The trustees present their report with the financial statements of the charity for the year ended 5 April 2025. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

The Trust has the following charitable purposes:

  1. The advancement of the Christian religion for the public benefit including by the carrying on of the service of God in accordance with the Old and New Testaments of the Holy Bible as followed by those Christians forming part of a world-wide fellowship known as the "Plymouth Brethren Christian Church" (the "Brethren") whose core doctrine and whose proper practices in furtherance of some aspects of that core doctrine are summarised in the Schedule to the Trust's founding document, a Deed of Trust.

2. Any other charitable purposes connected with Brethren

Main activities

The Trust provides and maintains a main Gospel Hall for the religious activities of Christians often referred to as 'Brethren'. Details of the origins, teachings and way of life of the Brethren can be found on their website - www.plymouthbrethrenchristianchurch.org. Perth City Gospel Trust also provides maintenance assistance to smaller local gospel halls operated by the Perth Gospel Trust, meeting the cost of this.

Meetings held at these gospel halls include the Lord's Supper (Communion), Gospel preachings, Bible readings and Bible addresses. Depending on the particular meeting, between 30 and 270 people normally attend these occasions. A structured weekly schedule of meetings is held, both at the halls and by video conferencing where any attendee may contribute.

Spreading the Gospel Message

The trustees of Perth City Gospel Trust confirm that they have due regard for the guidance issued by the Office of the Scottish Charity Registrar (OSCR) concerning the provision of public benefit.

The Gospel Hall is a base from which all members of the congregation operate to spread the Christian gospel, in word and in deed. Gospel tracts are provided free of charge by the Trust in support of this activity, which includes preaching the Christian gospel on the streets of Perth most weeks of the year.

Other Public Benefit

In addition to street preaching, the Trust actively encourages the involvement of members of the congregation to help other people in any way they can, and supports the activities of the Rapid Relief Team (RRT), a separate charity, in its outreach to worldwide humanitarian relief. Activities during the year have included the donation of many food boxes to charities that support homeless and needy people in the Perth area, catering support to Emergency Services events and the public events of other charities, and gifting Early Learning kits to a primary school and it's students.

Further activity in support of RRT is expected to continue into the forthcoming year.

The Trust previously made a large purchase of food which was delivered free of charge to a local food bank providing for those in need. This year we have continued to meet the cost of this on a monthly basis.

OBJECTIVES AND ACTIVITIES

Visitors

Services and meetings are attended in normal times by the regular congregation and many of the meetings are open to other visitors who are properly disposed. The notice board outside the main hall welcomes visitors and displays times of Gospel Preachings along with a telephone number for those seeking further information or help. Gospel Tracts, which are distributed during street preachings and other personal interaction, also provide contact details for anyone seeking help.

Bibles and an extensive range of other Christian reading material is on display at the main hall, which visitors are free to take free of charge.

The life of a Christian

The following points are an extract from the Schedule to the Trust Deed, which is central to the Trust's objectives. They outline the way of life of the Brethren as supported by the Holy Scriptures and how it contributes to public benefit:

  1. We seek and are encouraged to live exemplary lives in all our relationships with others in the wider community (including former Brethren), in accordance with the teachings of Holy Scripture (1 Tim 2:2).

  2. In normal circumstances we regularly go out from our homes to preach on the streets, to distribute Christian literature and engage with the wider community (including former Brethren) in order to present eternal salvation, available to all men by faith in Jesus Christ. (2 Tim 4:2).

  3. We seek as members of the public to lead Christian lives as husbands and wives, parents, children, employers, employees and neighbours. (Col 3:22-25, Col 4:1).

  4. The preservation and protection of the family unit is fundamental and children are prized as a blessing from God. (Psalm 127:3-5). The elderly are valued members of the community, for whom both their family and the wider community are expected to care.

  5. Holy Scripture commands us to be good neighbours to others, and deal with all other people (including former Brethren) openly, honestly and fairly and consistent with these principles, we should give our time, talents and money to assist those in need in the wider community, in so far as reasonable given our abilities and our available resources. (Matthew 7:12, Matthew 22:39, Ephesians 4:28).

Funding

Funding is sought through gifts and donations from the congregation. Grants are sometimes received from other charitable trusts with congruent objectives. Gift aid is also claimed on relevant gifts.

ACHIEVEMENTS AND PERFORMANCE

Charitable activities

The normal activities of the Trust were maintained during the year, with some meetings being held by video link and some at the halls.

The congregation is kept regularly informed as to particular needs for funds, and other relevant matters.

FINANCIAL REVIEW

Financial review

Results for the year ended 5 April 2025 are given in the Statement of Financial Activities on page 7. The assets and liabilities are given in the Balance Sheet on page 8.

The Statement of Financial Activities shows a net outflow of resources for the year of £22,302 (2024: inflow of £18,384). This decreases the funds brought forward and gives a surplus to carry forward of £1,369,727. Total voluntary income for the year was £83,748 (2024: £107,185). Full details of the income and expenditure are set out in notes 2 to 8 of the accounts.

