Structure, Governance and Management Constitution The Charity is a Scottish Charitable Incorporated Organisation (SCIO). It was registered in its current legal fonn on 12 December 2012. The charity was previously registered on 2 June 2008 as an unincorporated association, and the assets of the unincorporated association were transferred to the SCIO on 12 December 2012. The structure of the organisation consists of the members, who appoint people to serve on the Board, and the Board, who hold regular meetings and generally control the activities of the organisation. Appointment of trustees The Board, which meets approximatety every three months, are the charity's trustees. Membership of the Board is open to all members of Perth Street Pastors. Trustees are elected at the annual general meeting which is held in the autumn. There must be a minimum of four and a maximum of nine trustees. the quorum being three. Objectives and Activities Charitable purposes The organisation's purposes are: 1. To advan the Christian Faith in accordance with the Licence Agreement executed with ASnSIon Trust (Scotland) in Perth and in such otheT parts of the United Kingdom or the world as the Trustees may from time to time to think fit, particularly but not exclusively by means of caring, listening and helping people on the streets and at various venues day and night. 2. To advan health. including the prevention and relief of sickness and human suffering, through the provision of goods or services of any kind including through the provision of counselling and support in Perth and in such other parts of the United Kingdom or the world as the Trustees may from time to time to think frt, particularly but not exclusively by means of caring, listening and helping people, including those suffering from amongst other reasons excessive alcohol or substance use or misuse. on the streets and at various venues, day and night. 3. To relieve those in need by reason of age, ill-heafth. disability, financial hardship or other disadvantage by the provision of goods or services of any kind including through the provision of counselling and support in Perth and in such other parts of the United Kingdom or the world as the Trustees may from time to time to think fit. particularly but not exclusively by means of caring, listening and helping people on the streets and at various venues, day and night.
Activities Perth Street Pastors go out into the streets of Perth to listen, to care and to help all whom they meet, and are recognised as being a key element in Perth & Kinross's Community Safety network. Each Street Pastor is fully trained and provided with the distinctive unrform, and the teams are in communicalion with the police and key city centre staff. Street Pastors also provide a friendly, supportive and caring presence at events during the year, working with the poli and other agencies in providing a calming neutral presence and working to keep people safe. Since 2017, specially trained School Pastors have been patrolling roads near Perth Grammar School on Friday lunchtimes, and in 2022 we were pleased to start patrolling at Bertha Park High School. 1 Perth Street Pastor has also had additional training as a Response Pastor to be available for major and significant incidents in Scotland. Achievements and Performance In the year to 31 Dember 2024. we gave oul 33 pairs of flipflops and 806 lollipops., picked up 716 bottles and glasses,. calmed 21 aggressive situations, helped 113 vulnerable people, put 2 people into taxis,. made 15 referrals (including to police & ambulance seNices) and received 519 spontaneous thanks. We prayed for or with 301 people, and had 210 faith related conversations. We completed 201 patrols involving Street Pastors and School Pastors representing 1423 hours on patrol. Teams go out regularly on Friday and Saturday evenings and also do an earty patrol two Saturdays a month. In March 2025, there were 28 volunteers, including 9 School Pastors and 9 Prayer Pastors, providing prayer cover for teams out on patrol. 10 Street Pastors and 3 School Pastors were on sabbatical as at April 2025. We held 8 training sessions in 2024125. In April 2025, we have 14 people in training to join the Street Pastorl School Pastor team and they should be Commissioned in May. As well as our relationships with Perth Grammar School and Bertha Park High School, our partnerships with the YMCA, Veterans Chaplaincy Scotland, Perth & Kinross Safer Communities Team, Youth Engagement Team and Communty Wardens are flourishing and we meet regularly with these agencies. Financial review Our main source of funding is donations from churches and individuals, and donations from pub collecting cans. Main expenditure is on licence fee for Ascension Trust, training, and use of premises as a patrol base.
Reserves policy Due to the long lead time in securing funding, the trustees, policy is to retain one year's worth of expenditure in order to meet commitments and to cover any unexpected expenditure. At 31 March 2025 the organisation held sufficient funds to cover more than one yearfs expenditure. Plans for future period The trustees intend to continue to recruit and train further Street and School Pastors to maintain our ability to provide the service on the streets of Perth and in our schools, working with education and police authorities to help reduce youth anti-social behaviour, and further develop our relationships with other organisations providing care and support.

Notes to the accounts for the year ended 31 March 2025 1 Basis of accounting These accounts have been prepared on the ReIpts and Payments basis in accordance with the Charities & Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). There are no Debtors or Creditors to be reported. 2 Nature and purpose of funds Unrestricted funds are those that may be used at the discretion of the trustees in furtheran of the objects of the charity. The charity has no funds subject to restrictions spectfied by the donor or raised for specific purposes. 3 Related party transactions The organisation's insurance policy includes Trustee Indemnty Insuran for all its trustees. Independent Examlnerfs Report to the Trustees of Perth Street Pastors I report on the Accounts of the Charity for the year ended 31 March 2025 which are set out on pages 1 to 6. Respective Responsibillties of Trustees and Examiner The Charity's Trustees are responsible for the preparation of the accounts in accordance with the tenns of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts {Scotland) Regulations 21)06 (as amended). The Charity Trustees consider that the audit requirement of Regulation 10(1 }(d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention. Basis of Independent Examiner's Statement My examination is carried out in accoidance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006 (as amended). An examination includes a review of the accounting records kept by the Charity and a comparison of the accounts presented with those records. It also indudes consideration of any unusual items or disdosures in the accounts, and seeks explanations from the Trustees Gonming any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on Ihe view given by the accounts. Independent Examinerfs Statement In the course of my examination, no matter has come to my attention: which gives me reasonable cause to believe that in any material respect the requirements,. lo keep accourrting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations (as amended), and to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations (as amended) have not been met. or 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. 14 >•x$.....
