Structure, Governance and Management Constitution The Charity is a Scottish Charitable Incorporated Organisation (SCIO). It is governed by its constitutlon which wa5 adopted on 23June 2011 and which has been revlsed since then, The latest version, Version 5, was adopted October 2023 following the change of name of the charity. The Charity was granted charitable status by OSCR on 26 August 2011. General Strutture The structure of the organSsatlon consists of: The Members- who have the right to attend members, meetings (Including the annual general meeting) and l)ave important powers under the constitution; in partlcular, the members appolnt people to serve on the Board and take declsions on changes to the constitution itself. The Board- who hold regular meetlngs, and generally control the activities of the organisatlon; for example, the board 15 responsible for monitoring and controlllng the financial position of the organlsatlon. The constitution provides that trustees may be nominated by members, which Includes existing trustees. When a vacancy occurs members are invited to nominate potential trustees for the board. Electlon of trustees takes place at the AGM, Where partlcular skllls are absent from the board's skill mix this is brought to the attentlon of the membership. Potentlal board members may be invited Inltlally as obseNers to board meetings. The constltutlon also allows the board to appoSnt anv member to be a trustee at any tlme. Objectlves and Actlvltles Charitable ur oses The organisation's purposes are: The advancement of citizenshlp or community development. To relleve those in need by reason of age,111 health, dlsabllityi flnanclal hardshlp, or other disadvantage. To promote the welfare and to relieve the needs of familie5 and individuals adversely affected by imprisonment and community sentencing believing that with the help of the faith communities men and women can be encouraged and supported to turn their lives around. Achlevements and Performance for the perlod Aprll 1" 2024- March 31" 2025 During the period covered by this report the organisation contlnued to operate two prison famllv vlsitor centres: A vlsltor centre. at HMP and YOI Stirling, which opened in June 2023, and previously at HMP and YOI Cornton Vale, on the same site in Stirlingp Scotland. The visitor centre at Ih HMP & YOI Cornton Vale had been operational since 26 August 2013.
A visitor centre at HMP Glenochil. The centre has been operational since 3, April 2017. The aim of both centres is to provide a supportive, friendly and welcomlng environment for frlends and families vislting a prisoner. Support is provided by centre staff and trained volunteers to ensure experlences of prison visiting are less stressful and more positive than they would be otherwlse, thereby encouraging more frequent visils and maintaining family ties. The intention is that this will increase the stability of children's lives and reduce the risks of children themselves engaging in anti- social behavSours and suffering mental health Issues later in life. We hope to achlevo positive long- term outcomes for all of the family. In the long term it is hoped that these Improved family ties will contribute to reductions in re-offending with positive implications for the wider community. The organisation received fundinE from the Scottish Government through the Prlson Vlsltor Centre Core Funding Programme for the operation of both centres. The charity participates in national networks brlnglng together representatives from Prison Vi51tor Centre5 acr055 Scotland to dlscuss progress and share good practice. Both centres were operated In partnership wlth the Scottish Prison Service. Service Level Agreements between each prlson and Forth Valley Incluslon IFVI) set out the alms and objectlves of each centre, the management and governance arrangements and the responsibilities of each partner. Under the Agreements the Scottish Prlson Service has particular responslbllitles in relatlon to the provision and maintenance of the premises where the visitor centres are based. At both prisons the vSsltor centre is located within the prison at the front of house before visitors go through security. FVI has responslblllty for the employment of staff and volunteers and the day to day running of the centres, In relation to this, the charity utilised the funding secured from the Scottlsh Government towards the costs of employing staff for the centres. Durlng the perlod to March 31" 2025, the organisatlon engaged one new project worker, and there were six employees12 full-tlme, 4 part-timel at the year end. The organlsatlon continues to engage a consultant to undertake Buslness Managemeilt actlvlties for a few hours a week on a self-employed basis. To enable coverage of all visitor sessions at the prisons we are reliant on the support of a pool of tralned and commltted volunteers without whom the centres could not operate. There are 8 volunteers across the two Centres at March 2025. Volunteer recruitment is on80ing. The role of staff and volunteers Is to listen, offer a kindly ear and provide support and informatlon as appropriate. A pleasant, warm, supportive atmospliere has been created to encourage familles to feel relaxed and valued. Tlie Prison Visitor Centre at HMP and YOI Stirlin HMP & YOI Stirling is the national facility for female offenders for both remand and convicted prisoners. Prisoners, and thelr vlsltors, come from all over Scotland. The Visitor Centre operates a 6 day a week service to Support all visiting sessions at the prison.
