## Independent Examiner’s Report to the Trustees 

| report on the accounts of the charity for the year ended 31 October 2023, which are set out on pages 4 to 8. 

## Respective responsibilities of trustees and examiner 

The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10(1)(d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1)(c) of the Act and to state whether particular matters have come to my attention. 

## Basis of independent examiner’s statement 

My examination is carried out in accordance with the Regulation 11 of the 2006 Accounts Regulations. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the accounts. 

## Independent examiner’s qualified statement 

During my examination, no matter has come to my attention other than that disclosed below: 

   1. which gives me reasonable cause to believe that in any material respect, the requirement? . to keep accounting records in accordance with Section 41(1) (a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulation and, 

   - to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations. have not been met 

   2. to which, in my opinion, attention should be drawn to enable a proper understanding of the accounts to be reached 

- The matter that has come to my attention are that, during my examination of the accounting records of the charity 

   1. The charity did not maintain accounting records relating to the movement of restricted funds during the year and therefore it was not possible to accurately verify the balances of these funds at the year end.

The trustees present their annual report together with the accounts for the year ended 31
October 2023.
Structur•, Governance and Manag¢ment
The charity Isciol is administered in accordance with Its constitution adopted by the
committee on 28 March 2013. The Constitution was reviewed on 27 April 2017 and no
changes were made. The constitution is currently under review and will be completed by early
2025.
The business of the group shall be transacted by the trustees and the management
committee elected al the AGM by the members. Members of the committee will serve one
year. Retiring members are eligible for re-election.
The trustees keep under review the major risks to which it may be exposed.
Oble¢tlve$ and Acllvltles
The purpose of Port William Community Association SCIO shall be lo benefit inhabitants of
the village of Port Wlliam within the Parish of Mochrum, and as defined by the postcode
areas of DG8, without distinction of age, gender, sexuality, political, religious, or other options
by..
The adVan￿rnent ol citizenship or community development and the promotion of
civic responsibility and pride and working with the voluntary sector and other
Charities.
The provision of recreational facilities and organisation or ￿c￿at10nal activities which
are available lo members of the publi¢ at large.
To continue lo act for the bettemienl of the village and surrounding area.
To purchase additional Commercial Christmas Decorations to be displayed in The
Squa￿, Port William and to hold an event for the switching on of the lights and the
provision of refreshments.
To continue to hold festive events for children and young people.
To continue to build on the Success of previous Carnival Weeks and providlng
variety of events lo cater for all age groups as a way of drawing tourislsfvisilors to the
vi1Sage for the benefit of local busines$es,
To act as convenor for any national celebrations which the village wishes to
parb'cipate In.
To upgrade and replace existtng equipment i.e. tables, chairs, bar-bque and sound
equipment and other items needed for events.

To upgrade facilities to maintain the sites cur￿nt AA rating and lo d￿8t0pIng part of
the toilet block lo offer accessible showering facilities wh¢h should facilitate the
number of pitches that we hold.
To upgrade and replace the park furniture

The trustees have referred to the guidance contsined in the Office of the Scottish Charity
Regulaloff s general guidance on public benefit when reviewing their objectives and in
planning their fvtU￿ activities. In particular, the trustees Consider how planned activities will
contribute lo the objectives they have sel.
Total receipts for the period were £77,996 {2022'. £77,622)
Achigvements and Performance and Future Plans
The trustees will continue lo arrange activities for the coming year, building on p￿VIouS
success. be it acting as a centr31 hub for Port William and surrounding area.
This will also include building on the success of the caravan sile, through continued
development of the facilities and amenities on site.
The purpose is lo increase visitor numbers and provide employment and business
opportunities for local people.
We have acquired water light storage with a modern electric supply, lighttng and a safe
supply for electric lo the marque$.

The charity had a deficit for the year of £22.26212022". dèficit £8.1201
Reserves Poli
It 15 the trustee'5 policy lo hold reserves of approximately Six months expenses £30,000 $0
that in the event ol a significant drop In income the charity can maintain its current level of
activities for a reasonable period until replacement funding is obtained. At the year end the
charity held unrestricted cash fvnds of £96,186 which exceeds approximately 6 months
expenses.
At the time of approving the financial statements, the Trustees have a reasonable expectation
that the charity has adequate resources to continue in operational existence for the
foreseeable fulure Thus the Trustees continue to adopt the going concern basis of
accounting in p￿ParIng the financial statements.

The charity's trustees are responsible for the preparation of the accounts in accordance with
