Structure, Governance and Management
Constitution
The Charity is a Scottish Charitable Incorporated Organisation (a SCIO), registered on 17 October 2013. The structure of the organisation consists of the Board made up of the Trustees of the organisation and Members who appoint those trustees.
Recruitment and appointment of Trustees
The charity is managed by its Trustees. Any member can become a Trustee by being elected at the Charity’s Annual General Meeting, or by being appointed by the Trustees.
There must be a minimum of 4 and a maximum of 10 trustees.

Objectives and Activities
Charitable purposes
To advance community development and citizenship by
-
(i) encouraging the involvement and promotion of community organisations and events through the use of the community radio station, and
-
(ii) encouraging volunteering at all levels of the organisation by all interested members of our community.
To advance education by offering training and the opportunity to learn about all the roles involved in the running of the community radio station.
Activities
The principal activity of the charity is to provide a locally focussed community radio station which attracts members and advertisers and provides a service to the local community and wider area.
Achievements and Performance
During the financial year ending 31 October 2025 Radio Saltire SCIO made a loss of £2,218. The environment for Community Radio stations remains challenging, with several other stations closing, or curtailing their activities. Radio Saltire SCIO remains very strongly positioned with good cash balances, long standing advertising relationships and a pipeline of grant applications.
This year we have established a relationship with “The Funding Detective”. This is to support us with the process of grant applications and finding sourses of funding. This relationship will develop in year 25-26
Our long-standing advertising relationships continue, and we remain indebted for the support these businesses provide. We have been successful in securing additional new advertisers and sponsors over the 12-month period. Such activity proactively addressed the small number of advertisers whose contracts expired during the same period
Our members continue to make a significant financial contribution to the charity, and I would like to thank them for this, and also for their efforts on behalf of Radio Saltire.

Achievements and Performance continued
Shows such as “Community Matters”, “Pol.On” and “Golden Oldies continued to develop relationships with our community and provide grant application evidence of the value of the service we provide.
Finally, we have exceeded our targets for minimum locally produced and original output set by OFCOM every week during the financial year and we continue to expand our community engagement activities thus also addressing the latest Ofcom guidelines.
Financial review
Our sources of funding for the period under review were advertising fees from local businesses of £17,350 (2024: £19,100) and membership donations of £4,590 (2024: £4,525).
We seek alternate funding to assist us in our charitable aims and secured grants, donations and fundraising of £9,770 (2024: £21,112) in the year.
Total receipts for the period were £31,710 (2024: £44,737). Payments in the period amounted to £43,928 (2024: £47,230). This resulted in net payments for the period of £12,218 (2024: net payments of £2,493). £10,000 of this was offset from funding brought forward to cover the Volunteer Spport Worker post, leaving a net loss of £2,218 for the year. Funds represented by deposits held in the SCIO’s bank accounts at 31 October 2025 were £17,397 (2024: £29,615) all of which are unrestricted to use (2024: £10,000 restricted).
Trustee remuneration and expenses
The trustees did not receive any remuneration or expenses during the period under review.
Reserves
The Trustees’ policy is to retain 3 months’ worth of normal running costs in order to meet commitments and to cover any unexpected expenditure. Three months’ general running expenditure, excluding the volunteer support worker payments, stands at approximately £6,500£7,000, and unrestricted reserves at 31 October 2025 are £17,397. The trustees feel this level of reserves will allow the charity to meet its liabilities as they fall due and take advantage of opportunities open to them. The volunteer support worker costs are covered, in the main, by separate restricted funding.

Major risks facing the charity
The charity is dependent on membership subscriptions, advertising revenue and grants. Without these income streams the charity will find it difficult to continue. We remain grateful to our volunteers, advertisers and grant funders for their support.
The trustees continue to seek alternate sources of funding and monitor the running costs and reserves balance to enable the SCIO to continue its work in the community.
Plans for future period
Priorities for next year are still stability and through the pursuit of funding and advertising. We believe we need to make more of the DAB reach into Edinburgh to find new advertisers. We have had some success with that this year and need to try to grow this. Our Social Media compliance has been addressed, and we can now try to make more use of this when in search of new advertising and funding.
We are aware that we will need to renew some of the computer equipmentin the Studio as it is getting towards end of life. This will need to be address in year 25-26
We plan to explore the use of AI to identify if this can assist us with the quality of out output.

Independent Examiner’s Report to the Trustees of Radio Saltire SCIO
| report on the accounts of the charity for the year ended 31 October 2025, which are set out on pages 6 and 7 and the related notes on pages 8 to 10.
Respective responsibilities of trustees and examiner
The charity’s Trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006(as amended) (“the 2006 Regulations”). The charity Trustees consider that the audit requirement of Regulation 10(1) (d) of the Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination is carried out in accordance with Regulation 11 of the 2006 Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeks explanations from the Trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.
Independent examiner’s statement
In the course of my examination, no matter has come to my attention:

which gives me reasonable cause to believe that in any material respect the requirements:

e to keep accounting records in accordance with Section 44(1) (a) of the 2005 Act and Regulation 4 of the 2006 Regulations

e to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations
have not been met, or
- to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

1. Accounting policies
Basis of accounting
The accounts have been prepared on the Receipts and Payments basis in accordance with the Charities & Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).
VAT
The SCIO is not registered for VAT and, accordingly, expenditure includes VAT where appropriate.
Resources expended
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries.
Governance costs include those costs associated with meeting the constitutional and statutory requirements of the charity and include the Independent Examiner’s fee.
Nature and purpose of funds
Unrestricted funds are those that may be used at the discretion of the trustees in furtherance of the objects of the charity.
Restricted funds may only be used for specific purposes. Restrictions arise when specified by the donor or when funds are raised for specific purposes. During the year the charity received no funds with restriction.

Nature and purpose of Funds
Unrestricted funds:
General Fund has no restriction and is administered on a discretionary basis by the trustees in line with the objects of the SCIO.
Restricted funds:
The National Lottery – funding to support our work with volunteers in 2024 and 2025. This has been fully spent in the year.
