To promote the benefit of children and young people, ordinarily resident within areas covered by Aberdeen City Councill and Aberdeenshire Council, or any successor body, who are fostered by seelting to ensure that they receive the highest standard of care (provided that nothing herein shall relieve the saidlocal autilorities of their statutory igat obligation of care towards foster children)with a a view to ensuring that such children grow to full maturity as individuals and members ot society.
