Strurture, Governance & Mana8ement
Pluscarden District Community Assodatlon ("the Charity") is an
unlncorporated a55oclatlon whlch was granted charltabk status by OSCR
on 14 September 2CM)9. It ts governed by its constltutlon adopted on 30
July 2009.
The members of the Charivs commlttee are Its Trustees. The committee
ts elerted at the Annual General Meeting. It consists of five members
and up to a further five members can be cwited by the committee.
Manapment
The Trustees are re¥x)nsible for all aspects of the running of Pluscarden
Hall ("the Hall-). They a￿ responsible for raising fund5 to maintsin the
structure and fadlftles of the Hall to allow it to be avallable for use by the
local community. The Trustees meet as a committee on an
pproximately monthty basis or as required for forthcomin8 events.
Objectlves & Actlvftle5
Charftable purposes
In summary, the Charws alm Is to promote the benefit of the local
community. to advance educatlon and to make the Hall available in the
Interests of social weffare for recreation and leisure time occupatlon wlth
the object of improvin8 the conditions of lrfe for the kKal communlty.
Activities Yary from year to year. They usually Include fundraising events
such as themed suppers. pantomime. quiz nights, coffee mornin85. SOUP
and sweet events and a Christmas community gathering. The Hall is also
hired out to the local populace for any soclal gathering5. with the
permission of the Trustees.

Chalrperson's Revlew
The ￿ar to the end of August 2025 was an evenrful perlod for the Hall.
The committee met nearty every month. In additlon to regular activitSes
Induding health and safety review5 and policy updates, the committee
dealt with the following key topks and events:
FurMlln8 Inltlatlves
External fundin8 was obtalned to cover most of the le￿1 costs requlred
for the transf0M￿¢S0ft of the Hall Charity into a Scottish Charltsble
Incorporated Organisation (SCIO). Further fundin8 was 8ranted fDr
extensive Hall renovatbons that indude malntenance of the Ilall's
wooden floor. replacement of rotten external woodwork ar￿ extemal
paintlng.
Work on transformin8 the Hall charity into a SCIO prc8ressed wlth the
Instruction of extemal lawyers who advised on the new SCIO
constltution.
Communlty Garden
The community garden. estsblished as a sectlon of the tharity.
continued to grow. ft C(￿$15ts prlnclpalty of a polytunnel. a 8reenhouse
and outside 8round near the Hall, and Is Ilvln8 UP to its objective of
creatin8 a shared community space to organkally grow fruit and
ve8etsbles. External fvnding enabled the purchase of varlous t￿1$, 5011,
seeds and plants as well as a small 8arden shed.
Hall deaTrup and Improvem
Numerous local volunteers helped Ody up and maintsin the Hall and Its
grounds on the LKca5ion of a two4ay Spring clean effort. A new
wishing well wtth a blackboard was manufactured and donated by a
member of the local c4xnmunity. Also, the Hall received two whisky
barrel planters as a donation. These athities and addltfons significantty
Impro￿d the exterlor appearance of the Hall.

Regular soup and sweet e￿nts as well as coffee mornin85 have become
popular communlty fixture. also contributlng to Hall funds. A
pantomime and a charity dlnner were also successfully o￿anIsed durln8
the year. Numerous private events were held on a hire basl%. rnisin8
additional income for the Hall.
Flnandal Review
The balance of fvnds held at the close of the year was £12,208.54. This
represents a surplus of £123.91 durin8 the year and 15 more than
sufficlent to carry the Hall through another year.
The total Income durlng the perlod amounted to £13.260.68, up from
£9,158.07 in the precedin8 financial year. maSnly driven by increased hire
revenue. Events once again contributed a si8nificant amount to Hall
fvnds Induding income from coffee mornings, soup and sweet events
and a Christmas PantomSme. A special dinner was Ofganlsed to raise
money for the HS8hland H05pice and a totsl amount of £968 from the
event was paid to that charity. External grant fvndin8 of £1.3Th) was
received from Morny Cares which was spent on (xrtdoor maintenance
and improvements for the Hall. In addition, an amount of £1.994.99 was
received from Rothes11 Wind Farni Community Benefit Fund t(Hards the
e5tsb1i5hn￿nt of a Community Garden.
Total expendlture for the year of £13,136.77 was sl8nificantty higher than
In 20241£6,OSO.72) but included the donation to the Highland Hosplce,
and the items funded by the grant income mentloned above. The main
driver of the remalning increase In costs was the unplanned high -&itch-
up- electriuty char8es due to bllls In prevlous year5 being based on
estimates of usage that proved to be too low.
Reserves Pollcy
The antlclpated normal running costs of power arKI heatiw insurance
and other day to day costs are n(y•4 estimated at about £6.CW per
annum. There are sufficient reserves to cover this for the comln8 year
whlch continues to be the p￿ferred policy of the Trusrees.

Plans for Future Perlods
Key plans for the ￿ar 2025126 Indude commtttee succession planning
(recruiting new office hoklers and addrtlonal members), completing the
transformation of the Hall's legal Structure into a SCIO and Implementing
safety upgrade measures (exterior li8htln& shed ￿paIr, new Outside Hall
not5ceboard and ￿placement of water heate￿ in toilets) together wlth
the correspondin8 extemal fundin8 applkauon for these upgrnding
measures.
