Three of the original four signatories to the Trust Registration document dated 14[th] March, 2006, remain all living in Scotland. ## **Governing document:** The declaration of trust dated 14[th] March 2006 and registered with the Registrars of Scotland. ## **Charitable Purposes:** Our purposes as described in the founding declaration of trust are: To advance the Christian faith as set forth in the Apostles’ Creed, by entering into partnership with Christian Mission and Christian Development Agencies, primarily in Europe, but also elsewhere in the world, to assist in: - The establishment of Christian Ministry Centres. - The training, resourcing and mobilising of personnel. - The promotion of leadership development. - The funding of projects of social transformation, and the relief of suffering and poverty, particularly in relation to disasters. ## **Activities and Achievements:** **ROMANIA:** During this accounting year of operation, the Trust has continued to source funds for the projects of Veritas, a multi-project foundation registered as a charity in Romania, centred in the Transylvanian town of Sighisoara. During 2024-25 Veritas Foundation (Fundația Veritas) has continued to offer local social services for the elderly, for nursery aged and school children, and those suffering domestic abuse, under the leadership of a Romanian Board of Management, and Director Petronia Poppa. The members of the Board of Directors are in the majority Romanian nationals, augmented by a representative of Nazarene Compassionate Ministries, and the onetime founder and previous chair. Veritas activities operate under the Veritas mission statement which reads: _“Veritas is an ecumenical Christian organization, providing education and social services to bring about positive change in the lives of people in Sighisoara.”_ Veritas Foundation focuses its resources through a national team currently averaging around 11 employees over the year. The previous links to any specific North American college have been lost since the withdrawal of accredited professors back to their sponsoring college, but occasional student volunteers do still come for short term inter-cultural experiences to immerse themselves in the community ministries of Veritas, either as self-funded interns or sponsored by previous participants in the Romanian Studies programme. No funds for these volunteers pass through the Titus Trust accounts, and there is no longer any educational credit available through the Veritas Foundation for guided study. The educational programmes of Veritas are now limited to local Romanian children and youth, and members of staff seeking to gain vocational qualifications. Core staff of Veritas have managed and led their team in the newest outreach project to elderly isolated persons in a separate community, providing food and clothing and monthly home visits to maintain a level of surveillance, and advocacy with local civic and social agencies. This outreach work has led to the sessional renting of a community building for additional group support. Details of the staffing and programmes of Veritas should be available at www.Veritas.ro. Veritas has continued to access funds through other international partners from sources in-country and from the EU, the UK and the USA to support the present functions. 2024-5 has seen no further refurbishment of buildings owned by Veritas. Summer in-house “English Camps” are being planned again for Summer 2025, with the return of travelling support from previous volunteers from the UK and the US. Some staff development has continued online, and we have kept in communication with the Director and members of the Board of Veritas to assess ongoing activities, and the periodic adjustments to their programs. Grants and donations received for Romania by the Titus Trust are channelled by secure inter-bank transfer direct to the Charity’s bank in Sighisoara, Romania. Veritas operates a strict policy for protection of vulnerable groups, approved by the Romania governmental agencies. **POLAND:** Our working partnership with projects in Poznan Poland came to an end in this accounting year. The support they offer for displaced Ukrainian families continues through the community centre known as Sweet Surrender, a Nazarene Compassionate Ministries project. The US-based organisation continues to have leadership and development roles with Sweet Surrender, and also in support of youth projects and summer English camps of the Poland Caritas group “Lighthouse”. ## **Trustees Remuneration and Expenses:** Titus Trust trustees have involved themselves in personal expense in support of Veritas Romania, by way of paying for mailings, and facilitating the transition of newsletters to an electronic format sent out by email. The trustees of The Titus Trust have maintained connection with both our main projects, self-funding to travel to assist in summer activities, part-funding these events while also finding additional support for the core functions of Veritas. We remain open to other relief project where we have a personal connection, funding as we are enabled through restricted donations, to support places of welcome and support for displaced peoples. Funds recouped from HMRC on Gift-Aided donations go in entirety to these partners in the proportion of the revenue received for each. ## **Accounts:** The Accounts that follow cover all the expenses and income of the Trust for the Accounting Period 2024-25, and form the basis for the completion of the OSCR Annual on-line return. In this accounting period no funds have been channelled for humanitarian needs other than the projects of Veritas Foundation, Romania and Sweet Surrender Poznan, Poland. Also, none of the funds raised by Titus Trust were used for the support of individual volunteers in the field, or for their travel. ## **Reserves:** A minimal balance of undesignated funds is retained by the Trust at the close of the financial year to be held over for 2025-26. Independent Examiners Report to the Trustees of** ## **The TITUS Trust** In reporting on the accounts of the above charity for **the year ended 31[st] March, 2025,** which are set out in the pages following. ## **Respective Responsibilities of Trustees and Examiner:** The charity’s trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006. The charity trustees consider that the audit requirement of Regulation 10(1) (d) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under section 44(1) (c) of the Act and to state whether particular matters have come to my attention. ## **Basis of Independent Examiner’s Statement:** My examination is carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeks explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and, consequently, I do not express an audit opinion on the accounts. ## **Independent Examiner’s Statement:** In the course of my examination, no matter has come to my attention 1. which gives me reasonable cause to believe that in any material respect the requirements: - to keep accounting records in accordance with section 44(1) (a) of the 2005 - Act and Regulation 4 of the 2006 Accounts Regulations, and - to prepare accounts which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations - have not been met 2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached. ## Name: Mrs Catherine Neville. All lodgements presented in the accounts at Erskine Bridgewater Bank of Scotland, represent all financial transactions of the Trust under the Trust Account, and the subsidiary New Heights Account. 2. The main projects supported by the Trust continue to be those operated by Veritas Foundation (www.Veritas.ro) in Sighisoara, Romania, and the work of the non-profit “Sweer Surrender” (Nazarene Compassionate Ministries – Poznan, Poland). The balance recorded as General Funds includes the restricted balances held in the Veritas Developments Projects fund and the Poland Mission Fund, alongside balances undesignated by the donors, which may be used for administration or transferred to specific projects under the direction of the Trustees. No balances are held at the conclusion of this accounting period for any other project, 3. The Trust is grateful for the ongoing support of all its donors received on behalf of _Veritas_ and _Sweet Surrender (NCM)_ . 4. Gift-Aid Tax refunds received during this accounting period relate to our claim for the accounting periods to April 2024. On this occasion, Tax revenue was added to the restricted funds held for Veritas, Romania, and NCM Poland in proportion to the gift-aided totals received for each. 5. None of the funds raised by Titus Trust were used for the support of individual volunteers in the field, or for their travel. Approved by the Trustees, and signed on their behalf.
