## Structure, Governance & Management 

The charity is governed by its constitution which was adopted on 11" March 2015. 

The charity was recognised as a Scottish Charity with effect from 27" March 2015. 

## Appointment of Trustees 

Our annual general meeting is held yearly and trustees hold their position for five years, as agreed in our constitution. 

Under the constitution there must be a management committee consisting of no less than three, or no more than twelve members. The trustees are responsible for ensuring that the main objective of the charity is to raise funds to support the work of reducing rabies in Tanzania, Africa.

Four Steps to Freedom: Report Update 

This report summarizes the key achievements, organizational updates, and community impact of Four Steps to Freedom, based on recent progress and cumulative efforts. 

At Four Steps to Freedom, we are dedicated to combating the dangers of rabies and making a lasting difference in Tanzania. Rabies remains a silent threat, affecting both animals and communities. Our core mission is to create safer, healthier environments for both humans and animals, and this past year has seen our most significant progress to date. 

A key initiative is the development of a groundbreaking Clinic and Training Centre within The Gongo Centre in Usa River Tanzania. This facility represents a significant step forward, providing a humane alternative to widespread culling and revolutionizing local veterinary care with a primary focus on mass spay/neuter programmes. The building work is complete. 

## Key Achievements & Initiatives 

Our work in numbers demonstrates a significant and sustained impact on animal health, population management, and community safety. 

## 1.Education & Community Engagement 

We believe that knowledge is key. Through our outreach programmes, we educate local communities about rabies prevention and animal safety, building a generation of compassionate and informed individuals. 

Equipping local veterinary students with the necessary skills is also vital. We provide training programmes that adhere to UK and European standards, empowering them to become future leaders in animal healthcare and ensure sustainable progress.

## 2. Health & Animal Welfare 

Our team works tirelessly to vaccinate street dogs, reduce transmission risk, and manage the animal population humanely. Our shelter provides refuge for the most vulnerable, with a strong focus on rehoming.

3. Infrastructure & Facility Enhancements 

To better serve the animals in our care, we have made several crucial infrastructure investments.

## Major Project: 

The Gongo Centre Clinic and Training Centre of Excellence 

The Gongo Centre Clinic and Training Centre of Excellence opened on 23rd October 2025. 

This has been by far our largest investment and financial challenge to date, currently totalling approximately £300,000+. Most of the primary equipment has been bought. Fundraising will continue for smaller items (e.g., solar water heating), and we are still actively attempting to raise funds for these projects. 

## Constitution Amendments 

On 30th November 2023, the following amendments to the constitution were ratified and signed off: 

- e Clause 1: The mission statement was revised to formally include "Four Steps to Freedom". 

- e Clause 5 (Management Committee): All committee members and trustees are now elected at the AGM to serve for a 5-year term, with eligibility for re-election. 

- e Clause 6 (Committee Absence): Members who are absent for more than two consecutive meetings within a six-month period without a valid reason will be removed from the committee.