The Trustees have considered the level of reserves they wish to retain, appropriate to the charity's needs. This is based on the charity's size and the level of financial commitments. The Trust aims to hold sufficient funds in a current account to cover day to day expenditure, plus an allowance for any urgent repairs and capital expenses that may arise. The Trustees aim to ensure that the charity will be able to continue to fulfil its charitable objectives even if there is a temporary shortfall in income or unexpected expenditure, by raising a funds appeal.

Free reserves at the year-end amounted to £106,416 (2023: £99,825).

Going concern

The trustees consider the trust well fitted to continue as a going concern.

FUTURE PLANS

Despite the increased cost of energy, the trustees feel that these increased costs are not significantly impacting on the ability of the charity to continue as a going concern.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charity is controlled by its governing document, a deed of trust, and constitutes an unincorporated charity.

Perth City Gospel Trust is constituted by a Deed of Trust dated 1st February 2004, later amended by various Deeds of Assumption and Conveyance. The Trust was registered with the Office of the Scottish Charity Registrar 1st February 2004 under Scottish Charity Number: SC035182.

Recruitment and appointment of new trustees

The Trustees who have served during the year and since the year end are set out on page 1 above. None of the Trustees, nor any person connected with them, received any remuneration or expenses from the Charity in the year ended 5 April 2025 (2024 £nil), other than receipted reimbursement for maintenance expenses.

Trustees are selected according to their experience in specialised fields and are expected to use that experience in furthering the objects of the Trust. Checks are made to ensure that there are no legal or other barriers to their appointment. New Trustees are nominated by the existing trustees and appointed by unanimous resolution of the Congregation. Incoming Trustees are made fully aware of their responsibilities by the existing Trustees who ensure that new Trustees read the Trust Deed and the relevant guidance for trustees published by OSCR.

Organisational structure

All major decisions, including those of a financial nature are made by the Board of Trustees at their regular meetings, which are held at monthly intervals. More minor decisions may be made by individual Trustees in their particular field of responsibility.

Wider network

The Trustees maintain informal links with similar charities with a view to pooling experience considered useful in pursuing the objectives of the Charity. The Charity also maintains particular links with Perth Gospel Trust, with which it shares members of its congregation.

The Trustees have identified and reviewed the major risks to which the charity is exposed and confirm that they have established systems or procedures to manage and mitigate those risks.

STATEMENT OF TRUSTEES' RESPONSIBILITIES

The Trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

The law applicable to charities in Scotland, the Charities and Trustee Investment (Scotland) Act 2005 as amended, the Charity Accounts (Scotland) Regulations 2006 as amended and the provisions of the Trust Deed require the Trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the Charity and of the incoming resources and application of resources, including the income and expenditure, of the Charity for that period. In preparing those financial statements, the Trustees are required to

The Trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the Charity and enable them to ensure that the financial statements comply with the Charities and Trustee Investment (Scotland) Act 2005, the Charity Accounts (Scotland) Regulations 2006 and the provisions of the Trust Deed. They are also responsible for safeguarding the assets of the Charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. Independent Examiner's Report to the Trustees of Perth City Gospel Trust

I report on the accounts for the year ended 5 April 2025 set out on pages seven to twelve.

Respective responsibilities of trustees and examiner

The charity's trustees are responsible for the preparation of the accounts in accordance with the terms of the Charities and Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended). The charity's trustees consider that the audit requirement of Regulation 10(1)(a) to (c) of the Accounts Regulations does not apply. It is my responsibility to examine the accounts as required under Section 44(1)(c) of the Act and to state whether particular matters have come to my attention.

Basis of the independent examiner's report

My examination was carried out in accordance with Regulation 11 of the Charities Accounts (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities and Trustee Investment (Scotland) Act 2005. The financial statements have been prepared under the historical cost convention.

Income

Donations are recognised in the year in which there is entitlement and probability of receipt and the amount can be measured with reasonable certainty. Income is only deferred when the charity has to fulfil conditions before becoming entitled to it or where the donor has specified that the income is to be expended in a future year. Gift aid is added to the value of the donation to which it relates.

Investment income is accounted for on a receivable basis.

Expenditure

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Governance and support costs

Support costs have been allocated between governance costs and other support costs. Governance costs comprise all costs involving the public accountability of the charity and costs related to statutory requirements. Governance and support costs are allocated to charitable activities on the basis of capacity used.

Tangible fixed assets

Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.

Freehold property - 2% on cost Fixtures and fittings - 20% on cost Computer equipment - 33% on cost

Tangible fixed assets other than freehold land are stated at cost less depreciation. Freehold land is not depreciated.

The trustees have considered the residual value of all tangible fixed assets to be immaterial and therefore all tangible fixed assets are depreciated to nil value.

Taxation

The Trust is a registered charity and is not liable to United Kingdom income or corporation tax on charitable activities, provided income falls within the charitable exemptions and is spent on charitable purposes.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.

