(2) Assisting people who are at a disadvantage because of their social and economic circumstances by providing and facilitating the provision of training and employment opportunities (including the direct provision of mentoring projects) to individuals who would have difficulty in accessing work through the mainstream jobs market and doing so in an environment which maximises their prospects for sustaining themselves in employment through the provision of mentoring and other forms of support.
