In furtherance thereof but not otherwise ARC shall seek to achieve the objects through the following activities:  (1) To undertake surveillance of rabies in animal hosts and humans. (2) Education of major target groups, in particular health workers, animal health personnel, wildlife agencies and the general public - principally children, who are at most risk of infection. (3) Control of rabies by either or both preventative and/or reactive measures, with a focus on controls in the reservoir host (most usually dogs).  3.
