The Trustees pr¢sent their annual report and financial statements of the charity for the year ended 31 December 2024.
The financial slatements have been prepared in accordance with the a¢¢ounting policies set out in note I to Ihe accounts
and comply with the General Assembly Regulations for Congregational F inance, the Charities and Trustee Investment
(Scotland) Act 2005, th¢ Charities Accounts (Scotland) Regulations 2006 (as amended) and Accounting and Reporting
by Charities.. Sialem¢nt of Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Irel&nd effective l January 2019.
0￿ECT[vEs AND ACTVITIES
Th¢ Church of Scoiland is Trinitarian in docirine, Refornjed in trddition and Presbyterian in polity. It exists to glorify
God and lo work for the advancement of Christ's Kingdom throughout the world. As a national Church. il acknowledg¢s
a distinctive call and duty to bring the ordinances of religion to the people in every parish of Scotland through a territorial
ministry. It co-operates with other Churches in various ecumenical bodies in Scotland llnd beyond.

Founded back in 1890, the 6thl8th Duftdee has a long history where tradition is valued. That having said, the importance of the BB
being relevani and engagin¥ in today's society is fully acknowledged and th¢ Leaders Strive to ensure the Progrwmrne is vaTied,
exciting. challenging and fun-filled.
Badge Classes, lois of Inter. Squad Spon$. Competitions. Battalion and National Compelilions, Day Trips. Weekend Aciivilies,
Ourings, and Annual Summer Canvas Camp . midweek A¢iivilie5 and the t¢4ching of piping and thumming lo serye our Pipe Band-
all form part of our PTogramme.
Our cu￿ent rnember5hip is circa 160+ over all (4) Sections, all fully supported by a dedicated group of thlented and selfless volunteer
Leaders, making the Company one of the largest in the Couniry.

The company meets on a Friday evening. and we have 26 girls on the roll with about 20 regular attenders.
The 2023 24 session we have be¢n working on teamwork and a¢tivilies include a variety of craft, physical
and spiritual. Chrislmas fun niv.hts were held in December with food. fun and fellowship.

ACHIEVEMENTS AND PERFORMANCE
2024 was a key year for L(Khe¢ Parish Church, for after the many hiccups in union discussions in 2023. finalty progre55
began to k made. The catalyst for this was undoubtedly a joint Kirk Session conference held in February und¢r the
auspices of the Pr¢Sb￿tcry of Perth Planning Team. It was well attended and. crucially, people began to g¢t lo know each
other.
By early June a second joint Kirk Session conference had agreed on the name of the united congr¢8alion - Dund¢e.'
Westgail (Church of Scoiland). This was the preferred name by a large margin of those voting.
Bases of Union were finalized over the summer and on I S September voting by the five Congregations Mtho would forn]
the union look place-. Cainperdown, Lochee, Logie and St. John's Cross. Menzieshill and Dundee Wesl. The result of
Ihal vole was an overwhelming decision to approve the Basis of Union and Basis of Team Ministry by a totsl overAII of
165 10 10.
Work then began on finding office-bearers for the new Union and organizing Committees. To our astonishment this
proved to be much more straightforward than aniicipaled, so thai by the end of 2024 all posts were filled except for
Propety Convener. The joint group of Treasurers is to be commended for achieving hamionization of accouni processes
wiihin a short three-monih lime window, so that the legal start dale of the new union Lould be l January 2025.
OUTREACH
By necessity much of our energy in 2024 h&s been spent on organizing and preparing for the new union. Neverthel¢s5.
outreach continued, almost by default. Messy Church continued to attract good support from local families and Messy
Christmas was particularly well-attended. Lochee's MDS supported a Menzieshill iniiiaiive of Conneci Youth. There was
hugely successful Christmas Fayre in November that nol only raised £2000 bul was attended by a large number of folk
from both congregalion and Lommunity. A very positive atmosphere was experienced.
Also. jusl before Christmas. Westgail had its Carol Service for the housebound at Loch¢e that was well supported by all
five congregations. with one family commentin8 that it was the only Chrisknas eveni ihey could attend in that f¢5tiv¢
season.
What has been particularly noticeable on Sundays is the number of visitors who have attended worship, often returning
ov¢r s¢v¢ral w¢¢ks. S¢rvic¢s have b¢en 8¢nerally well-atlend¢d with around 50 - 75 each week. It is as if the union
achieved, the congregation have relax¢d from the stresses they experienced last year and can now more fully devoie
themselves to a warni friendly welcome and. in our new union, to outreach based upon the Five Marks of Mission. In the
autumn there was a good turnout in another joint Kirk session event. based on these marks of Mission. with many positive
ideas generated.
As Lochee Parish Church moves inio being part of Wesigait Church of Scoiland. the early indications are so far positive
that little signs of growth may already be 8ppe&ring. We walk forward in that faith and hopc.
Task Groups
The IA)ch¢e Parish Church's key Strategic Objectives are operated through "Task Groups" with m¢mbcr3 from the
Trustees and members of the Congregation. The Groups are "Worship, Pastoral Care, Stewardship. Finance, Property,
Safeguarding. and Community Circle.

