**Structure, Governance and Management** 

## **Constitution** 

The Charity is a Scottish Charitable Incorporated Organisation (a SCIO). It was registered in its current legal form in July 2014. 

## **Appointment of Trustees** 

SWGT’s trustee recruitment and appointment process is governed by its constitution, which outlines the procedures for selecting, appointing, and removing trustees. 

From time to time, the Trust receives expressions of interest to become a trustee. These are considered by the board at its regular programme of meetings with appointments dependent on vacancies and relevant skills. 

## **Objectives and Activities** 

## **Charitable purposes** 

The Trust has three key charitable purposes as defined it it’s constitution. These are: 

- To preserve, conserve and promote, for the benefit of the general public, the historic social, architectural and constructional heritage of the Springburn Winter Gardens, a category A listed building. 

- To support the maintenance, development and operation of the Springburn Winter Gardens as an amenity for the social, educational and cultural welfare of the general public. 

- The advancement of education, citizenship and community development through the voluntary participation of the local community in activities relating to the Springburn Winter Garden. 

Springburn Winter Gardens Trust (SWGT) supports its charitable aims by leading and managing the restoration and redevelopment of the Category A listed building in order that it can be returned to community use. 

By undertaking fundraising activity for this purpose, the Trust engages both local residents, wider community and general public in the project through a range of events which promote the importance of this heritage asset. 

## **Achievements and Performance** 

The past year has seen steady and encouraging progress in our long-term mission to save and restore the Category A-listed Springburn Winter Gardens, Scotland's largest single-span glasshouse, as a vibrant community-owned heritage asset and multi-purpose venue. 

Despite challenges in securing major capital funding, the Trust has maintained strong momentum through enhanced community engagement, refined project planning, and strengthened partnerships. High levels of local support continue to

underpin our efforts, reinforced by cross-paty political backing and alignment with
broader regeneration initiatives in north Glasgow.
Over 2024125, activities have centred on project development and community
involvement whilst the structure of Springburn Winter Gardens awaits full restoration.
Highlights are as follows:
Community Engagement and Consultation
Collaborated with Community Enterprise to update the business plan and carry
out additional community consultations, revealing consistently strong public
support for restoration.

Delivered a comprehensive on-site engagement programme, funded
by the National Lottery Community Fund and ASDA Community Fund,
including regular guided heritage walks, volunteer-led srte clear-outs,
and eco-therapy focused events induding 'creative wanders,. These
activities fostered greater awareness of the site's history and potential
while demonstrating safe community use of the park surroundings.

Participated in Glasgow Doors Open Days Festival (September
2024), continuing our annual tradition since 2013 of revitalising
interest in Springbum's history and heritage. The event featured
guided tours of the Winter Gardens site and surrounding park,
highlighting the glasshouse's architectural significance and the
community's vision for its restoration. This attracted significant
visitor numbers, providing opportunities for direct feedback and
further building local and city-wide awareness.

Gathered refreshed letters of support trom local communty groups, Scottish
Ministers, and cross-party representatives (Councillors and MSPS), emphasising
the project's value to north Glasgow.
Contributed to broader advocacy for north Glasgow regeneration, with the Winter
Gardens highlighted as a priority in the Springbum Local Place Plan.
Asset Transfer Progress
Continued to advance the community asset transfer application under Glasgow
City Council's People Make Glasgow Communities (PMGC) programme, building
on prior feasibility work and stakeholder agreements.

- SWGT hold a permission to use agreement with Glasgow City Council to access the Springburn Winter Gardens site, pending our formal asset transfer agreement being concluded. 

## **Governance and Partnerships** 

- Maintained active volunteer-led governance with regular trustee meetings. 

- Strengthened ties with partners including Friends of Springburn Park, Glasgow City Heritage Trust, and the local regeneration forum. 

- Promoted the project through social media, public talks, and collaboration with heritage organisations. 

## **Fundraising** 

- Secured invitation to apply for major funding from the National Lottery Heritage Fund, a key milestone reflecting the project's readiness and national significance. 

- Obtained capital funding commitments from Glasgow City Heritage Trust and Glasgow City Council to underpin match-funding for future bids. 

- Despite unsuccessful applications to the UK Government Community Ownership Fund and the last round of the Scottish Government Regeneration Capital Grant Fund (RCGF), we promptly reapplied to RCGF to sustain progress and have an application submitted to Stage 2 via Glasgow City Council. 

These efforts kept the project visible and viable, preventing further deterioration of the structure (stabilised by prior emergency repairs) and building a robust evidence base for future funding success. 

The Trust operates as a small, volunteer-led charity with low overheads, relying primarily on restricted grants for project-specific activities. Income and expenditure remained modest, aligned with the pre-capital development phase. 

## **Financial review** 

SWGT’s main source of funding is from public grant funding with the Trust working towards crowdfunding and other types of individual giving. These include: 

- National Lottery Community Fund grant for on-site community engagement programme (walks, clear-outs, and related activities). 

- Asda Foundation grant supporting community outreach and site-based activities. 

- Pledged capital commitments from Glasgow City Heritage Trust and Glasgow City Council for match-funding support. 

- Donations from supporters. 

Expenditure is mainly on the following:

- Professional freelance and consultancy fees (business plan updates, funding application writing, updated structural survey and consultations) 

- Programme delivery costs (materials, facilitation, producing events). 

- Governance and administrative essentials (insurance, promotion). 

Funds were managed prudently, with grants fully applied in accordance with conditions. The Trust benefited significantly from volunteer time and in-kind contributions, maximising impact. 

## **Reserves policy** 

The trustees’ policy is to aim to retain three months running costs as a contingency for unexpected events. At present, the Trust currently has two freelance part time workers and has no assets or fixed costs, so risks are low in this regard. 

The Trust is dependent on revenue grant funding to support freelance workers who undertake fundraising, project management and engagement work. 

## **Plans for future period** 

As we look ahead, SWGT will explore all opportunities to save and repurpose the Winter Gardens structure to bring it back into active community use. 

Specifically, over the coming year 2025/26 plans will be progressed to: 

- Pursue National Lottery Heritage Fund application and RCGF reapplication. 

- Explore future UK Government capital funding opportunities after the closure of the Community Ownership Fund. 

- Intensify community events and consultation to maintain public engagement. 

- Grow individual giving and extend the Trust’s Associate Membership base. 

- Finalise asset transfer and advance towards phased stabilisation works, enabling interim "living ruin" uses (e.g., events, markets). 

The Trust remains committed to transforming Springburn Winter Gardens into a sustainable community hub— with space for food and growing; nature, health and wellbeing; outdoor activity; community events; heritage exhibits; and educational programmes that will enable lasting social, cultural, and economic benefits to Springburn and Glasgow.
