Red
Cross Society.
Lothians RAYNET SCIO has participated in exercises and event5 involving User
Services. During the period many members of the group benefited from, mostly
on-line, training, including emergency radio communications. FEEDNET, operating
control, planning, and risk assessment.
Activities continue to be quite severely curtailed by the impacts of Covid-19. More
events were undertaken in the past year than the previous one. The Group
supported two SERC events, Kirkton Manor and Mount Lothian. The Edinburgh
Riding of the Marches and the Long Distance Walkers Association, Cairngorms
Challenge were also supported.
Financial review:
An important Source of funding is through donations from members, User Services
or outside organisations. These donations are in recognition and
acknowledgement of the provision of radio communications support.
Receipt5 for the period on the unrestricted fund were £1,671. Payments for the
period on the unrestricted fund were £1,920. The closing balance as of 30
September 2024 was £4,766.32.
There are no restricted funds.
There were costs to involved with the activities of the Group, mostly to support the
DMR (Digital Mobile Radiol activities and other communication activities. There is
also a cost for the storage, maintenance, and insurance of the caravan which is
used as a mobile control centre. Insurance cover was continued for the year.
Reserves Policy:
The trustee's policy is to maintain, wherever possible. reserves of no less than
£3,000. This reserve is to allow replacement of any critical radio equipment which
fails. and to cover running costs if Lothians RAYNET SCIO is mobilised.

Plans for Future Periods:
The trustees intend to continue the development and training associated with
DMR. Additionally emergency response exercises will be organised across the
geographic area that Lothians RAYNET SCIO support. It is hoped that in the coming
yeai the ongoing impacts of COVID-19 will ease, and Lothians RAYNET SCIO will be
able to support more events.
Exercises to include our remote members will continue to be planned using
Microsoft Teams, and similar technology.
