The Scout District is constituted in terms of the Rules of The Scout
Association - ‘Policy, Organisation and Rules (POR) (with Scottish
variations), which is a charitable body incorporated by Royal Charter. The
POR defines the structure of Scouting in the United Kingdom, the Channel
Islands and the Isle of Man and provides information about its
management and training.
Trustees are elected by ballot from all Scout Groups within our District,
and appointed at the Annual General Meeting of South Western District
Scout Council.

in relation to these objects
The purpose of The Scout Association is to promote the development of
young people in achieving their full physical, intellectual, social and
spiritual potentials, as individuals, as responsible citizens and as members
of their local, national and international communities. The method of
achieving the aim of the association is by providing an enjoyable and
attractive scheme of progressive training, based on the Scout promise and
Law that in this modern age is Youth Led but under the guidance of
committed adult leaders.
The District supports all members (Adults and Youth Members) of the
District and individual Groups both financially and in the delivery of
Scouting programs including District camps, training and development.
There is particular focus on Safety, Safeguarding and Inclusion training to
ensure that all adults and youth members are able to enjoy safe Scouting,

Achievements and performance

Summary of the main achievements of the charity during the financial period

The charity exists to support Scouting in South Western District of Clyde Region. Scouting is delivered through Scout Group sections and Units. The charity supports ten Scout Groups, seven Explorer Scout Units and an Active Support Unit focussed on the Creative Arts. At the annual census 2026, there were 658 youth members aged from 4 years to 25years participating in the programmes for Squirrel, Beaver, Cub, Scout, Explorer and Network sections. The Trustee Board provides governance support to the Groups and Units. It manages the funds of the District, to ensure sound financial practice. It gives grants or loans to support where there may be unexpected costs eg. Invasive plant species affecting premises. Grants have been made to support programme eg equipment costs and support for leader training, in particular in adventurous activities. The District is able to defray the annual membership fees to Scouts UK and Clyde Region by a small amount per youth member. This and the other financial support assists in ensuring that participation is improved for those areas and members who are meeting financial challenge and, as a consequence improves involvement in the Scout programme. The programme develops skills, teamwork, resilience and confidence. In addition to their weekly programme, Groups and Units deliver significant outdoor and residential experiences for young people. The impact of this is known to be beneficial for young peoples’ wellbeing more generally. Scouting also benefits the wider community through service. Throughout the year 2024 – 2025 South Western District has continued to support its membership to enjoy the benefits of Scouting.