Fin4n¢e Review
2024 was once again a challenging year from a financial viewpoinc however, at year end we achieved our objective and
mel all our financial commitments. As usual we were fortunate to have resetves to see us ihrough and we also sold a
nwnber of units from our investments to cover property repairs. The main source of income "members contributions"
have been impacied due io the loss of key members who have died during the last two >'ears. The ¢urrent economic crisis
particularly the continual increase in pri¢¢s has a more difficult cash flow situation, particularly in th¢ ¢arly part of the
year requires careful management.
INVESTMENT POLICY AND PERFORMANCE
The congregation holds units in the Growth and Income Funds and as noted above much of the units in the Church of
Scotland Gr0￿h and Income Fund units were sold in 2021 io assist with the Trinity Project Costs- as a result the Market
Value has reduced substanlially. These ￿¢ held for th¢ long term and had a lower market value in the last two years but
have made a bit of recovery in 2024.
IUSK MANAGEMENT
As reported lasl year the key risk facing the ¢ongregalion is the continual drop in membership. principally through the
removal by death of active members. In addilion, we Are an fdgeing congregation with few members below the age of
Sixty. Howev¢r. we do have very active youth organisations. with a BB Company of1 $5 boys and a GB Company of 25
8irls. as well as the continuing development of Messy church.
Ther¢ is a risk that our income will not be sustainable to meet our commitments and to this end we keep stewardship at
the forefroni of our minds.
As we move forward in 2025 in the Union of five con8regalions, Campcrdown, Lochee, Menzi¢shill. Logie St John's
Cross and Dundee West we hope that financially we will be in a Stronger position financially.
RESERVE POLICY
We q¢ek io relain Su￿1clent reserve5 to meet unforeseen cosis and io cover cash flow issu¢s that may arise. We will
continue to maintain a reasonable level of Capital and funds to generate incom¢ in the Revenue accounis to perniit
Property and l.abric maintsincd to a high level.
The charitv Trustees have considered the reserves required and hal'e laken into aLLounl their Lurreiil and future liabilities.

Siructure, Governance and MAnagemenl
The congregation 1$ a registered charity, number SC033313 and is adminisl¢ied in accordance with the terms Deed of
Constitution {Unitsry Fomi) and is Subject to the Acts and Regulations of the General Assembly of the Church of
Scotland.
Members of the Kirk Session are th¢ charity Trustees. The Kirk Session members are the elders of Ihe church and ar¢
chosen from those m¢mber5 of the chU￿h who are considered to have the appropriate gifts and skills. The minister. who
is & m¢mber of the Kirk Session. is elected by the congregation and inducted by Presbytery. The Kirk Session which
meets six times a y¢ar and at additional times if it is deemed to be required is responsible for spiritval affairs and F8bri¢
matters.

Basis of preparation
The financial statements have been prepared in accordance with Accounting and Reporting by Charities- Statement of
Recommended Practice applicable io charities preparing their a¢counis in accordance with the Financial Reporting Siandarits
applicable in the UK and Republic of Ireland (FRS102) effective l January 2019, the Charities and Trnstee Investhient
(Scotland) Act 21X)5 and the Charitie5 aceoltnts (Scotland) Regulations 2006 (&% amended)

Funds are classified as either restricted fund5 or unrestricted funds, defined follows.
Resiricled funds are funds subject Io specific requirements as to their use which may be declared by the donor or with their
authority or created through legal processes, but still within the wider objects of the charity.
Unre.8lricled funds are expendable ai the discretion of the Trustees in furtherance of the objects of the charity. If parts of the
unrestricted funds are earmarked at the discTetion of the Trustee5 for a particular puryjose, they aTe designated as a separate
fund. This designation has an administTative purpose only and does not legally restTiCt the Trustees. discretion to apply the
fund.

Income is recognised when the charity has entitlement to the fund5, any performance conditions attached to the item(s) of
income have been mel, il 15 probable thai the income will be received and the amount can be meaSUTed reliably.
Donations are reco8nis¢d when the chaTity has been notified in writing of E&)th the amount and settlement dp4te. In the event
that a donation is subject lo condition5 that require a level of performance Èefore the charity 15 entitled to the funds the income
is d¢f¢rred and noi recognised until either those condiiions are lully met. or the fuifilmeni of those ¢ondilions i5 wholly within
th¢ ¢onlrol of the ¢harity and il is probable that those ¢ondilions will be fulfilled in ihe reporting period.
Legacy gitts are r¢cognised on a case by case b&sis following confimialion when the adminislraiorlexeculor for the estate has
communicated in writing both the amount and settlement dale. In the event that the gift is in the fom) of an asset other ihan
cash or a financial asset traded on a reco8nised stock exchange. recognition is subject to the value of the gift bein8 reliably
me&suTable with a degree of rewnable accurdcy and the litle to the &8set having been transferred to the charity.
Interest on fund5 held on deposit is included when receivable and the amount can be measured reliably by the charity.. this is
normally upon notification of the interest paid or payable by the Bank.
The generd volunieer time of congregation members is not quantifiable and therefore nol recognised in the accounis.
Flxed Assets
The Charity has ihe right to occupy and use for its charitsble objects certain iangible fixed assets. including ihe Church, hails
and manse. vested in the Church of Scotland Oeneral Tntstees. No consideration is payable for the use of these assets.
Expenditure incurred on the repair and maintenance of these assets is charged as resources expended in the Siaiemeni of
Financial Activifies in the period in which the liahilitv arises.

All Church of Scotland congrcgalions contribute to the National Stipend Fund which bears the eosis of
all ntinisters, stipends and employer's contributions for national insuranc¢, pension and housing and loan
