REPORT OF THE TRUSTEES
The Trustees of Tay Sail Training SCIO (TST) hereby submit their report and accounts for the year ended 31 August 2025. This is the eleventh annual report of TST which took over the assets and charitable interests of Tay Sail Training Association on 17 July 2014.
Legal and Administrative Information
Tay Sail Training SCIO was formally constituted on 17 July 2014 as a Scottish Charitable Incorporated Organisation on which daie it received its charitable status. Tay Sail Training SCIO was formed to take over the assets and charitable interests of the former Tay Sail Training Association which was established on 18 September 2003. The governing document is the Constitution approved on 20 November 2013 and to date without amendment. Subsequent to the completion of the final accounts and the transfer of the assets and charitable interests, Tay Sail Training Association was wound up.
Structure, Governance and Management
The structure of the organisation consists of the Charity Trustees who are also the organisation’s only members and comprise the Board which is responsible for strategic direction and governance. The Trustees must retire from office at each AGM but may continue to serve in office for a subsequent period providing their appointment was approved at the most recent AGM of the members of Royal Tay Yacht Club. Nominations for Trustees are invited primarily from individuals with an interest in sailing and related activities and in teaching sport. Nominations are sought via notice displayed at the headquarters, by individual notice and by personal approach. Trustees receive induction and training to ensure full awareness of their initial and on-going obligations. The current Trustees are as detailed on page 2 of this report. The Charity Trustees are responsible for the appointment of office-bearers from amongst themselves.
Objectives and Activities
The organisation was established for charitable purposes only, with the principal objective “to promote community participation in healthy recreation by the provision of facilities for sailing and related water sport activities.”

In furtherance of the above objective, the organisation shall seek:

(1) to encourage, in particular, the involvement and development of young people (2) to stimulate and promote participants’ motivations, aspirations and levels of achievement.

(3) to develop knowledge of seamanship and practical skills relating to the safe participation in water sports.

(4) to seek to develop participants’ self-confidence, self-esteem and ability to take on organisational roles in furtherance of these objectives.
The organisation provides premises and equipment which are used primarily to promote sailing and rowing through a combination of formal training courses for adults and young people and organised practical sessions.

Financial Review
The accounts are prepared on a receipts and payments basis and showa deficit for the year of £6,225. This deficit was after taking account of the deficit relating to the proposed beach facilities development project of £4,971, being preliminary sums expended of £10,869 less income received for the project of £5,898.
During the year £6,889 was spent largely towards maintaining our equipment and facilities to a high standard.
Apart from certain winter shore-based courses and specific instructor training courses when external paid instructors and examiners were required, all training, administration and management services were provided by volunteers at zero cost.
At the period end, cash balances were £155,389 of which £117,858 is classified as “Restricted” with the balance of £37,531 being “Unrestricted”.
TST continues to work closely with its host club, Royal Tay Yacht Club, and enjoys the benefits of shared facilities and a strong pool of volunteers and great enthusiasm.
The Trustees endeavour to maintain sufficient liquidity to meet at least one year’s operational requirements and believe that the reserves are commensurate with such requirements.
Compliance
TST, in conjunction with host club, Royal Tay Yacht Club, is recognised as an official training centre by the Royal Yachting Association (RYA), the governing body for sailing and powerboating. This entitles TST to deliver official courses and award certificates. In order to be a recognised training centre there are a number of conditions to be met in respect of, amongst others, protection of vulnerable groups, health and safety, standards of equipment, teaching qualifications and teaching standards. An independent inspection is carried out each year by RYA to verify compliance and ensure continuing recognition. We are pleased to report that at the inspection in July our training centre received considerable praise for its standards across the board.
Achievements and Performance
In the winter months TST ran a formal programme of RYA courses covering Yachtmaster Ocean, Yachtmaster/Coastal Skipper, Day Skipper, VHF radio and First Aid. This programme was augmented by less formal training evenings for sailors and rowers covering a wide variety of topics. Practical training sessions leading to RYA certification for participants were run in respect of Powerboat handling and in the Youth Sailing Scheme. The main focus of training was in the provision of many sessions throughout the year giving participants tuition and experience in sailing catamarans, monohull dinghies and open keelboats as well as in safety boat handling.
Our youth programme was once again well supported both in the regular Wednesday evening sessions and in Cadet Week held in July. Our programme continued to encourage young people to train and gain instructor qualifications and to assist with the teaching of sailing and running the sessions. In July we repeated the successful collaboration with Tay Estuary Water Sports Hub to offer selected pupils from Craigie High School! opportunities to experience sailing, rowing and powerboat handling over 5 days. We hosted one youth sailing academy for RYA Scotland.