Donated services are recognised as income and expenditure in the financial statements when organisations or individuals offer their services and support pro bono. The value of these donated services to Perth City Gospel Trust is considered to be equal to market value which would be paid were the service formally procured. This includes services paid for by other trusts.

Perth City Gospel Trust

History

The Trust was formed in 2004 in view of providing for the advancement of the Christian religion in the area by establishing facilities for carrying on the service of God, including the celebration of the Lord’s Supper, gospel preachings, Bible readings and addresses on the Word of God, and other meetings of a Christian religious character according to the injunctions contained in the Holy Scriptures and the tenets and practices of those Christians forming a worldwide fellowship known as Plymouth Brethren.

The Plymouth Brethren were established in 1828 when John Nelson Darby broke with the established Church in Dublin. He and others formed a fellowship based on the observance of fundamental Christian teachings as set out in the Holy Scriptures. Mr Darby moved to Plymouth in the early 1830s where the congregation grew rapidly. Early publications were produced in Plymouth and distributed to other congregations of followers throughout the globe.

There are over 18,000 Plymouth Brethren members in the UK, spread across 86 locations, part of a worldwide fellowship numbering some 56,000. The locations can be found on the Plymouth Brethren Christian Church (PBCC) or Plymouth Brethren Church (PBCC) UK

There have been Brethren meeting places in the Perth area since the 1880s. In 2009 the present gospel hall in Bridge of Earn was commenced, and built with the help of many volunteers from the UK community. The hall is used mostly by members living in the greater Perth area numbering about 150, but regularly also by about 130 from Fife, and on occasions throughout the year by many from the wider global community. Attendance is by family, with all ages included, from young children to the elderly.

Our Network

Schools

Our congregation’s families benefit from a global education system producing life-ready people who are trained and able to contribute to our volunteering efforts both locally and further afield.

Outreach

The Trust and its congregation have supported our separate chosen charity the Rapid Relief Team which is an organisation giving help and hope to people TEAM across the globe through local teams in the UK, Australia, North & South America, the Caribbean, Canada, New Zealand and throughout Europe. Activities have included practical compassionate support to displaced or homeless people in Poland and Ukraine.

Individuals are encouraged to ‘hold forth the word of life’ in kindness to those we meet and work with during our daily lives, and to remember the words of the Lord Jesus that it is ‘more blessed to give than to receive’.

Street Preaching

The Trust encourages and supports the preaching of the Word of God from the Bible on the streets of Perth, the present location being in King Edward Street. Many members of the congregation also gladly speak to others they meet, to spread the wonderful glad tidings of God’s free salvation through repentance and faith in our Lord Jesus Christ.

The gospel is not limited to any particular group or kind of people, and our aim is not to recruit members, but to point others to the Saviour, His shed blood, and “the redemption which is in Christ Jesus” (Romans 3:24), where millions have found a settlement as to their past, present peace, anda living hope for the future. This greatest free gift anyone could have is open to: “,. all that in every place call on the Name of our Lord Jesus Christ.. ” (1 Corinthians 1:2)

Many gospel leaflets are handed out to anyone who will take them, and can also be obtained from the gospel hall (Brethren’s Meeting Room), Wicks O’Baiglie Road, Bridge of Earn, PH2 ORN.

Months and years of thoughtless littering of the streets in our area called for some action this year, and we decided to do something about it!

Throughout the year the Trust has encouraged volunteer work with our chosen charity the Rapid Relief Team, and the congregation regularly supports its work with donations.

Some of activities of our volunteers, who have been busily engaged supporting the charity’s efforts in our area during the year, are shown below.

In June ‘24 our volunteers with the Perth RRT team supported Perth & Kinross Association of Voluntary Service Ltd (PKAVS) with around 70 burger meals at their Young Carers event. PKAVS are a Perth & Kinross charity which supportsPI the wellbeing- of local people in times of need, particularly those struggling with caring for family members and parents. They were glad to support a local charity that has been running for over 50 years! ae

999 RE:SET Charity

On Friday 20th and Saturday 21st September ’24, our RRT team volunteers attended and Supported the 999 RE:SET charity in Aviemore, The event brought emergency services members from all across the UK together for a weekend of activities focusing on Mental Health and Wellbeing. RRT was glad to support by providing a Burger meal on the Friday followed by Breakfast and Lunch the following day.

999 RE:SET is a Charity established in 2023 with the aim of supporting the mental health of all blue light responders and their families by facilitating involvement in a range of outdoor pursuits and activities.

During the year volunteers from the Trust congregation also continued to donate food boxes to local charities for the homeless.

Launched in the UK in 2020, the RRT Food Box has been distributed to people below the poverty line, those fleeing domestic violence, emergency-housed victims, the elderly, and individuals with health impairments.

Volunteers have also delivered Early Bird Learning Boxes to a local primary school. These are greatly appreciated by teachers and children alike, providing not only teaching resources, but also something to eat for children who otherwise might not even have had a proper breakfast.