Durlng the period April 2024- March 2025 there were 1063 visits at the Centre- 943 adult visits and 120 thildren's visits. Prisoner numbers at HMP and YOI Cornton Vale had been reduced over the past few years during development of a new prlson on the same 51te and the prison closed In May 2023. The new prlson HMP and YOI Stirling opened in June 2023 with a reduced capacity compared to HMP Cornton Vale as part of a new approach to women in pr150n. The visitor centre moved to a new purpose bullt faclllty within the new prison. The facilitles include a café style seatlng area, kitchen area, breakfast bar and chlldren's play area. From these new premises, staff and volunteers have continued to provlde a range of support to the family and friends of prisoners at the new prison. The Vlsitor Centre at HMP Glenochil HMP Glenochil manages adult male offenders who are short term offenders, long term offenders, and life sentence offenders. The prison gives priority to prisoners from Forth Valley and Fife. It is one of the major sites In Scotland for managing sex offenders and those wlth an Order of Lifelong Restrlctlon {OLR). The facilities at the Visltor Centre at HMP Glenochil include a café style seatlng area, kitchen area, breakfast bar and chlldren's play area. The centre opened in April 2017. We hold 104 children's visits throughout the yearfor both halls in HMP Glenochil. Our average attendancefor children's visits is 26 children each weekend. Visitor centre staff and volunteers have continued to provide a range of support to the famlly and friends of prlsoners. The focus of events and activities included healthy eatlng, wellbeing, and notable days such as Halloween, St Andrews Day and Easter. At Chrlstmas events took place and gifts were distributed. Flrst time vlsltors are provided with a first tlme vlsitors pack. Support has included phone calls to and from famllies and referrals for family support in the community. The SPS had provlded on Ilne 'virtual vSsits' while physlcal vlsits were restricted. These visits have contlnued. The visitor centre staff h3ve supported familles wlth acce55ing these. At Glenochil, the team continue to run dad's wellbeing groups. These 8roup5 are essentlal to the work of the Centres, as they give an opportunity to better support famllies and to help children through the trauma of having an incarcerated parent. The team at Glenochil also attend the prison's induction session. This is attended on a weekly ba51s and staff attend for both halls. Staff attend chlldren's vlslts In the maln visits room. The team provlde a wlde range of art and craft actlvlties and events to promote and enhance family relationshipslbonding. Performance Monltorlng and Evaluatlon The charity has systems In place to monitor and evaluate performance Including systems for recelvlng feedback from service users. The National Performance Framework for Prison Visitor Centres in Scotland whlch outlines 'expected' and 'desirable' levels of vailous standards of servlce provision to be delivered by projects funded through tlie Scottlsh Government Prison Visitor Centre Core Funding Programme. In relation to this the charity currently meets the 'desirable' levels of service at both centres. Flnanclal Revlew Our Income thls year has come from grants received from the Scottish Governinent and the National Lottery and from donations received from supporters. Expenditure Ilirougliout the year ha5 related to salary costs and to the development and running costs for the centres and related activities. Reserves Pollcv The reserves policy 15 to have available funds to cover any unforeseen issues and unexpected expenditure and to support a transition to new sources of funding if current funding source5 are no loiiger avallable. Funds at the end of March 2025, not restricted to specific activities, were £56,973 which Is in line with this policy. Plans for Future Periods
For the foreseeable future the charity intends to continue to deliver services at the two centres and dp.velop and expand thti range of servtces and activities on offer in line with our overall charitable purposes.