The rowing section invested considerable time in coaching participants at novice, intermediate and advanced levels and to train and qualify coxswains. A strong team was fielded in the 8 day long World Skiffie Championships held in Stranraer in July resulting in a creditable 16" overall place out of 78 teams taking part.
Volunteers and Supporters
The Trustees are as always indebted to the many volunteers who give up their time both to run the activities and the organisation. It takes many volunteers and many volunteer hours to run the various training programmes and activities both afloat and ashore as well as providing the essential support services. The Trustees are also indebted to those organisations and individuals that provide funding to ensure that the Charity can continue.
Future Plans
TST will continue meeting its objective and fulfilling an essential community role with the development of its sailing, powerboat and coastal rowing activities. For 2026 a full programme is planned. The accent will be on promoting enjoyment and fulfilment from participation in water sports. It is hoped to continue and develop the work begun with local schools and other organisations to provide unique opportunities for young people.
The Trustees continue to work on an ambitious plan called “Tay Water Sports Project” to develop the shore facilities particularly addressing the need for changing and showering accommodation that is compliant with the requirements for both gender and age separation. The project also seeks to provide facilities that will help to develop the existing sports of sailing and rowing as well as providing scope for the introduction of complementary water sports. A third and vital element is to provide a solution to the treatment of waste water at Grassy Beach. The overall aim is to make Grassy Beach a centre of excellence for water sports. While there is much work to be done on this the Trustees are encouraged by the level of support from various quarters and the funding commitments and would hope that with a fair wind considerable progress can be made in 2026 to realising the ambitions.

! report on the financial statements of the charity for the year ended 31 August 2025 which are set out on pages7 to 9.
This report is made to the Trustees, as a body, in accordance with the terms of my engagement. My work has been undertaken to enable me to report my opinion set out below and for no other purpose. To the fullest extent permitted by law | do not accept or assume responsibility to anyone other than the Trustees, as a body, for my work or for this report.
Respective Responsibilities of Trustees and Examiner
The charity Trustees are responsible for the preparation of the financial statements in accordance with the terms of the Charities and Trustees Investment (Scotland) 2005 Act and the Charities Accounts (Scotland) Regulations 2006. The charity Trustees consider that the audit requirement of the Regulation 10(1)(d) of the Accounts Regulations does not apply. It is my responsibility to examine the financial statements as required under section 44(1)(c) of the Act to state whether particular matters have come to my attention.
Basis of Independent Examiner’s Statement
My examination is carried out in accordance with Regulation 11 of the Charities (Scotland) Regulations 2006. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with these records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeks explanations from the Trustees concerning any such matters. The procedures undertaken do not provide ail the evidence that would be required in an audit, and consequently | do not express an audit opinion on the view given by the financial statements.
Independent Examiner’s Statement
In the course of my examination, no matter has come to my attention 1 Which gives me reasonable cause to believe that in any material respect the requirements:

to keep accounting records in accordance with Section 44(1)(a) of the 2005 Act and Regulation 4 of the 2006 Accounts Regulations, and

to prepare financial statements which accord with the accounting records and comply with Regulation 9 of the 2006 Accounts Regulations

NOTES TO THE FINANCIAL STATEMENTS For the year ended 31 August 2025
1 Basis of Accounting These accounts have been prepared on the Receipts and Payments basis in accordance with the Charities & Trustee Investment (Scotland) Act 2005 and the Charities Accounts (Scotland) Regulations 2006 (as amended).
2 Nature and Purpose of Funds
Unrestricted funds are those that may be used at the discretion of the trustees in furtherance of the objects of the charity. The trustees maintain a single unrestricted fund for the day to day running of the charity.
Restricted funds may only be used for specific purposes. Restrictions arise when specified by the donor or when funds are raised for specific purposes.

4 Related Party Transactions
No remuneration or expenses were paid to Trustees during the period. Trustees were reimbursed with expenditure incurred on behaif of the Charity.
The Charity maintains a close relationship with Royal Tay Yacht Club Ltd (the company) sharing facilities and volunteers. During the year, income of £8,759 (2024, £12,252) was received by the company on behalf of Tay Sail Training SCIO in respect of training income, boat hire and other income. Expenditure of £7,374 (2024, £14,333) was paid over by the company in respect of rent, insurance and other outgoings. At the year-end, a balance of £6,424 (2024, £5,039) was due by the company to the Charity.
5 Financial Commitments
There were no significant sums owing at the end of the year, other than the sums detailed under the section on Liabilities.
The Trustees are in the process of planning a major facilities development project which will only proceed if it is fully funded. No significant financial commitments were made nor significant liabilities incurred at the end of the year nor indeed have been made up to the date of signing these accounts. At 31 August 2025 the Charity held £115,603 in respect of the project being sums received less expenditure to date. The Trustees have an obligation to invest this money in the planned project or in something similar.
