Constitution To comply with new guidance from the Scout Association the group adopted an updated constitution and a new governance structure at the 2024 AGM.
Trustee recruitment and appointment
From 2015 to 2024 the full Scout Group Committee were the charity trustees. In August 2024 to comply with Scout Association POR and the new constitution a new Trustee Board was appointed to oversee governance. Following the changes two former trustees are part of the new Group Scout Council.
The role of the trustees is to ensure that the charity

e is well managed and has sufficient resources (funds, people, property and equipment) for the delivery of a high quality programme
-
e complies with the charity’s governing document and the law
-
e manages its finances and resources responsibly and has appropriate budgets in place
-
e has effective administration in place to support the work of the Trustee Board
-
e has an appropriate risk register and safeguarding procedures in place
Trustees are initially appointed for a three-year term of office after which they can be reappointed by the Group Scout Council but will serve no more than nine years before taking a break of three years. Trustee Boards need to have a minimum of five and a maximum of twelve members. The aim to have at least one trustee under the age of twenty five.
Day to day management of the Group is now undertaken by a committee appointed by the Group Scout Council.
Charitable purposes and main activities
The purpose of the Scout Association is to promote the development of young people in achieving their full physical, social and spiritual potential
Achievements and Activities in the 202/25 academic year.
Prudent budgeting and a grant from Foundation Scotland to offset joining costs has enabled the Group to avoid increasing subscriptions for a further year at a time of financial pressure for many families. The numbers of young people engaging in Scouting activities has continued to increase.
This year the Group has been able to utilise the land at Uillean, which was purchased in 2023, for outdoor activities. Volunteers have helped to clear the land and carry out basic repairs to the building on site to make it watertight. The change of use planning application has been approved enabling the building to be used for storage. Following several successful grant applications and generous donations from supporters plans are being developed for the installation of composting toilets. To enable camping on site this year welfare facilities have been hired from a local provider. The land has been well used and enjoyed by all the sections from Squirrels to Explorers

The 19" Argyll has been busy this year and we are very grateful to all the volunteers who have made the following activities possible —

e Squirrels — the young people had input into the programme themselves and chose science and navigation themes as a focus but they also grew plants, participated in a litter pick and worked at Ardrishaig Community Garden. In June they had an adventure day at Uillean and worked on navigation skills and shelter building. The term ended with a beach barbecue at which a further 4 Chief Scout acorn awards were presented

e Beavers —a joint camp with the cubs at Ormsary saw 24 young people involved with 20 staying overnight. The camp had a CSI theme with a cuddly toy being kidnapped leaving the section to track down the culprits.

e Cubs — the joint camp hada traditional campfire, singing and even some sleep as some members spent their first night away from home. In May members of the cubs and beavers took part in the John Logan and Louise Holmes Fun Day in Inveraray. Over 100 young people participated with 20 staying over. Like most sections summer evenings were spent outdoors with community work involving litter picks and building bug hotels.

e Scouts — In February the Scouts had their first sub zero camp at Uillean . A sleepover at the Glasgow Science Centre wasa highlight in March followed by the annual Snowdrop Challenge with 1** Oban Scouts. In April 17 Scouts attended an Adventure Camp at Strathallan Castle.
e Community activities included a beach clean at Duntrune where significant amounts of marine waste were removed. The activity was much appreciated by the landowner and partner organisations including Heart of Argyll Wildlife and Kilmory Shinty delivered sessions along with the Coastguard. This was an informative session with rescue, drowning and hypothermia discussed. The end of term barbecue saw new leaders invested and two leaders presented with their wood badges.

e Explorers — the highlight for a group of Explorers was the expedition to Galicia, Spain in October 2024 to walk the Camino de Santiago to Compostela. Training had started in March, with route, transport and accommodation planning as well as team building exercises throughout the year.

2 In July 6 leaders, 17 Explorers and 4 Scouts joined participants from other Argyll Explorer Units and Groups to attend the Norwegian Jamboree. There werea total of 10,000 participants from countries ranging from Hong Kong, Sweden, Canada as well as 9,000 Norwegian Scouts. This was an exciting opportunity for Argyll participants to meet scouts from around the world and to become good friends with our hosts from the Drammen area of Norway.
Platinum, Silver and Bronze Duke of Edinburgh Awards continue to be presented each year.
Training Both current and newly recruited Leaders continue to participate in a variety of training. Past investment in training enables the Group to offer a wide variety of events and activities.
Policy on reserves An informal reserve of £3000 was originally agreed by the committee on 25 August 2015 and had remained unchanged until 2025. With the purchase of Uillean it was considered prudent for this to be increased to £5000 to ensure funds were available to cover insurance and any emergency repairs.
Details of any surplus
The surplus generated this financial year reflects the funds held in reserves for developing Uillean and payments for camps where expenses have not yet been claimed and paid. All these monies together with the £5000 reserve referred to above are ringfenced in a separate interest earning account. All fundraising receipts and grant/donations are held in the reserves account to ensure they are used for development of the Group and not for operating expenses. Operating expenses for the group are all covered from the general account. In 2024 a small bursary fund was established which is used to assist any parents struggling to meet subscriptions, the costs of camps or trips.
Donated facilities and services Over 100 young people benefitted from outdoor activities. These were facilitated by Leaders assisted by parents and committee members.
All leaders, committee members and parents are volunteers.

Independent Examiner's Report to the Trustees of 19th Argyll (Lochgilphead) Scout Group | report on the financial statements of the 19th Argyll (Lochgilphead) Scout Group (“the Group”) for the period 1 August 2024 to 31 July 2025
Respective Responsibilities of Trustees and Examiner
The Charity’s Trustees are responsible for the preparation of the accounts in accordance with the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006. The Charity Trustees consider that the audit requirement of Regulation 10(1)(d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1)(c) of the Act and to state whether particular matters have come to my attention. Basis of Independent Examiner’s Statement My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also includes | consideration of any unusual items or disclosures in the accounts and seeks explanation from the | Trustees concerning any such matters. The procedures undertaken do not provide all the | evidence that would be required in an audit and consequently do not express an audit opinion on the accounts.
