Portree and Bracadale Free Church of Scotland Report of the Trustees for the Year Ended 31 December 2025
The trustees present their report with the financial statements of the charity for the year ended 31 December 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES Aims and Affiliation The Free Church of Scotland currently has over 100 congregations in Scotland as well as one in London, and sister Churches founded by mission work in India, Peru and South Africa. The Church also has a full-time college in the heart of Edinburgh for the training of Ministers and other Christian workers and sustains an extensive Missionary programme relative to the size of the church.
Dating from 1843 but with its roots in the Reformation, it owes its distinctive title to its historical struggle to remain ‘free’ from state interference in its internal affairs. It has close and active relations with many other Reformed churches of Jesus Christ throughout the world and stands firmly in the tradition which accepts the Bible in its entirety as the Word of God and, therefore, derives its forms of teaching, worship, ministry and government from it. The main emphasis of our worship is the preaching of the gospel - the good news of a free and sovereign salvation through Jesus Christ alone. Portree & Bracadale Free Church of Scotland is a congregation of the national Free Church of Scotland working towards the common aims set out above. It was formed by the union of the two Free Church parishes of Portree and Bracadale (by Act of The General Assembly of 2016). It is a Presbyterian church adhering in its worship and doctrine to the position of the Church of Scotland at the Reformation. The Free Church of Scotland has an explanatory document which explains the origins of the Church and which gives the historical background to the Church coming into being in 4843 and lists documents in which is embodied the constitution of the Church. The congregation is authorised by the Church to have a minister and assistant minister paid from the central funds of the Church. The Church building and the senior Ministers manse are the property of the congregation and are held under the Church's model trust deed. The goverment of the Free Church of Scotland is Presbyterian, and the congregation is within the Presbytery of Skye & Western Ross.
ACHIEVEMENTS AND PERFORMANCE
Charitable activities
During the year, the church met regularly for worship and carried out various activities in pursuit of the above stated aims. The congregation continued its commitment to support the National Free Church of Scotland both spiritually and financially. Significant highlights, events and developments of note in the year include the following: - In relation to congregational activities: - ‘Family Fun Day’ on Easter and Christmas Saturdays, ‘Craft & Chat' fortnightly meetings, Children's Holiday Club during summer holiday time, wreath-making community event. - New Building. This has becomea very useful facility for regular use by community groups as the year progressed e.g. Alzheimer-Scotland, NHS Highland and the Ritchie Report committees, Skye Chorus and ‘Handel's Messiah’ presentation, Friends of Portree Hospital, Cancer Support Group, the Housing Association, Autism Initiative, MSP surgeries, and the Gaelic Parent & Toddler class. A modest rent is charged, but the main source of satisfaction is the fulfilment of our aim that the premises would be useful to the community.
-
In relation to congregational funding, support in 2025 was given to:
-
- Mission Intemational - providing 'The Big Meal’ at Christmas-time in Third World communities. - Latin Link - a church member planning to work with church communities in Bolivia and Argentina in 2026. - Blythswood Care - Radio Skye - Skye & Lochalsh Foodbank - Lucky 2 Be Here - Thirtyone-eight, formerly Churches’ Child Protection Advisory Service. - Alzheimer Scotland - Church building refurbishment in Broughty Ferry.

