CLACHAN VILLAGE HALL Independent Examiners Report to the Trustees of the Clachan Village Hall I report on the accounts of the chanty ft)r the year ended 30" September 2020 which are sel out on pages 110 2 Respective responsibilities of the trustees and examingr The charity's trustees are responsible for the preparats.on of the accounts in accordance with the temis of the Charities and Trustees Investment ( Scotland } Act 2005 and the Charsbes Accounts I Scotland l Regulations 2006. The charity Iruslees consider that the audrt requirement of Regulation 10111{dl of the Accounts Regulab"ons does not appty- It is my resKX)nsibilty to examine the accounts as required under section 44111 I cl of the Act and to state whether parbcular matters have come to my attention. Basis of independent examlnefs Statement My examination is carried out in accordance with Regulatt"on 11 of the Charities Accounts I Scotland l Regulabons 20(%. An examinatson includes a revsew of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also inclLTrdes consideration of unusual items or disdosus in the accounts, and seeks explanations from the trustees conceming any such matters. The procedures undertaken do not provtde all the evidence that would be required in a audrt, and consequently I do not express an audit opinion on the view given by the accounts. SC032882, as of July 2020 SC050324 Trustees (old Charity status) At the AGM held on the 26th of November 2019 the above offirS and all the committee members were re-elected in the absen of any new nominees. Governing Document Clachan Village Hall Commfftee islwas a charitable unino)rporated association and the purposes and administration arrangements are set out in our constitution. The Charitable purposes set out in the constitution a to provide faciltties to enable people to undertake physical. social and mental development and for activities which foster a Community spirit. and for education. Our charity activlty and achievements The old village Hall prefabricated structure built in 1956 has served as the main Hub for the Charity to fulfil its role and activities until Dember 2019 when it was closed due to terminal state of decline wtth unsafe electrical system due to chronic water ingress through the concrete asbestos roof. The physical decline of the hall reported last year continues, giving increasing urgency for substantive renovation or a new build. Following a structural survey and specialist concrete repair company report the Committee determined that substantive renovation was not a viable option. A feasibility study was commissioned and undertaken by Communty Links Scotland regarding replacing the old hall. Previously the intention was to have a new build on the old ground site but last year the opportunity arose to purchase the Old Kllcalmonell Freè Church in the centre of the village. The building is a B listed and is of local and national historic Significan being a flagship example of the breakaway th Free Church in the late 19 ntUry. After two community consultations with 700/9 voting turnout of village residents the majority supported the a(x4UiSition of the Kilcalmonell Free Church (KFC) for renovation to serve as a replacement village hall. The building (knovm as Achnaha) has been registered with Council as a 2nd home but th¢ conversion to serve as such has never been completed. The Community Links options appraisal found in favour of the Free Church option over a new build as
being more readily achievable. A feasibility study funded by the Scottish Land Fund and Architectural HerTtage resulted in a SUsSful stage 2 Scottish Land Fund (SLF) Grant to purchase the KFCIAchnaha. A condition of the SLF grant was that our charity needed to be incorporated and after due legal process our Charity incorporated as a Scottish Charitable Incorporated Organisation on 27.7.2020 and we have a new constitution based on a two tier SCVO model and as approved and lodged wilh OSCR. The legal process was protracted, not helped by the Covid pandemic. and vrfe are awaiting confirmation from OSCR and our lawyers as to when the old Charity framework will be formally wound downlclosed after the awts are transferred to the new charity framework. the SCIO. Our charty gained title to the KFC on 7.5.21 and we are now seeking funding for the repair and renovation of the building to seNe as a replacement village hall. Until that is achieved our Gharity is restricted in fuilling our constituted purpose and tts fund raising and revenue streams= Mainstream fund raising and social events included table top sales, Plant and Bake sale, Arts and Crafts events, Halloween and bonfire paty, Harvest supper, quiz night, Art Show. Bowls Club. public meetings, Village Hall Committee meetings and funeral wakes and specitic fund raising events. Most of last year's activities were administrative in achieving the goals and objectives outlined above. New Charity Status: Clachan Village Hall (Kintyre) SCIO SC 050324 Plans for 2021 going fonmard: Our objective is to gain funding for the repair work and renovations cost to make the Free Church serve as a fully functional village hall so we can resume and further develop are communrty facilities and activff(ies as soon as is practical. Trustees and officers remuneration and expenses Neither the Trustees nor the chartty officers received any remuneration or expenses during the year nor did any of the Offir5 or members of the old Village Hall Committee. All Vrk on a voluntary basis. Reserves The Village Hall Committee working account had an end of year bank balance of £18,197 and the restricted Development Fund account £45,791 giving a total of £63.988 at 30.g.2018. However this total included some outstanding commffted forthcoming expenditure.