FINANCIAL REVIEW
Principal funding sources The congregation receives its funding by way of weekly offerings and Gift Aid donations.
Reserves policy It is the policy of the congregation to maintain unrestricted funds, i.e. funds not committed or invested in fixed assets, at a level which equates to approximately three months unrestricted expenditure. This allows sufficient funds to enable the ongoing work of the church to be maintained. Free Reserves at 31 December 2025 amounted to £65.818 (2024 - £51,757) and was considered adequate.
Total reserves, including the net assets of fixed assets and balances on restricted funds amounted to £1,985,341 (2024 - £1,974,815).
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document Portree & Bracadale Free Church of Scotland congregation is established by Constitution. The congregation is a Scottish Charity (Scottish Charity Number SC038180 and is part of the Free Church denomination (registered charity number $C012925).
Trustees and Office Bearers The church is Presbyterian in government and its day to day running is undertaken by the Elders (the Kirk Session) and the Deacons (the Deacons’ court). The Deacons’ Court's specific function relates to the material and financial business of the congregation, whereas Elders are charged with the general and spiritual oversight of the congregations. It is accepted practice for the Minister and Elders to also be in membership of the Deacons' Court. Under charity law the members of the Deacons' Court are deemed to be the Charity Trustees of the Congregation. This is distinct from the role of congregational trustees responsible only for holding property in trust.
The Deacons’ Court (the Charity Trustees) who served during the year 2025 were as follows:
Ministers Rev Donald G MacDonald Elders Mr John A Gillies, Dr Charles L Crichton (Session Clerk & Treasurer), Mr Rolf Napoli, Mr Duncan MacKinnon, Mr Peter MacDonald. Deacon Mr Peter Moller (Clerk), Mr Donald Angus Campbell
Congregational Trustees: For holding Property - Mr John A Gillies, Mr Peter MacDonald, Dr Charles L Crichton, Miss Dolina MacLeod.
Appointment of Charity Trustees The Kirk session exercises its discretion in determining the most appropriate method of electing new Trustees (Elders and Deacons). Any election process must involve the communicant membership of the congregation. There is no fixed term for Trusteeship. Prior to their appointment, new Trustees would have served the church for some time in various roles and would be familiar with the church's values, its aims and objectives as well as its day-to-day operations. As part of their induction programme, new Trustees are required to understand their statutory responsibilities as well as their responsibility as elder or deacon.
Risk management The Trustees assess the major risks to which the congregation is exposed on an ongoing basis and have established procedures to mitigate those that are identified as a result of these reviews.
Grant making policy
The congregation makes grants from its gift income to individuals and organisations whose aims are compatible with the congregation's objectives.
TRUSTEES' RESPONSIBILITY STATEMENT The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

TRUSTEES’ RESPONSIBILITY STATEMENT - continued Charity law requires the trustees to prepare financial statements for each financial year. Under that law, the trustees have elected to prepare the financial statements in accordance with United Kingdom Generally Accepted Accounting Practice (United Kingdom Accounting Standards and applicable law). Under charity law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure, of the charity for that period. In preparing those financial statements, the trustees are required to
-
select suitable accounting policies and then apply them consistently;
-
- observe the methods and principles in the Charities SORP; - make judgements and estimates that are reasonable and prudent; - prepare the financial statements on the going concem basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005 and The Charities Accounts (Scotland) Regulations 2006 (as amended). They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. Independent Examiner's Report to the Trustees of Portree and Bracadale Free Church of Scotland
| report on the accounts for the year ended 31 December 2025 set out on pages six to fifteen.
Respective responsibilities of trustees and examiner The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention.
Basis of the independent examiner's report My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the accounts.
Independent examiner's statement In connection with my examination, no matter has come to my attention : (1) which gives me reasonable cause to believe that, in any material respect, the requirements - to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations; and - to prepare accounts which accord with the accounting records and to comply with Regulation 8 of the 2006 Accounts Regulations
- have not been met; or (2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

- ACCOUNTING POLICIES Basis of preparing the financial statements The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)’, Financial Reporting Standard 102 ‘The Financial Reporting Standard applicable in the UK and Republic of Ireland’ and the Charities and Trustee Investment (Scotland) Act 2005. The financial statements have been prepared under the historical cost convention.
Going concern The trustees are satisfied that the charity has adequate unrestricted reserves, of which a high percentage is held in cash, to continue its objectives for the foreseeable future, and therefore believe it is appropriate to adopt the going concern basis in preparing these financial statements. The trustees have considered a period of at least 42 months from the date of approval of the financial statements. Income All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Voluntary income is recieved by way of grants, donations and gifts and is included in full in the statement of financial activities when receivable. Donated services provided in the course of construction are valued and recognised as income and treated as capital expenditure where they are part of the donor's usual trade or profession.
Income from investments is included in the year in which it is receivable.
Expenditure Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Raising funds Fundraising costs are those incurred in seeking voluntary contributions.
Governance costs Governance costs include those costs incurred to allow the board of trustees to fulfil its constitutional and statutory obligations and they are included as support cost within the charitable activities. Tangible fixed assets Tangible fixed assets are stated at cost less accumulated depreciation. Depreciation is provided at the rates calculated to write off the cost less residual value of each asset over its expected useful life, as follows: Carbost Church - Not depreciated as rate is deemed to be immaterial. New Building - 2% straight line, on a monthly basis. Equipment - 15% reducing balance, on a monthly basis.
The charity's property holding trustees are disclosed on page 3 of the trustee report.
Taxation The charity is exempt from tax on its charitable activities. Fund accounting Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees. Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
